  • All incoming travelers including flight crew member and “essential workers”, prior to departing last port for American Samoa, are required to follow the process below which will include and is not limited to:
    • Travelers departing from any COVID-19 affected country within the last 30 days, who will be disembarking aircraft entering into American Samoa;
      • 10 days of pre-board quarantine and 2 negative SARS-CoV-2 tests – first on Day 0 of pre-board quarantine and another on Day 7 of Pre-board quarantine (72 hours before departure)
      • Mandatory 14 days quarantine at an ASDOH-designated quarantine facility upon arrival to American Samoa.
      • All crew and pax wanting to overnight to be fully vaccinated.

BUSINESS FLIGHT RESTRICTIONS

  • People cannot come to Australia unless they are in an exempt category or they have been granted an individual exemption to the current travel restrictions.
  • Exempt categories:
    • an Australian citizen
    • a permanent resident of Australia
    • an immediate family member of an Australian citizen or permanent resident*
    • a New Zealand citizen usually resident in Australia and their immediate family members
    • a person who has been in New Zealand for 14 days or more immediately prior to arrival by air in Australia
    • a diplomat accredited to Australia, including their immediate family members (each member of the family unit must hold a valid subclass 995 visa)
    • a person transiting Australia for 72 hours or less
    • airline crew, maritime crew including marine pilots
    • a person recruited under the Government approved Seasonal Worker Program or Pacific Labour Scheme
    • a person who holds a Business Innovation and Investment (subclass 188) visa.
  • All people travelling to Australia on flights departing on or after 22 January 2021 (local time at departure point) must provide proof of a negative COVID-19 Polymerase Chain Reaction (PCR) test result at the time of check-in.

  • Crew-only flights are currently permitted to operate to AUS for tech stops and crew rest.  Each flight, however, is assessed on a case by case basis, with the reason for travel queried by local border authorities before approval advised.
  • So far, since the border closure in MAR 2020, the only passenger flights permitted to stop for fuel tech-stops have been repatriation flights.  Any other flights with non-AUS passengers on board have ultimately been denied entry if they were not deemed to be of an essential nature

  • Group A (Argentina, Brazil, Colombia, Costa Rica, Cyprus, Georgia, India, Iran, Mongolia,  Oman, South Africa and Tunisia)
    • No incoming (as point of origin) passengers are allowed from these countries. 
    • Only Bangladeshi expatriate/citizens visited (not residing) the countries of these Group in previous 15 days of travel to Bangladesh, are allowed to travel to Dhaka provided that they have special approval/authorization from the competent authority of Bangladesh.
    • Mandatory 14 (fourteen) days institutional quarantine at government nominated hotels on passenger’s own expenses.
    • Proof of Hotel Booking shall be produced during check-in and the Airlines representative shall verify it before issuing the Boarding pass.
  • Group B (Austria, Azerbaijan, Bahrain, Belgium, Chile, Croatia, Estonia, France, Germany, Greece, Hungary, Iraq, Kuwait, Italy, Latvia, Lithuania, Netherlands, Paraguay, Peru, Qatar, Slovenia, Spain, Sweden, Switzerland, Turkey, Uruguay)
    • Any incoming passengers from these Group (as point of origin) are permitted to travel to Dhaka.
    • Mandatory 14 (fourteen) days institutional quarantine at government nominated hotels on passenger’s own expenses.
    • Proof of Hotel Booking shall be produced during check-in and the Airlines representative shall verify it before issuing the Boarding pass.
    • Exceptions:
    • Incoming passengers originating from Bahrain, Kuwait and Qatar shall have to complete a mandatory 3 (three) days institutional quarantine at government nominated facilities or at hotels on passenger’s own expenses.
    • Airlines shall be confirmed that seats are available at the government institutional quarantine facilities or the passenger have the proof of hotel reservation for institutional quarantine.
    • If seats are not available at the government institutional quarantine facilities, the passenger shall be boarded in the flight only after ensuring the confirmation of hotel reservation.
    • Upon completion of the 3 days institutional quarantine, medical test will be carried out.
    • The passenger will be released to complete a total of 11 days home quarantine if the medical test result is satisfactory.
    • In case of unsatisfactory medical test result, the passenger shall have to go for isolation at government nominated facilities at own expenses or continue with the institutional quarantine.
  • Group C (All countries except in Group-A and Group-B)
    • Incoming passengers are allowed from these countries.
    • 14 (fourteen) days strict home quarantine.
    • If any COVID-19 symptoms are detected/observed on arrival, he/she shall be sent to Government Authorized Hospital for further check-up or depending on the nature/intensity of the symptoms, will be sent to isolation at government nominated facilities or Hotel at passenger’s own expenses.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Crew rest / layover will be approved subject to the following conditions.
  • No passenger on board. Air crew only.
  • Stay shall not exceed 48 hours.
  • Air operator shall provide a complete Crew Layover Plan who shall include as a minimum, but not limited to:
    • The carriage of 'COVID-19 Negative" medical certificate by the crew (obtained within 72 hours of the flight).
    • Arrangement of transports to hotel (state how the seating arrangement will be planned to maintain physical distance).
    • Name of the hotel and address.
    • Arrangement for rooms (individual for each crew is appreciated). 
    • Supply of food for crew (supplied in the room is appreciated). 
    • Movement plan of the crew outside the room/room (no movement outside room/hotel is appreciated).
    • Medical support for the crew (in case of necessity); procedures to be followed for personal protection (PPE or other arrangement). 
    •  Disinfection and sanitization arrangement for the crew.
    • Time and arrangement of transports from hotel to airport (state how the seating arrangement will be planned to maintain physical distance).

BUSINESS FLIGHT RESTRICTIONS

  • The Entry Travel Pass is a document issued for inbound travelers of foreign nationalities arriving in Brunei Darussalam.
  • The Entry Travel Pass may be issued for the following individuals:
    • Essential business travel (including official travel)
    • Students
    • Individual primarily here for the purpose of medical treatment
    • Compassionate and other special circumstances, such as parents, spouse, or other immediate family members of Brunei Citizens or Residents.
  • Applications will be reviewed for considerations on a case-to-case basis by authorities.
  • The Entry Travel Pass is not a visa. The sponsoring agency (or sponsoring family member) is required to apply for entry visa on behalf of the travelers, should they require one.
  • The length of stay permitted for Entry Travel Pass holders will be determined according to the visa being issued.
  • Applications must be submitted at least 8 working days before intended date of travel.
  • If the traveler is intending to make official travel to Brunei Darussalam, the sponsoring agency being a national authority or government agency must submit a supporting letter from the Permanent Secretary or Head of said agency.
  • If the traveler is intending to make business travel to Brunei Darussalam, the sponsoring agency being a private company must obtain and submit a letter of endorsement from the relevant Brunei Darussalam authority or government agency.
  • Travelers are required to undertake pre-departure COVID-19 Polymerase Chain Reaction (SARS-COV-2 RT-PCR) testing within 72 hours prior to departure at a designated medical center that is recognized by the government of the country of departure. Travelers should refrain from leaving their place of residence for non-essential reasons during the period of time between undergoing the PCR test and departing the country for Brunei Darussalam.
  • Travelers should obtain a negative SARS-COV-2 RT-PCR test result from the authorities designated by the respective governments, before travelling to Brunei. The test result certificate must clearly state ‘RT-PCR’ in order to be authenticated. Where there are circumstances that the traveler is unable to obtain such test, the sponsor must obtain an exemption letter from Ministry of Health, Brunei Darussalam via e-mail at [email protected]
  • Travelers will be required to undergo post-arrival SARS-COV-2 RT-PCR test, the cost of which will be borne by the Sponsoring Agency (or sponsoring family member). Payment of the test must be made prior to arrival at service counters listed in para14. Traveler will be transported to RIPAS Hospital for specimen collection by the hotel’s designated transport provider either on Day 1 or Day 5 after arrival as determined by Ministry of Health’s assessment upon arrival.
  • Upon arrival, the traveler must have already installed the BruHealth mobile application, register and self-report their health condition on a daily basis for the first 14 days of their stay. The traveler must also scan in their locations at all times using the QR codes displayed at all premises.  

 
RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Please be advised that there is no restriction for an aircraft to operate Medivac Flight, Humanitarian Flight, Repatriation Flight, Tech-Stop Flight for Refueling, Cargo Flight for Medical Goods / Equipment into Brunei.
  • No issue for the crew to overnight for 01 night provided that the crew are required to self-isolate which mean that they are allow to stay overnight in WBSB but they must remain stay in the hotel room and refrain from any outside activities.

 

QUARANTINE REQUIREMENTS

  • Upon arrival, travelers will be required to undergo self-isolation at hotel accommodation for a period of between 2 to 14 days depending on the self-isolation notice that is given upon arrival as determined by the Ministry of Health’s risk assessment. Accommodation for the duration of post-arrival self-isolation must be selected from the drop down menu on the Entry Travel Pass application page. It is the responsibility of the traveler or Sponsoring agency to book directly with hoteliers and secure such accommodation before arrival. It is advised to make a minimum booking duration of 6 days stay at the hotel and to refer to respective hotels on their refund/cancellation policies. Change of hotel during the determined isolation period is not allowed.
  • Under the Infectious Diseases Act (Amendments) Order 2020, any traveler arriving in Brunei Darussalam is required to undergo mandatory self-isolation. Failure to comply to this requirement is an offence under the Infectious Diseases Act (Chapter 204) and if found guilty, will be liable to a fine for up to $10,000 or imprisonment for a period of up to 6 months or both.
  • The traveler should not come into contact with anyone and may not take public transport or make their own transport arrangements to the selected isolation accommodation.

  • Applications must be submitted by the sponsoring (receiving) agency or sponsoring family member in Brunei Darussalam on behalf of the traveler via Entry Travel Pass portal (https://www.form.gov.bn/ETPA/Pages/ETP-Registration-Form.aspx). The contact person of the sponsoring agency or sponsoring family member must be available to be contacted at all times.
  • Brunei International Airport will be closed daily from 1730Z until 2359Z until further notice. Therefore, any diversion flight during that hour is not allow.
  • “Kindly be reminded that effective 16th January 2021, landing permit application for all aircrafts that intend to operate into Brunei must be submitted 14 WORKING DAYS (exclude Friday, Sunday & Public Holiday) prior to the arrival/operating date. This is due to our Civil Aviation Authority need to get approval from the “Travel & Recovery Taskforce Committee” as the Committee will do the evaluation & assessment.”
  • The current Permit Process Procedure are as follows:
  • Permit Officer received application from GHA / Airlines.
  • Permit Officer to advise Corporate Comms (International Units) to evaluate in term of Policy Perspective.
  • Corporate Comms (International Units) to submit the application to:
  • Secretariat of Travel & recovery Taskforce
  • Obtain views from 03 Head of Departments (DDCA1, DDCA2, HANS)
  • Once approved by both above A & B, Corporate Comms (International Units) submit to Regulatory for Landing Permit Approval.
  • Permit Officer will draft landing permit approval.
  • Permit Approval to be signed by CAA Director.

BUSINESS FLIGHT RESTRICTIONS

  • Flights from/to Malaysia, Indonesia, The Philippines, and India are banned until further notice. 
  • Landing permit applications for non-scheduled flights require 5 working days processing time. 
  • Air travelers originating from India, or transiting via India, will not be allowed to enter Cambodia. 
  • For pax entry
    • VOA (except air crew), Visa Exemption Policy and Tourist Visa are suspended until further notice. As of 22 February 2021, travelers with essential reasons, like working with a Cambodian entity, can apply for visa “Type E” (single entry only) through https://www.evisa.gov.kh/home. Other categories of visa shall be applied at the nearest Cambodia Embassy or Consulate.
    • All pax must show result of MOLECULAR PCR SWAB Laboratory test undergone no more than 72 hours before departure.
    • Hard copy of document stamped and signed by competent health authorities of country of origin shall be presented to health officials on arrival.
    • Mandatory Covid19 test will be done on arrival, 14 days quarantine at hotel is mandatory. A second test will be done on the 13th day of quarantine.
    • Required to purchase a health insurance package for COVID-I9 treatment - cost is USD90 and valid for 20 days. This insurance package can be purchased from FORTE Insurance Company at https://www.forteinsurance.com/covid-19-insurance/
    • Deposit Cash or Credicard upon arrival $2,000 US
  • For crew entry 
    • VOA, Visa Exemption policy, Pre-arranged visa available.

BUSINESS FLIGHT RESTRICTIONS

  • Both General Office of CAAC and Business Flight Department of CAAC have verbally announced that starting from now on, all international inbound business jet flight carrying passenger onboard will be suspended to approve until further notice. Unless if the flight is being approved by Foreign Affairs Office of the State Council or other equivalent department from the State Council, and internal instruction will be made to CAAC directly if the flight is being approved. Meanwhile, the previous procedure of obtaining a CDC reception letter from the local government (at least deputy provincial level) CDC office is only effective to apply international inbound business jet flight carrying passenger onboard from Hongkong/Macao/Taiwan region.
  • In order to ensure the health and safety of international travel and reduce the risk of cross-border transmission of the epidemic, all passengers on flights into China are required to board with the negative certificate of new corona virus nucleic acid test. The arrangements are as follow:
    • Chinese and foreign passengers on flights to China shall complete Covid-19 nucleic acid detection before boarding, the test limitation is subject to local Chinese Embassy’s requirement. The test should be done at medical institutions designated or recognized by Chinese embassies abroad.
    • Chinese passengers are required to take photos of the negative result certification of the Covid-19 nucleic acid test and upload it to the international version of epidemic prevention health code application.
    • Foreign passengers need to apply for declaration of health status with Chinese Embassy or consulate with abroad by providing the Covid-19 negative nucleic acid test certificate.
  • Due to the COVID-19 pandemic, China has decided to temporarily suspend entry into China by non-Chinese nationals in the UK holding visas or residence permits still valid at the time of this announcement. The
  • Chinese Embassy and Consulates in the UK will no longer issue Certified Health Declaration Form for the above-mentioned personnel.
  • Entry by holders of diplomatic, service, courtesy or C visas will not be affected. Foreign nationals visiting China for emergency needs to apply for visas at Chinese Embassies or Consulates. Entry by non-Chinese nationals in the UK with visas issued after 3 November 2020 will not be affected.
  • The suspension is a temporary response necessitated by the current situation of Covid-19. The above-mentioned measures will be assessed in accordance with the evolving situation and any adjustment will be announced accordingly.
  • Airlines are responsible for checking the health code status and health status declaration before boarding. Passengers who do not meet the relevant requirements are not allowed to board. All airlines shall strictly perform this inspection procedures.
  • Passengers who provide false certificates or information shall be liable to legal ramifications.
  • The Chinese Embassy will carefully assess the capability of Covid-19 nucleic acid testing and detection in the respective host country and issue specific implementation measures when conditions are met.

  • Effective 10am Christmas Island time (21 July 2021), anyone who has been in or transited through SA must complete a 14-day self-isolation period in Western Australia and return a negative COVID-19 test on day 11 of their isolation in order to be eligible to receive approval to travel to Christmas or the Cocos (Keeling) Islands.
  • Recent arrivals to the IOT impacted by today’s revised travel conditions, who have been in other jurisdictions, have already been contacted and screened prior to arrival.
  • Travelers from Victoria, New South Wales, Queensland or the ACT must also complete a 14-day self-isolation period in Western Australia before they can travel to Christmas or Cocos (Keeling) Islands.

•    Important: registration on www.etis.pf must be filed between 30 to 6 days the latest, prior to departure.

  • Pax arriving shall be authorized to enter LA REUNION only for the reasons given in the international travel certificates, available on the internet (ministry of interior website) excluding pax arriving from: MEMBER STATES OF THE EUROPEAN UNION - ANDORRA, ICELAND, LIECHSTENTEIN, MONACO, NORWAY, SAN MARINO, SWITZERLAND AND VATICAN.
  • Arriving or departing from LA REUNION is prohibited to all pax who could not justify their trip for a personal and family imperious reason or professional reason that cannot be deferred or emergency health reason.
  • A procedure has been established: all request from flight to/from Reunion Island (Medevac as well) must be sent to SA ARRG that coordinates request with the dedicated authorities.

  • PGUM is allowing fuel stops without health screening. Crew members are allowed off the aircraft to do their visual checks and walk around. The passengers MUST stay on board while on the ground. If any passengers step off the aircraft, they could be subject to DPHSS screening.
  • Flight Crew, Dead Headers and Jump Seaters are NOT required to have a PCR Test Certificate to crew rest in Guam. Ensure all crew members are listed on the General Declaration. Those listed on the General Declaration must qualify as a Crew Members.
  • All personnel must sign a Voluntary Self-Quarantine Letter acknowledging they will be subject to possible random DPHSS checks during their self-quarantine.

BUSINESS FLIGHT RESTRICTIONS

  • The relevant arrangements for the overseas places listed below will be effective from 0.00am on August 20:
    • (1) The following 15 overseas places will be upgraded from Group B specified places (medium-risk) to Group A specified places (high-risk):
      • Bangladesh, Cambodia, France, Greece, Iran, Malaysia, the Netherlands, Spain, Sri Lanka, Switzerland, Tanzania, Thailand, Turkey, the United Arab Emirates and the United States of America.
    • (2) Australia will be upgraded from Group C specified place (low-risk) to Group B specified place (medium-risk).
  • The Government announced earlier that children under 12 that are yet to be vaccinated will be allowed from August 9 to board flights for Hong Kong with accompanying persons eligible to do so (Note 1), and to undergo compulsory quarantine together.  These children can return home for continued self-isolation at home with the accompanying persons when the latter completed their quarantine period.
  • Note 1: The Government announced on August 2 that for high-risk Group A specified places, only Hong Kong residents who have been fully vaccinated may board flights for Hong Kong. For medium-risk Group B specified places, Hong Kong residents (vaccinated or not) and fully vaccinated non-Hong Kong residents may board flights for Hong Kong.  As for low-risk Group C specified places, Hong Kong residents and non-Hong Kong residents (vaccinated or not) may board flights for Hong Kong.
  • Provision of self-paid serology antibody testing service at the airport for persons arriving at Hong Kong
  • The Government will roll out the second phase arrangement from August 18 to provide self-paid serology antibody testing service at the airport for persons arriving at Hong Kong.  Relevant fully vaccinated persons arriving at Hong Kong who do not possess a positive result proof of a recognised serology antibody test can choose to undergo a self-paid serology antibody test at the airport's Temporary Specimen Collection Centre (TSCC) during "test and hold".
  • The Government announced on August 5 adjustments and clarifications on the quarantine and testing arrangements for persons arriving at Hong Kong from places in the Mainland other than Guangdong Province, Macao, and Taiwan, in view of the latest situation.
  • Quarantine arrangements for persons yet to be fully vaccinated:
    • For persons (arriving at Hong Kong from August 4) who have not been fully vaccinated, and who have stayed in places in the Mainland other than Guangdong Province or Macao during the relevant period (i.e. the day of arrival at Hong Kong and during the 14 days before that day), they are subject to compulsory quarantine for 14 days at home, and have to undergo compulsory testing on the third, seventh and 12th days of arrival at Hong Kong during quarantine, as well as on the 16th and 19th days of arrival at Hong Kong after the completion of quarantine.
    • For persons who have not been fully vaccinated and who have stayed in Taiwan during the relevant period, they are required to undergo a nucleic acid test within 72 hours prior to boarding a flight for Hong Kong, subject to compulsory quarantine in designated quarantine hotels (DQHs) for 21 days, and have to be tested four times during quarantine.
  • Quarantine arrangements for fully vaccinated persons
    • For persons arriving at Hong Kong from the Mainland, Macao and Taiwan, if they have been fully vaccinated, their compulsory quarantine period can be shortened in accordance with the prevailing arrangements.
    • The Government confirmed that for fully vaccinated persons who have stayed in the Mainland or Macao during the relevant period, they are only subject to compulsory quarantine at home for seven days with seven days of self-monitoring afterwards, and have to undergo compulsory testing on the third and fifth days of arrival at Hong Kong during quarantine, as well as on the ninth, 12th, 16th and 19th days of arrival at Hong Kong after the completion of quarantine.
    • For fully vaccinated persons who have stayed in Taiwan during the relevant period, they are subject to compulsory quarantine in DQHs for 14 days, have to be tested three times during quarantine, self monitor for seven days afterwards, and have to undergo compulsory testing on the 16th and 19th days of arrival at Hong Kong. If the relevant persons have been fully vaccinated and hold a recognised positive result proof of serology antibody test, they are subject to compulsory quarantine in DQHs for seven days, have to be tested twice during quarantine, self monitor for seven days afterwards, and have to undergo compulsory testing on the ninth, 12th, 16th and 19th days of arrival at Hong Kong.
    • Except for places in the Mainland other than Guangdong Province and Macao that have been included on the List of At-risk Places Temporarily Inapplicable under the Return2hk Scheme, as well as Taiwan for which the quarantine arrangements were tightened earlier due to the epidemic situation there, the quarantine arrangements for persons arriving at Hong Kong from other places in China are not affected. That is, for Hong Kong residents arriving at Hong Kong from Guangdong Province under the Return2hk Scheme, as well as persons arriving at Hong Kong who have only stayed in Guangdong Province during the relevant period, the existing quarantine arrangements continue to be applicable.
  • Enhanced testing arrangements
    • At the same time, due to the present epidemic situation, the Government will from August 9 require all persons who have stayed in places in the Mainland other than Guangdong Province or Macao to present prior to boarding a flight for Hong Kong a negative result proof of a nucleic acid test for COVID-19 which is conducted on the day or within three days prior to the scheduled time of departure. Persons who fail to present the relevant negative test result will not be allowed to board for Hong Kong.
    • As mentioned above, relevant persons will be tested multiple times during quarantine. In the light of the ravages of mutant virus, the Government will also enhance the testing requirements applicable to persons arriving from the Mainland, Macao and Taiwan, including the addition of compulsory testing on the ninth, 16th, and 19th days of arrival at Hong Kong for persons with exempted or shortened quarantine periods. The newly enhanced compulsory testing requirements are applicable to all persons arriving at Hong Kong on or after August 4 (including persons returning to Hong Kong under Return2hk). 
  • From 0.00am on July 1 (Hong Kong time), all passenger flights from the UK will be prohibited from landing in Hong Kong.
  • From 0.00am on June 25, all passenger flights from Indonesia will be prohibited from landing in Hong Kong
  • Prohibit all passenger flights from India, Nepal, Pakistan and the Philippines from landing in Hong Kong, and  starting from 00:00 1st May 2021.
  • Group A1 (high-risk): Brazil, India, Indonesia, Ireland, Nepal, Pakistan, the Philippines, Russia, South Africa, and the United Kingdom
    • Hong Kong residents who have stayed in the specified places on the day of boarding/arrival at Hong Kong or during the 21 days before that day (the relevant period).
    • Boarding requirement for who do not hold recognized vaccination record: Have not stayed in the relevant specified places for more than two hours relevant period; Present a negative proof of a polymerase chain reaction (PCR)-based nucleic acid test for COVID-19 conducted within 72 hours
    • before the scheduled time of departure of the aircraft; and Present confirmation of room reservation for 21 nights starting on the day of arrival in a designated quarantine hotel (DQH).
    • Boarding requirement for who have been fully vaccinated and hold recognised vaccination record: Present recognized vaccination record. Present negative result proof of a PCR-based nucleic acid test for COVID-19 conducted within 72 hours before the scheduled time of departure of the aircraft; and Present confirmation of room reservation for 21 nights starting on the day of arrival in a DQH.
    • Quarantine requirement: (a)Undergo compulsory quarantine for 21 days in a designated quarantine hotel. (b)Undergo 4 tests during compulsory quarantine; (c) Self-monitoring in the subsequent 7 days; and (d) Undergo compulsory testing in a Community Testing Centre on the 26th day of arrival in Hong Kong
  • Group B (Medium-risk): All places outside China which are not Group A or Group C specified places
    • Persons applicable: Travellers who have stayed in Group B specified place(s) on the day of boarding for/arrival in Hong Kong or during the 14 days before that day and 
    • A. who have not been fully vaccinated Boarding requirement: (a) Present negative result proof of a PCR-based nucleic acid test for COVID-19 conducted within72 hours before the scheduled time of departure of the aircraft; and (b) Present confirmation of room reservation for 21 nights starting on the day of arrival in a DQH.

  • Extended meaning of "Turnaround" to temporarily left the aircraft for necessary technical and operational tasks  (for local crew with no inbound passenger)
  • Previous definition of “turnaround” solely applied to air crew who did NOT leave the aircraft during stopover at any port(s) outside Hong Kong throughout a duty flight. Air crew with such declaration were not deemed to have stayed in the port(s) concerned, provided the inbound flight to Hong Kong did not carry passengers.
  • The definition will be extended to encompass air crew who have, during stopover at any port(s) outside Hong Kong:
    • i) temporarily left the aircraft for necessary technical and operational tasks (e.g. flight crew's walk-around inspection), and
    • ii) remained at the airside of the airport concerned with no direct physical contact with local ground staff.
  • In order to facilitate operation and to avoid potential dispute among air crew members and frontline officers, airlines are advised to issue a standardised Airline Certification Letter to relevant crew members (attached). Airline operators may select the declaration statements from the list which is/are applicable to the concerned crew member when issuing the letter.  Please be reminded that without clear declaration stated on the airline certification letter on the above, and if in doubt, the concerned crew will be put on a more stringent testing & isolation arrangement.
  • The Hong Kong Government has just announced today (issued at Aug 03 / 01:13HKT) that the Government will tighten the border control measures for overseas inbound travellers based on "vaccine bubble" in order to build an anti-epidemic barrier to prevent the importation of cases. The new measures will take effect from August 9.
  • Upon implementation of new arrangement, the current place-specific flight suspension mechanism for Group A1 specified places will no longer be applicable. The flight-specific suspension mechanism is however still in place and will be applicable to all groups of specified places.
    • The Government will gazette the relevant updated specifications under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C), the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E), the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H) and the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (Cap. 599J) to effect the above measures at 0.00am on August 9.

  • Passengers and airline crew must have a printed COVID-19 vaccination certificate showing that they were fully vaccinated. The certificate must be issued in both English and a local language of the country where the passenger was vaccinated.
  • This does not apply to:
    • nationals of Indonesia;
    • passengers younger than 12 years;

  • Fuel stop flights are acceptable, crew can stay overnight in some airports.
  • Crew are not required to present a negative Covid-19 certificate. They generally do not have to take a PCR test on arrival; but are required to self-quarantine at their hotel until departure.
  • Crew do not have to use a specifically designated government hotel. However, specific hotels may request a negative Covid-19 test result.
  • If need to use 2 or more airports for overnight, we need to double check with local quarantine. Normal shore pass valid within same airport.
  • For usage of 2 or more airports for overnight, subject to approval based on actual schedule.
  • Crew do not allow to use public transportation all of Japan within 14 days isolation period.

  • Novel Coronavirus Response and Coordination Centre announces that from 1530LT of 3 August 2021, all outbound travelers must hold a proof of negative nucleic acid test within 24 hours.
  • In response to the disinfection requirements from the Macau Government, AACM and Airport authority to prevent the spread of epidemic, for all arrival flights excluding those from low-risk area and s, disinfection of the aircraft shall be performed prior to passenger boarding, while complying with the guideline stated in the WHO “Guide to Hygiene and Sanitation in Aviation (3rd edition) – Guideline 3.6” or ICAO “Take-off: Guidance for Air Travel through the COVID-19 Public Health Crisis (3rd edition) – Module 2”. Aircraft Operators shall strictly follow the requirement.

  • All those undergoing a health self-management will be required, at the end of the designated period, to take a nucleic acid test showing freedom from COVID-19 infection. Only upon successful completion of such a test, will the self-management period be deemed to be concluded. Meanwhile, they will be issued with a “yellow” Macau Health Code digital certificate. Should anyone wish to leave Macau prior to the completion of their period of health self-management, they would need to obtain a certificate-issued within 48 hours of intended departure-proving they have tested negative from COVID-19 infection, and follow any other requirements imposed by their chosen destination.

  • International borders are CLOSED. Only NZ Citizens, permanent residents and residents with valid travel conditions are allowed to enter New Zealand.
  • MANAGED ISOLATION ALLOCATION SYSTEM VOUCHERS CONFIRMING A PLACE IN A MANAGED ISOLATION FACILITY ARE REQUIRED BEFORE BOARDING A FLIGHT
  • All arrivals are tested for COVID-19 and a 14-day stay in a managed isolation quarantine facility is mandatory.
  • Travellers from Australia are also now required to get a pre-departure test. Proof to be carried with the passenger/member  (and preferably sent prior to arrival)
  • If you have received a COVID-19 vaccination, you will still need to take a test.
  • You need to have both your COVID-19 test sample taken and your result returned within 72 hours of the scheduled departure time of your first international departure.
  • You are responsible for checking your chosen testing provider can provide you with acceptable pre-departure documentation to the specified standard required by the New Zealand Government.  Tests from free community testing stations may not be acceptable for travel clearance, so check before your test.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • From 28 September 2020 all foreign-based air crew will be required to be accommodated within a designated Managed Isolation Facility.
  • Transport to and from the airport will be arranged by Managed Isolation and Quarantine. This applies regardless of whether you are staying at the designated aircrew hotel. There will be no charge for transport.
  • Crew must stay at the designated crew quarantine hotel – there is no option to stay at any other hotel or facility. The maximum stay is 7 days, and a confirmed departure date must be provided. Swissport Executive will book this on your behalf. The cost for crew accommodation is NZD$221.42 per person per night, this includes 3 meals per day and some snacks (which will be delivered to each room), free basic toiletries, unlimited free Wi-Fi access and TV. Laundry services are available at designated times of the day only. Dietary needs are catered to as best as possible, including for medical needs and cultural tastes. It is important to note that hotel kitchens are not operating in the same way they might usually and the choices available are limited. 
  • Crew can not currently order and have meals delivered from restaurants in the surrounding area due to New Zealand being in a Level 4 lockdown from 17 August 2021. This includes Uber Eats. However, they can order online deliveries from the local supermarkets using a supermarket delivery app - this will be at the expense of the crew member. 
  • All arriving international aircrew are required to undertake a health assessment on arrival. This is the same assessment that all arriving air travelers complete. The aircrew complete a COVID-19 crew health card on arrival. This is a record of the health check. Overseas based aircrew must record the name of their hotel accommodation on the COVID-19 crew health card.
  • Crew must also have had a negative PCR test within the last 7 days prior to arriving in New Zealand, proof to be carried with the crew member  (and preferably sent prior to arrival)


QUARANTINE REQUIREMENTS

  • Mandatory 14-day managed quarantine or isolation. This must be pre-booked and the confirmation voucher is to be sent to the handler prior to departure.
  • Some travelers may be required to contribute towards their managed isolation hotel stay, costs are $3,100 for the first or only person in the room (whether that is an adult or a child) plus $950 for each additional adult and $475 for each additional child (3-17 years old, inclusive) sharing that room, all GST inclusive. There will be no charge for children under the age of 3. QUARANTINE REQUIREMENTS

On-arrival antigen testing removed from CNMI entry requirements The Commonwealth Healthcare Corporation (CHCC) and the Governor’s COVID-19 Task Force are easing one aspect of the entry protocols: Effective July 28, 2021, verified fully vaccinated travelers are no longer required to test upon arrival into the CNMI by sea or air, but will still be tested on the fifth day after arrival. Fully vaccinated travelers are able to quarantine at their lodging or home after being verified for completing their COVID-19 vaccination (“vax verified”) and passing a lodging or household assessment. If their household assessment fails, travelers will be required to quarantine at a government quarantine facility. “Vax verified” individuals are individuals who have uploaded onto their health declaration form proof of completing a COVID-19 vaccine series. CDC Vaccination Record Cards are not vaccination records accepted for travel into the CNMI. For individuals who were vaccinated in the CNMI, vaccination records from CHCC will be used to verify vaccination status. For individuals who were vaccinated elsewhere, they will have to provide an official immunization record from their vaccine provider that must include the following information: vaccine administrator, recipient’s name, recipient’s date of birth, vaccination site, vaccine name, vaccination administration date, lot number, and vaccine experiation date. Before entering the CNMI, all travelers are encouraged to fill out the mandatory health declaration form at https://governor.gov.mp/covid-19/travel for faster processing. All travelers are required to show up to their scheduled 5th-day test. Should any individual test positive during any test, they will be isolated at the government quarantine facility. Because 70% of the CNMI’s eligible population have completed their COVID-19 vaccine series, the CHCC and the task force urge residents to practice the 3 Ws (wear a mask, wash your hands, watch your distance) when interacting with individuals whose vaccine status is undetermined. “Our priority remains to ensure everyone is protected while allowing for a safe and quick process to enter the CNMI,” said CEO Esther L. Muña. “Now that we are on the road to hit 80% of our eligible population being fully vaccinated, we should remain cautious while keeping the momentum in our favor.” Travelers applying for any modified quarantine may receive an application decision after they arrive and may be required to quarantine at the designated government facility pending approval. It is recommended to apply at least 72 hours prior to arrival into the CNMI, as requests are processed in the order of receipt and validation. The CNMI is reminded to watch out for misinformation and to follow updates directly from the Governor’s COVID-19 Task Force and the CHCC. The spread of misinformation is just as dangerous as the virus itself.   • CATEGORY-C: Argentina, Bangladesh, Bhutan, Bolivia, Brazil, Chile, Columbia, Cost Rica, Dominican Republic, Ecuador, India, Indonesia, Iran, Iraq, Maldives, Mexico, Namibia, Nepal, Paraguay, Peru, Philippines, South Africa, Sri Lanka, Trinidad and Tobago, Tunisia and Uruguay.
  • For emergency travel authorization / special exemption of travel to Pakistan from Category C Countries, complete details such as Nature of Emergency, Passenger Travel Documents, Travel Itineraries and Supporting Documents may be sent to the e-mail [email protected] for consideration of exemption cases by the Exemption Committee of NCOC.
  • It shall be mandatory for all passengers travelling to Pakistan to download and install PASS TRACK app from the Google Play Store / Apple Store and enter their personal details as required. The airlines shall ensure that the passengers have uploaded their information on the app or have a printed copy of uploaded information generated by the app prior to issuance of boarding passes at point of original embarkation. Those passengers who do not have android / Apple phones shall enter their data on the web portal (https://passtrack.nitb.gov.pk/login). Passengers who prefer to upload their data on the web portal shall be required to provide paper print of the same prior to obtaining boarding pass at the airport of original embarkation. Passengers shall be required to capture the image of their RT-PCR test (if done) and upload it on the app or web portal.
  • Following passengers shall be exempted from both RT-PCR testing and PASS TRACK app uploading requirement: 
    • Children below 12 years. 
    • Disabled passengers. 
    • High level international delegations 
    • Pakistani Deportees 
    • Crew shall only be exempted from Pak Pass Track App, however, RT-PCR / Rapid Antigen Test shall be mandatory

BUSINESS FLIGHT RESTRICTIONS

  • 1. Vaccination. Travelers must submit proof of complete COVID-19 vaccination with final doseadministered at least fourteen (14) days prior to departure to the Republic. Vaccine received must be approved or authorized for emergency use by either the US Food and Drug Administration (FDA) or the World Health Organization (WHO).
    • *For commercial air travel, travelers must submit proof to the airline.
  • 2. Negative COVID-19 PCR Test or Documentation of Recovery. All Travelers must also provideproof of either:
    • a. A negative result of a COVID-19 PCR test (any type of PCR test, including NAAT, RT-PCR,qPCR, RT-LAMP, TMA, molecular test, isothermal amplification, ddPCR, or CRISPR), and such test must be taken within three (3) days prior to departure from the point of origin to the Republic; or
    • b. Documentation of recovery from COVID-19 which includes proof of a recent positive viraltest and a letter from a healthcare provider or a public health official stating that you haverecovered and are cleared to travel.
      • *For commercial air travel, travelers must submit proof to the airline.
  • 3. Testing and Mitigation Orders After Arrival. All Travelers shall be COVID-19 tested on the fifth (5th) day following their arrival to the Republic and are required to follow the Mitigation Orders issued upon arrival.
  •  4. Authorized Jurisdictions are those that have been approved by the President of the Republic to establish travel to the Republic of Palau under special conditions. Residents of Authorized Jurisdictions may be exempted from Section (1)(A) above and travel to Palau upon the following conditions:
    • a. Submit a negative result of a COVID-19 PCR test (any type of PCR test, including NAAT, RT-PCR, qPCR, RT-LAMP, TMA, molecular test, isothermal amplification, ddPCR, or CRISPR), and such test must be taken at the airport up to five (5) hours before departure from the Authorized Jurisdiction; and
    • b. No travel history to destinations outside of the Authorized Jurisdiction within the last 14 days prior to departure from the Authorized Jurisdiction; and
    • c. No prior history of COVID-19 infection, no close contact with any person who is under investigation for COVID-19, no close contact with laboratory-confirmed COVID-19 case, and no person under a self-isolation, home quarantine, or self-monitoring order for the last two months; and
    • d. Testing After Arrival. All Travelers shall be COVID tested on the fifth (5th) day following their arrival to the Republic if the Traveler is present in the Republic on the fifth day.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Carrying Unvaccinated Individuals for transit may be considered for approval on a case-by-case basis and upon the specific orders and written authorization of the Director of Public Health.

  • The crew of any aircraft entering the Republic must provide negative COVID-19 PCR test results test (any type of PCR test, including NAAT, RT-PCR, qPCR, RT-LAMP, TMA, molecular test, isothermal amplification, ddPCR, or CRISPR) and/or provide official documentation on infection control measures implemented for vessel operations and health management protocols for personnel.
  • Any crew member of any air or water vessel that disembarks into the Republic of Palau shall be subject to these regulations, except in cases wherein an air or water vessel breaks down unexpectedly within the territory of the Republic. In such cases, any crew member disembarking such vessel shall be quarantined for an appropriate period or until the vessel is repaired and ready to depart Palau, at which time quarantined crew members may be permitted to re-board their vessels. Crew members of such disabled vessels shall be securely transported to and from official quarantine facilities, and at no time shall any crew member be permitted to contact the general population without completing the appropriate period of mandatory quarantine.

 

QUARANTINE REQUIREMENTS

  • The isolation of persons infected by COVID-19 is hereby authorized as follows:
    • Any person proven or strongly suspected to be infected with COVID-19 shall be isolated for a period up to fourteen (14) days either at an isolation facility or at home at the discretion of the Director of Public Health; and
    • Infection may be proven or strongly suspected based on a presumptive test result, and/or a confirmatory test result by means of authorized assays for viral testing include those that detect SARSCoV-2 nucleic acid or antigen.
    • Isolation Facilities: The Alternate Care Site (ACS) at Kalau Gym in Meyuns, Koror shall be the primary Isolation and care Facility for non-critical infected persons. The isolation rooms of Belau National Hospital shall be reserved for infected persons in need of critical care. The Ministry of Health (MOH) shall identify other appropriate and adequate facilities, either public or private property to be designated as Isolation Facilities for COVID-19 infected persons as necessary.
  • The quarantine of persons exposed to COVID-19 is hereby authorized as follows:
    • Any person determined to have been exposed to COVID-19 shall undergo mandatory quarantine for a period up to fourteen (14) days, unless otherwise specified below; and
    • Any person who has had direct contact with a person infected by COVID-19 shall be considered to have been exposed to COVID-19 and quarantined for a period up to fourteen (14) days; and
    • Any person who has had indirect contact with COVID-19, such as contact with potentially contaminated surfaces, may be considered to have been exposed to COVID-19 and quarantined for an appropriate period; and
    • Any person who has had indirect contact with a person who has been exposed to COVID-19 may be considered to have been exposed to COVID-19 and quarantined for an appropriate period.
    • MOH shall identify appropriate and adequate facilities, either public or private property, to be designated as Quarantine Facilities for exposed and potentially exposed persons.
  • If any quarantined person is found to be infected, that person shall be promptly relocated to anappropriate isolation facility, which may include the individual’s home if determined appropriate by the Director of Public Health.

  • If pax wish to visit business offices during their trip, they can get the Singaporean business partner to apply for a pre-approved business pass with the Ministry of Trade and Industry. Visitors on said pass will be tested on arrival and must quarantine until negative results are obtained. Other conditions vary as each pass is issued on a case-by-case basis.
  • All travellers entering Singapore, including Singapore Citizens, Permanent Residents and Long-Term Pass (LTP)/ In-Principle Approval (IPA) holders, must submit a health declaration prior to the flight. They will have to do so via the SG Arrival Card (SGAC) e-Service, or the mobile application that can be downloaded for free from Apple AppStore and Google Play. Singapore will require a copy of the acknowledgement form 3 hours prior to departure from point of origin.
  • Possession of a valid visa alone does not guarantee entry into Singapore. All short-term visitors must still seek prior approval via appropriate COVID-19 travel channels (e.g. obtain a Safe Travel Pass under Green/Fast Lane arrangements, or Air Travel Pass or Periodic Commuter Arrangement) before they can enter Singapore.   • Since there is a lack of COVID-19 isolation facility and manpower except mentioned 2 airports.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • There are no restrictions for Technical Refueling / Crew rest operation except flights coming from England.
  • However there are 2 airports for overnight parking.
  • Both airport (RKSI and RKSS) are available overnight parking depending on the flight schedule.
  • No need to hold PCR test negative results.
  • No need to follow the 14days of government facility isolation.

Business Flight Restrictions 

Any travelers with the travel history in past 14 days to India, South Africa, Angola, Botswana, Lesotho, Mozambique, Namibia, Swaziland, Zambia, Zimbabwe and South American countries – Not permitted to disembark. However, ferry ops, refueling, medevac, humanitarian missions may be possible with prior approval.

Nil restrictions. Landing permit lead time 96 Hrs. Pax required to obtain a business visa through their principal party / sponsor in Sri Lanka. Crew shall enter on gendec. A negative covid report is required when entering the country and same had to be obtained 72 hours before the arrival. Pax / crew who’re fully vaccinated (recommended dose + 14 days) are to undergo PCR on arrival at the hotel and quarantine for 01 day (until PCR results comes) in a designated hotel. If negative, pax/crew are free from the quarantine. There may be a PCR test in day 6 or 7 if stay exceeds 7 days. However, if crew stay is less than 72 hrs and wish to stay in the hotel quarantine facility, do not require to undergo any PCR tests on arrival.

Restrictions for Technical Refueling/Crew Rest

Nil restrictions. Landing permit lead time 24- 48 Hrs provided there’s no special equipment onboard the aircraft (Geo, thermal sensors, Magnetic detectors, aerial cameras etc) Otherwise 48-72 lead time is required. Crew are required to stay in a crew designated hotel. Crew who are fully vaccinated (recommended dose + 14 days) are to undergo PCR on arrival at the hotel and quarantine for 01 day (until PCR results comes) in a designated hotel. If negative, pax/crew are free from the quarantine. There may be a PCR test in day 6 or 7, if stay exceed 7 days.  However, if crew stay is less than 72 hrs and wish to stay in the hotel quarantine facility do not require to undergo any PCR tests on arrival.
It is mandatory for the foreign airline crew members arriving into Sri Lanka to carry a negative COVID-19 test result in English language done within 96 hours prior to embarkation.
•    All crew members should undergo quarantine in an approved hotel for airline crew members.
•    If crew layover for less than 72hrs, and the crew are confined to the Hotel Premises, the crew then do not require a PCR Test on arrival (Day 01)
•     If layover for 72 hours or more in Sri Lanka, on arrival (Day 01) PCR test shall be done and shall be quarantined at the hotel until they depart from Sri Lanka.
•    After sample collection, for any operational reason the crew member can be release for a return flight without the result of the test. 

Quarantine Requirements

Fully vaccinated; as above mentioned. Non / partially vaccinated; may be required to undergo PCR on arrival and must stay in a safe and secure level 01 hotel under bio bubble.

Crew required to stay inside the room during the stay. Those who are fully vaccinated may be allowed to go outside based on negative PCR / recommendation of in house Medical officer. Pax shall experience the hotel amenities (in a level 01 approved hotel) and visit MOH approved tourist sites during the first 14 days of their stay.
•    Passenger visa shall be processed online.
•    Mandatory to pay for 2 PCR tests up to 7 days. If the stay is more than 7 days a 3rd PCR tests are required. PCR test will be carried out at the hotel and PCR arrangement can be arranged with the hotel directly.
•     COVID-19 Insurance is required for all passengers entering Sri Lanka. Same can be purchased from the hotel directly.

BUSINESS FLIGHT RESTRICTIONS

  • On June 11, the Central Epidemic Command Center (CECC) announced that strict border control measures will remain in force during the effective period of the nationwide Level 3 alert in order to alleviate the burden of the testing capacity and medical resources as the COVID-19 situation in Taiwan is not stable.
  • Border control measures are listed below.
    • A. Non-R.O.C. nationals without a valid Alien Resident Certificate (ARC) are temporarily barred from entry; exceptions may be made on a case-by-case basis for individuals who obtain entry permission for emergency or humanitarian reasons.
    • B. Transit travelers are temporarily barred from entry.
  • Those measures will be adjusted by the CECC on a rolling basis based on the status of the pandemic at home and abroad and the effectiveness of COVID-19 control measures implemented in the community.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stop for refueling is allowed with Crew able to leave the aircraft for refueling, but not Pax, all services are available normally. We'd suggest performing such tech-stop operations at RCSS as it is more GA friendly. 
  • Please be noted that the due to outbreak of recent Covid-19 cases, overnight for crew minimal rest is temporarily suspended for foreign aircrews. unless the operator can provides Taiwan diplomatic approval for crew layover and quarantine exemption.

 

QUARANTINE REQUIREMENTS

  • On July 1, the Central Epidemic Command Center (CECC) announced that starting 12:00 pm on July 2 (time of arrival in Taiwan), it will tighten health monitoring measures for people entering Taiwan via airport/port. Details about such measures are listed below.
    • A. Arriving travelers who have visited key high-risk countries(Brazil, India, the UK, Peru, Israel, Indonesia, and Bangladesh) in the past 14 days, after they enter Taiwan via airport or port, will be required to quarantine in group quarantine facilities for 14 days, with accommodation fees paid by the government, and undergo PCR tests for COVID-19 upon checking in at group quarantine facilities and at the end of their quarantine period. Furthermore, such travelers will be required to take a rapid home test between the 10th day and 12th day of their quarantine period.
    • B. Arriving travelers who have not visited key high-risk countries in the past 14 days will be required to take a deep-throat saliva test and a PCR test upon arrival at an airport or a port in Taiwan and to take a quarantine vehicle to a quarantine hotel or a group quarantine facility where they plan to complete quarantine at their own expense for the 14-day quarantine after taking the tests; such travelers shall also undergo a PCR test before the end of their quarantine (between the 12th and 14th day of the quarantine period) and take a rapid home test between the 10th day and 12th day of their quarantine period.
    • C. All arriving travelers testing positive for COVID-19 will be subjected to genome sequencing.

  • All arrivals of non-Thai citizens from India, Pakistan and Bangladesh are suspended. Arrivals of Thai nationals from these three countries are allowed, but they are subject to 21-day mandatory state quarantine, instead of 14.
  • Effective from 31MAR at 1700Z-30JUN 2021 at 1700Z as below:
    • Quarantine period will be reduced from 14 days (15 nights) to 10 days (11 nights) for travelers who travel from countries with no cases of Covid Variant Strains. (The list of countries with Variant Strains updated by the Ministry of Public Health of Thailand)
    • For travelers travelling from countries with cases of Covid Variant Strains, the 14-days quarantine still remains.
    • Thais can either present Fit to Fly Health Certificate or Medical Certificate with a laboratory result indicating that Covid-19 is not detected, using RT-PCR method issued within 72 hours before departure from their port of origin to enter Thailand.
    • Non-Thais are no longer required to present Fit to Fly Health Certificate to enter Thailand. They only need to present a Medical Certificate with a laboratory result indicating that Covid-19 is not detected, using RT-PCR method issued within 72 hours before departure from their port of origin.
  • The following aircraft will be allowed to operate at an international airport in the Kingdom when permit is given by the Civil Aviation Authority of Thailand:
  • State or military aircraft.

  • VTSM/USM Entry Requirements (Samui Plus)
    • To be able to come to Koh Samui without quarantine, vaccinated tourists and returning travelers from abroad must book 2 types of Samui Sandbox hotels.
    • The first 7 nights need to be spent at one of Samui Extra Plus hotels that are approved by the government. After 7 nights, if the second test is negative, the travelers can transfer to any SHA+ hotel and travel freely in Koh Samui, Koh Phangan, or Koh Tao and stay for at least another 7 nights before they can travel to other parts of Thailand.
    • Samui Plus guidelines for fully vaccinated tourists are as follows:
  • Eligible Travellers
    • 1) Fully vaccinated against COVID-19 with a vaccine approved by Thai FDA/ Thai Ministry of Health/WHO no less than 14 days before departure.
      •  **Children under the age of 18 and are traveling with parents/guardians are eligible without proof of vaccination**
    • 2) Must travel from countries/ territories as listed by MOFA (as attached) and must have stayed in those countries for at least 21 days prior to departure (not required for those with residence in Thailand).
    • 3) Must have health insurance with a minimum coverage of 100,000 USD for COVID-19 treatment in Thailand throughout the entire duration of stay.
    • 4) Must have a paid Samui Extra+ (ALQ 7 Days package as attached) and SHA+ hotel reservation confirmation throughout 14 days (Fully paid for 7 nights Samui Extra+ hotel and 7 night SHA+ hotel confirmation, in case of staying less than 7 nights must book Samui Extra+ only).
    • 5) Must obtain payment proof for COVID-19 testing in Samui according to duration of stay.
    • 6. Tourists must install 
      • Thailand Plus application (please download application and register with COE number prior to travelling)

      • Scan QR code : Samui health pass (on the travelling date to USM)

  • Important Notes
    • Undergo RT-PCR test (Day 0) and wait for the result in the hotel room. If tested negative, tourists will be able to use services & facilities in the hotel designated areas (Day1-3).
    • Day 4-7 (sealed route) : Able to travel in districts of Samui according to a specified route and travel program. On day 7, undergo a 2nd RT-PCR test.
    • Day 8-14 (relaxed) : Checked-in SHA+ hotel. After receiving a negative result of Covid-19 test, will be able to travel in areas of Koh Samui, Koh Phangan, and Koh Tao
    • During stay/ before departure from Samui, must undergo two more RT-PCR tests (on day 6/7 and 12/13) according to the period of stay.
    • Tourists who wish to continue the journey to enter other areas in Thailand must have proof of 14 days of stay in Samui and 3 RT-PCR tests.
    • Tourists may leave Samui earlier if the outbound destination is another country.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • No restrictions for technical refueling with no crew disembarkation.
  • Crew rest are subjected to approval on case by case basis
  • Crew members who are required to travel into Thailand for any missions need to have a specific date and time for return. The approval on a case by case basis, need schedule and purpose of flight to check with the authority
  • As of 01 March 2021, passengers are able to transfer at BKK / VTBS airport (both international and domestic transfer) subject to the conditions laid out in the Guidelines for International Flights with Transit/Transfer Passengers at Suvarnabhumi International Airport.
  • This includes transfer to/from private jets and other non-scheduled flights. Private jet traffic is currently exceptionally considered for VTBS / BKK but parking for ground time longer than pax drop-off/pick up (or exceeding 12h) might not be available.

  • Process to reserve ASQ:
    • 1. Make room reservations directly to the ASQ hotel, when you know the date of entry to Thailand.

    • This does not apply to nationals of Vietnam
    • This does not apply to passengers on diplomatic or official duty. They will be subject to mandatory medical declaration and self-isolation.
    • This does not apply to passengers who are experts, business managers or highly skilled workers. They will be subject to mandatory medical declaration and self-isolation.
    • This does not apply to passengers approved by National Steering Committee on Covid-19 Prevention and Control.
    • This does not apply to passenger holding APEC card with VN mentioned at the back. They can enter the territory for a stay of maximum 90 days.
    • This does not apply to foreign nationals need embassy-issued visas in advance and an approval letter from the Vietnamese Government stating they are approved to enter Vietnam.
      • - If pax fall into the category of foreign experts, investors, managers or diplomats on short business trips of less than 21 days, they shall not have to undergo 21-day quarantine. However, they must strictly comply all regulations and provide their planned itinerary as detailed as possible to the authorities. FYI, please find below the document set needed for pax entry
        • 1. Letter approval from People's Committee of the City the traveler will land in.
        • 2. Letter approval from the local Department of Health.
        • 3. Letter of Immigration Department allowing the traveler to enter Vietnam.

Vietnamese national shall contact the Vietnam Embassy in their guest country to apply for a return permission to Vietnam. If approved, they will receive an approval letter to be submitted along with the landing permit application to CAAV.
  • Aircrew:
    • they can stay with few days (without 21-day quarantine) in Vietnam but they must meet some following conditions in advance:
      • 1. Must have valid/stamped Vietnam visa
      • 2. Must stay at hotels designated by local government
      • 3. Must have negative test Covid (using Real time-PCR method)
    • With a prior approval required from authority of 02 working days, Holders of APEC cards with VN mentioned on the back of the card can enter Vietnam but still need visa and subject to the following conditions:
      • Must observe quarantine until next departure schedule in designated hotels.
      • Must fill out a quarantine form prior to arrival.
      • Must show COVID-19 negative medical certificate issued no more than 72 hours prior to arrival and RT-PCR method is only acceptable.

  • PAX

    • For stay less than 14 days: must have a medical certificate with a negative Coronavirus (COVID-19) RT-PCR test result issued between 3 to 5 days before arrival. The test must be taken at the laboratory of the authorized medical authority.
    • For stay over 14 days: must have a medical certificate with a negative Coronavirus (COVID19) RT-PCR test result issued between 3 to 7 days before arrival. The test must be taken at the laboratory of the authorized medical authority.
  • CREW
    • Must make a medical declaration.
    • Must show COVID-19 negative medical certificate issued no more than 72 hours prior to arrival

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • For tech stop for refueling can be operated. (Quick turnaround: No visa required if they depart immediately after passenger drop-off/pick-up.)
  • If crew need to enter Vietnam, they hold embassy issued visa in advance or a valid APEC card (with Vietnam listed on the back of the card), they will be allowed entering Vietnam subject to approval from authorities and to the application be submitted at least 02 working days before planned arrival. For this the visa copies and fit to fly certificates need to be submitted. But please note that Vietnam authorities are the sole decision-maker and thus we cannot guarantee your crew will be granted an entry clearance.
