COVID 19 Protocol Summary

  • US aircraft: Allowed to land
  • US passengers: Allowed to enter
  • Vaccination Certificate issued at least 14 days prior to arrival, or

  • Submit to testing upon arrival and self isolate until results are received.
  • Children under 6 are exempt from testing and/or vaccination certificate
  • Vaccination certificate can be presented via a mobile application
  • Technical refueling and Crew rest is allowed.

 

BUSINESS FLIGHT RESTRICTIONS

  • Individuals entering Armenia via the airport border are required to provide documentation of:
    • Vaccination against COVID-19 at least 14 days prior to arrival, or
    • A negative COVID-19 test taken within 72 hours of arrival, or
    • Submit to testing upon arrival and self-isolate until test results are received.
  • Children under 6 years of age are exempt from presenting a PCR test or a vaccination certificate.
  • If the travelers have been registered in the ARMED system, the vaccination certificate can be provided via ArmedeHealth mobile application. The traveler can present the vaccination certificate via mobile application or present the printed version of the certificate from the application protected with a QR code.
  • Non-holders of the relevant certificate are subject to PCR sampling at the airport or border checkpoint sampling points and to compulsory isolation until the negative result will be obtained.
  • In case of rejection of sampling or examination, all non-holders of the relevant certificate are being isolated for 14 days.
  • COVID testing is available at airports for individuals who opt to take on upon arrival. The test costs approximately $40 and the results – provided in English – are usually available within 24 hours.
  • Passengers are required to wear a face mask in all public transportation, as well as in taxis.

QUARANTINE REQUIREMENTS

  • If they demonstrate symptoms or receive a positive COVID-19 test result. Additionally, individuals who receive COVID-19 tests upon arrival must self-quarantine or isolate until receiving test results.
  • Travelers permitted to enter Armenia are asked to provide a negative PCR test upon arrival taken within the previous 72 hours or submit to a PCR test upon arrival at PCR sampling points in the public area of Zvartnots Airport arrivals hall. Individuals who take a PCR test and receive a negative result may be exempted from self-quarantine.
  • Individuals exposed to someone testing positive for COVID-19 may be asked to self-monitor or self-quarantine for 14 days following exposure.
  • During the monitoring or quarantine period, health officials may check individuals’ conditions.
  • Individuals exhibiting severe symptoms may be hospitalized for further treatment.
  • The average cost of COVID-19 testing in Armenia is roughly 30 USD. Individuals seeking COVID-19 tests for air travel or other administrative reasons are responsible for the costs of the test. Individuals demonstrating COVID-like symptoms may be administered the test for medical reasons by a polyclinic or hospital.

BUSINESS FLIGHT RESTRICTIONS

  • Visa is not demanded for the citizens of CIS, Turkey, Ukraine and Georgia;
  • General declaration form is required upon arrival//prior to departure due to custom and border officers’ demands;
  • Passenger manifest is also required;
  • For the avoidance of CAA fine at the rate of 3000 EURO for discrepancy between actual flight information and pre-flight request telex please indicate detailed correct information about passengers, crew and shipments on board in handling request;
  • All Crew members have to hold valid passports, crew IDs and General Declaration with their names listed on it and this admits them to stay within the boundaries of Azerbaijan for 72hrs without visa. Exceeding this period time is subject to a fine in amount of 401 AZN by the State Migration Service of the Azerbaijan Republic;
  • Holders of diplomatic passport; heads, employees of diplomatic missions and consulates of foreign countries in the Azerbaijan Republic (as well as their wife (husband) and children); foreigners and stateless persons with work permits in the Azerbaijan Republic; foreigners and stateless persons with temporary or permanent residence permits in the Azerbaijan Republic and their family members (wife (husband), parents and children under 18, as well as children with disabilities over 18), passengers specially allowed to enter the country by the Operational Headquarters under the Cabinet of Ministers of the Republic of Azerbaijan are allowed to enter country holding relevant supporting documents and PCR test (the difference between unveiling of test result and arrival time to Azerbaijan must not exceed 72 hours);
  • Passengers whose close relatives are citizens of the Republic of Azerbaijan (one of the parents, sister, brother, husband, wife or child, grandfather, grandmother and grandchild), as well as family members of such passengers (husband, wife, parents, children are allowed to enter country holding supporting documents proving such relationship and PCR test (the difference between unveiling of test result and arrival time to Azerbaijan must not exceed 72 hours);

QUARANTINE REQUIREMENTS

  • Mandatory 10-day self-quarantine applies to all persons arriving from the risk areas (all countries reporting covid-19 cases). The risk areas currently include 146 countries worldwide incl. USA. Note: Travelers must complete the 10-day quarantine in Belarus and must plan to remain in country for the entire 10 days and will not be allowed to depart until the quarantine has ended.
  • Arriving passengers are required to present a negative PCR test not older than 72 hours.
  • Exempted from quarantine and PCR test requirements are:
    • Aircraft crew members
    • Heads and members of official delegations
    • Diplomatic/consular staff and staff of international organizations, and their family members
    • Foreigners providing international technical or other assistance to the Republic of Belarus

BUSINESS FLIGHT RESTRICTIONS

  • Entry rules for COVID-19 vaccinated visitors shall present one of the following documents:
    • Document confirming the full course conduct (two doses, one dose in case of Johnson & Johnson) of any COVID-19 vaccination.
    • Documents confirming recovery from the Covid-infection (confirmed positive PCR-test) during the last 100 days and one dose conduct of any vaccination listed by the WHO for emergency use. The sequence of infection and vaccination does not make difference, at least 14 days must be passed from the moment of vaccination.
    • Does not require PCR Test
    • Does not require pre-registration.
    • Any person under the age of 10 (regardless of nationality) is exempted from the obligation to submit a negative PCR test in the last 72 hours prior to the visit to Georgia. 
  • Entry rules for non-vaccinated visitors
  • Citizens and residence permit holders of the following states may enter Georgia by air under the conditions mentioned below:

      • At the border checkpoint of Georgia, they must present PCR-examination certificate conducted during 72 hours prior to travel to Georgia.
      • On the 3rd day of their stay, they are obliged to undergo PCR-examination at their own expense.
      • Before crossing the state border, they must complete the special application form, indicating the travel history of the last 14 days, contact details (address, phone number, email etc.) https://registration.gov.ge/pub/form/8_protocol_for_arrivals_in_georgia/tk6157/;
      • PCR examination certificate must be in Georgian, English, or Russian.
      • Any person under the age of 10 (regardless of nationality) is exempted from the obligation to submit a negative PCR test in the last 72 hours prior to the visit to Georgia and to conduct a PCR examination on the third day.
  • Except for the above-mentioned categories, the restrictions on entry to Georgia do not apply to:
    • Representatives of the diplomatic missions and international organizations accredited to Georgia and their family members.
    • Family members of Georgian citizens, despite their nationality.
    • Persons arriving in Georgia as part of humanitarian mission – if a trip of such mission (doctors, volunteers, etc.) to Georgia becomes a necessity.
    • Individuals who have been granted the status of stateless person by the respective authorities of Georgia;
    • Individuals holding status-neutral ID card or travel documents;  
    • Individuals having a refugee status in Georgia;
    • Members of official delegations (will be decided on a case-to-case basis);  
    • Train and truck drivers, involved in international road traffic, international railway personnel, involved in in the carriage of goods by rail, as well as the members of the aircraft crew

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • All crew members (regardless of nationality) are allowed to be entered in the country on GENDEC’s base and can be transferred to the special hotels. In this case No PCR tests will be necessary. They can enter without any issues.

KAZAKHSTAN

BUSINESS FLIGHT RESTRICTIONS

  • Citizens of following countries with valid visa can enter Kazakhstan without Interdepartmental Commission approval:
    • Armenia, Azerbaijan, Belarus, P.R. of China, Czech Republic, Egypt, Georgia, Germany, Hungary, Italy, Korea, Kyrgyzstan, Kuwait, Maldives, Montenegro, Netherlands, Poland, Qatar, Russian Federation, Saudi Arabia, Sri-Lanka, Tajikistan, Turkey, Ukraine, United Arab Emirates, United Kingdom and Uzbekistan.
  • All other foreign nationals should have valid residence permit or entry visa and approval of Interdepartmental Commission (Regional COVID Staff), except the following:
    • Members of official and governmental delegations; personnel of diplomatic missions, consulates and international organizations, accredited in the Republic of Kazakhstan, and their family members; airline crew members.
  • All passengers arriving to Kazakhstan should have a medical certificate with a negative COVID-19 PCR test result issued within 72 hours before their entry to Kazakhstan. Exception for passengers who have received a full course of vaccination against COVID-19 in the Republic of Kazakhstan or Georgia, Hungary, Kyrgyzstan, Moldova, Mongolia, Thailand and Turkey, upon providing a documentary confirmation (vaccination passport), are not required to present COVID-19 PCR test certificates.
  • All passengers, including nationals of Kazakhstan and foreign nationals with residence permit, arriving without a negative COVID-19 PCR test certificates or vaccination passports are not allowed to enter Kazakhstan. Children under 5 years old are exempted from the PCR test requirements if travelling with their family who are holding a negative test result certificate.
  • Ambulance flight - there are no departure restrictions for foreign citizens. For Kazakhstan citizens - the patient required an invitation letter from a foreign medical organization for treatment, with a notarized translation into Russian and medical report form "No.026/U" from the local clinic.
  • Nationals of Kazakhstan and foreign nationals with residence permit of Kazakhstan can travel to Armenia, Azerbaijan, Belarus, P.R. of China, Czech Republic, Egypt, Georgia, Germany, Hungary, Italy, Korea, Kyrgyzstan, Kuwait, Maldives, Montenegro, Netherlands, Poland, Qatar, Russian Federation, Saudi Arabia, Sri-Lanka, Tajikistan, Turkey, Ukraine, United Arab Emirates, United Kingdom and Uzbekistan without any restrictions.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • For crew – no quarantine restrictions apply. Crew rest is possible.
  • No issue for technical stop.

  • All crew members are cleared to enter Kazakhstan on the base of Airline IDs and General Declaration, subject to thermal screening only (PCR tests and quarantine are not required).
  • All passengers arriving to Kazakhstan must have a medical certificate with a negative COVID-19 PCR test result issued within 72 hours before their entry to Kazakhstan. Exception for passengers who have received a full course of vaccination against COVID-19 in the Republic of Kazakhstan or Georgia, Hungary, Kyrgyzstan, Moldova, Mongolia, Thailand and Turkey, upon providing a documentary confirmation (vaccination passport), are not required to present COVID-19 PCR test certificates.

  • The airports of the Kyrgyz Republic are operating normally, the arrival and departure of PAX is carried out without difficulties.
  •  The airport has the following restrictions on Covid-19:
    • For arriving PAX:
      • Availability of a visa (if provided for by the visa regime);
      • The presence of a negative PCR test valid for 72 hours.
    • For the crew:
      • There are no restrictions to enter country.
        • No visa required (GD is sufficient, including for accommodation and movement in the city)
        • No PCR test for crew members
        • No lockdowns and quarantines.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stop and crew rest are allowed without PCR test

  • For persons crossing the state border on the direction of entry into Republic of Moldova and come from countries classified as green areas (including those that have transit countries classified as red zone within no more than 24 hours) is established the obligation to present the negative result of the PCR test COVID-19, performed with the much more than 72 hours before boarding, for people traveling by means of common transport, or at most 72 hours before entering the territory of the Republic of Moldova, for people traveling with their own means of transport. Confirmation must be presented in one of the Romanian, English, French, German, Italian or Russian languages.
  • Persons crossing the state border on the way to enter the Republic Moldova and come from countries classified as green areas and do not have a negative test result The PCR COVID-19 provided for in point 1 shall comply with the self-isolation regime with a duration of 14 days. These persons must complete the epidemiological file, as well as will sign the declaration on their own responsibility to respect the self-isolation regime for 14 days, in the declared places. In the case of minors up to 14 years of age, the epidemiological file and the declaration on your own responsibility will be completed and signed by the legal representative or by companion.
  • Exceptions are established from the provisions of sub - points 1 and 2 for the following categories of persons, if they show no clinical signs of infection respiratory or febrile condition:
    • persons holding a confirmatory vaccination against COVID-19, presented in one of the languages Romanian, English, French, German, Italian or Russian. Proof of immunization is valid if at least 14 days have elapsed since the completion of the integral scheme of vaccination; 
    • children up to 6 years old; 
    • pupils / students up to the age of 18 who are to take exams, who go to study in educational units / institutions on the territory of the Republic of Moldova or abroad, or traveling for activities related to completion / organization / development of studies / participation in competitions or Olympics with the presentation of confirmatory documents, as well as their companions; 
    • minors up to 18 years of age accompanied by persons holding an act confirmation of administration of the anti-COVID-19 vaccine issued by the authorized institutions Hungarian, presented in one of the languages Romanian, English, French, German, Italian or Spanish Russian. The exception is based on the provisions of the agreement agreed between the Republic of Moldova and Hungary;
    • aircraft/ship crews and service personnel and brigades and trainset service personnel, drivers and train crew service of road goods transport vehicles and road transport vehicles persons who have more than 9 seats, including the driver. This exception shall be valid until 30 September 2021.
    • persons traveling for imperative health or humanitarian reasons, including the attendant, as appropriate (with presentation of confirmatory documents); 
    • cross - border workers entering the Republic of Moldova from Romania or Ukraine, as well as those from the Republic of Moldova employees of economic agents from mentioned countries, which prove the contractual relations with the economic agents respective;
    • holders of diplomatic, service, official and special passports and others assimilated to them, as well as holders of Laissez-faire travel documents Passers issued by the United Nations, including family members staff of diplomatic and consular missions and organizations / missions accredited in the Republic of Moldova, and / or personnel involved in insurance humanitarian aid; 
    • persons in transit (not exceeding 24 hours from the time of registration entry into the Republic of Moldova), the transit itinerary being established by the General Inspectorate of the Border Police; 
    • persons who are summoned by the courts / law enforcement bodies from the Republic of Moldova, as well as their legal representatives, a fact proven by documents confirmative;

    • athletes who travel in order to participate in sports competitions international meetings, camps and meetings, as well as organizers, officials and members sports delegations or their companions (parents or legal representatives of children minors), if it shows a negative result of the COVID-19 PCR test performed with at most 72 hours before boarding, for persons traveling by means of transport in common, or at most 72 hours before entering the territory of the Republic of Moldova, for people traveling with their own means of transport. Confirmation must be presented in one of the Romanian, English, French, German, Italian or Russian languages;
    • aircraft / ship crews and service personnel and brigades and train service personnel, drivers and train staff servicing of road haulage vehicles and road haulage vehicles people for a fee who have more than 9 seats, including the driver. BUSINESS FLIGHT RESTRICTIONS

  • Please note that in accordance with a decree of the Government of Russian Federation and NOTAM A4699, entry of foreign citizens and stateless persons on the territory of Russia is temporary restricted with a few possible exceptions. In all other cases passengers may be refused to enter Russia., even if your flight has landing permission from FATA. It is Russian Border Control service who makes final decision regarding permission for foreign citizens to enter Russia, they do it during passport control in the airport after personal interview with passengers about the details of their visit, and due to the current COVID-19 restrictions this control is highly intensified. It is not possible for us to check this in advance, it is solely the passengers’ responsibility to make sure they have a valid reason to enter Russia at this period and they have all necessary documents to confirm purpose of their visit.

Citizens of Ukraine

  • Citizens of Ukraine can easily return from any country in the world if they have one of the documents:
    • document confirming receipt of a full course of vaccination from COVID-19 with WHO-approved vaccines for emergency use: Pfizer / BioNTech, Johnson & Johnson's Janssen, AstraZeneca / Vaxzevria, AstraZeneca / Covishield (India), AstraZeneca / SKBio South Korea / Spikevax, Sinopharm (Vero Cell), CoronaVac (Sinovac) - this can be an international, domestic or foreign vaccination certificate; or
    • document on the first vaccination from the course of vaccination from COVID-19 – certificate 063-O or the "yellow" COVID certificate generated in the Diia app.
  • Citizens of Ukraine and holders of a permanent residence permit do not need a negative test result to return to Ukraine (unless otherwise provided by the rules of the air carrier).
  • All unvaccinated citizens of Ukraine over 18 years of age (except for the categories defined in the exceptions above) are required to install the application "Vdoma" after crossing the state border or after entering the territory of Ukraine from the temporarily occupied territories and the Autonomous Republic of Crimea.
  • In case of impossibility or refusal to install the Vdoma mobile application, the person is subject to observation.
  • After installing the application "Vdoma", a person will be able to undergo PCR testing or take a rapid test for antigen - in case of a negative result, self-isolation is not used.
  • ! After entering the territory of Ukraine from the temporarily occupied territories and the Autonomous Republic of Crimea, a rapid test for antigen can be done free of charge directly at the entry and exit control points.
  • If within 72 hours from the moment of crossing the border the negative test result was not received - the person must isolate himself for 10 days in the place specified during the authorization in the application "Vdoma". It is also possible to stop self-isolation early, having received a negative result of the PCR test or the express test for antigen.
  • IMPORTANT! Unvaccinated citizens (with exceptions) who travel from Russia or India and have been on their territory for more than 7 days in the last 14 days will have to adhere to self-isolation for 14 days and will not be able to take a test in Ukraine to avoid or reduce self-isolation.

 

Entry to Ukraine for foreigners, including holders of a temporary residence permit, and stateless persons

  • All foreigners, regardless of age and country of arrival to enter Ukraine must have an insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with the insurance company-partner on the territory of Ukraine (assistance), which covers the costs associated with the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.
  • The insurance policy, which was purchased through the portal, can be transferred for the required period for the tourist. The procedure for changing dates can be carried out several times.
  • And also have one of these documents:
    • document confirming receipt of a full course of vaccination with vaccines against COVID-19, which are approved by WHO for emergency use: Pfizer / BioNTech, Johnson & Johnson's Janssen, AstraZeneca / Vaxzevria, AstraZeneca / Covishield (India), AstraZeneca / SKBio (South Korea), Moderna / Spikevax, Sinopharm (Vero Cell), CoronaVac (Sinovac); or
    • foreign COVID certificate confirming vaccination against COVID-19 with 1, 2 or more vaccines that are included in the WHO list of approved for emergency use, or negative test result for COVID-19 by PCR, or recovery from COVID-19, issued by the authorized institutions of the Member States of the European Union trust network or authorized institutions of other foreign states with which Ukraine has concluded international agreements on the mutual recognition of COVID certificates; or
    • negative result of the rapid test for coronavirus antigen SARS-CoV-2 (RAT, Ag), made no more than 72 hours before entry; or
    • negative polymerase chain reaction (PCR) test for COVID-19 no more than 72 hours before entry.

 

  • Certificates of antibodies to COVID-19 are not accepted for entry.
  • Children under 12 do not need test certificates. Children from 12 to 18 years old will have to have one of the above documents, but are exempt from self-isolation with the installation of the app "Vdoma".
  • If a foreigner has proof of receiving a full course of vaccination, or a COVID certificate confirming recovery from COVID-19, he does not need to have a negative test, install the Vdoma app, self-isolate or take a test in Ukraine.
  • If the required vaccination certificate or COVID certificat is not available, the foreigner (other than the categories of foreigners defined in the exceptions below) installs the application "Vdoma" and undertakes to begin self-isolation 72 hours after entry. During this time, the person will be able to undergo PCR testing or perform a rapid test for antigen - in case of a negative result, self-isolation is not used.
  • If within 72 hours from the moment of crossing the border the negative test result was not received - the person must isolate himself for 10 days in the place specified during the authorization in the application "Vdoma". It is also possible to stop self-isolation early, having received a negative result of the PCR test or the express test for antigen.
  • IMPORTANT! Unvaccinated citizens (with exceptions) who travel from Russia or India and have been on their territory for more than 7 days in the last 14 days will have to adhere to self-isolation for 14 days and will not be able to take a test in Ukraine to avoid or reduce self-isolation.

 

  • In case of impossibility or refusal to install the mobile application at home, the person will be denied crossing the state border.
  • Exclusion! Self-insulation is not applied for (the application “Vdoma” is not installed):
    • persons under 18 years of age;
    • foreigners and stateless persons who have documents confirming departure from the country within 48 hours (from September 20, 2021);
    • heads and members of official delegations of foreign states, employees of international organizations, as well as persons accompanying them and entering Ukraine at the invitation of the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Ministry of Foreign Affairs;
    • employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations accredited in Ukraine, and members of their families;
    • persons who come to participate in official sports competitions held on the territory of Ukraine and their accompanying persons;
    • persons arriving to participate in cultural events taking place on the territory of Ukraine, at the invitation of a cultural institution and their accompanying persons;
    • servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training of units of the Armed Forces or arrive at the invitation of the Ministry of Defense;
    • experts of border agencies of EU countries arriving in the framework of joint operations with the European Border and Coastal Defense Agency Frontex;
    • members of official governmental and other delegations of Ukraine who return to Ukraine after short-term business trips abroad to participate in international consultations, negotiations, conferences, sessions of bodies of international organizations, meetings of intergovernmental commissions, other joint intergovernmental bodies;
    • participants of external independent assessment, persons who intend to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions, applicants studying in educational institutions located in Ukraine, as well as parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by parents (adoptive parents), guardians, trustees or other legal representatives accompanying such persons;
    • drivers and crew members of freight vehicles, buses engaged in regular, irregular and pendulum transportation, members of air and sea crews, river vessels, members of train and locomotive crews;
    • persons carrying hematopoietic stem cells for transplantation.

BUSINESS FLIGHT RESTRICTIONS

  • ANY FLIGHTS CAN BE PERFORMED TO UZBEKISTAN AFTER OBTAINING THE PERMISSION TO LAND.
  • AT THE SAME TIME, THE MANDATORY REQUIREMENT FOR PASSENGERS ARRIVING TO HAVE A CERTIFICATE WITH A NEGATIVE PCR TEST FOR COVID-19 ISSUED NO MORE THAN 72 HOURS BEFORE THE CHECK-IN FOR THE FLIGHT AT THE DEPARTURE POINTS, REMAINS IN FORCE.
  • CERTIFICATES MUST BE IN RUSSIAN OR ENGLISH.
  • THE REQUIREMENT TO HAVE A NEGATIVE PCR CERTIFICATE FOR CORONAVIRUS INFECTION DOES NOT APPLY TO PASSENGERS ARRIVING FROM THE GREEN ZONES.
  • FROM MARCH 25,2021, PASSENGERS FLYING TO THE REPUBLIC OF UZBEKISTAN WILL BE ALLOWED ON THE FLIGHT ONLY IF THEY HAVE A NEGATIVE PCR CERTIFICATE FOR CORONAVIRUS INFECTION, OBTAINED ONLY IN FOREIGN LABORATORIES RECOGNIZED BY UZBEKISTAN.
  • INFORMATION ABOUT RECOGNIZED LABORATORIES BY THE REPUBLIC OF UZBEKISTAN CAN BE OBTAINED FROM THE EMBASSIES OF THE REPUBLIC OF UZBEKISTAN.
  • CREW SHOULD HAVE CERTIFICATES WITH A NEGATIVE PCR TESTS FOR COVID-19 ISSUED NO MORE THAN 72 HOURS BEFORE FLIGHT

AT THE SAME TIME, THE MANDATORY REQUIREMENT FOR PASSENGERS ARRIVING TO HAVE A CERTIFICATE WITH A NEGATIVE

PCR TEST FOR COVID-19 ISSUED NO MORE THAN 72 HOURS BEFORE THE CHECK-IN FOR THE FLIGHT AT THE DEPARTURE  POINTS, REMAINS IN FORCE.

CERTIFICATES MUST BE IN RUSSIAN OR ENGLISH.
