Business & Private Flight Restrictions

  • Approval subject to the following;
    • COVID 19 test – NAAT/PCR or antigen or medical proof of recovery is required for all arriving the US from a foreign country.
    • Effective January 26th, 2021 for all flights.
    • Active crew members are exempt
    • Passengers must show proof of negative result within 3 days of boarding the flight to the U.S. or proof of recovery of positive test taken within 3 months of boarding the flight to the U.S.
    • Operators must maintain passenger “Attestations.”  This is a declaration form that must be kept for 2 years.
    • Suspended and limited entry of aliens recently present in certain foreign countries including the People’s Republic of China, Islamic Republic of Iran, United Kingdom, the Republic of Ireland, India, Brazil, South Africa, and Schengen member countries.
    • Suspension of immigrant visa issuance as well as those entering the USA on L, H-1B, H-2B, J visas and any alien accompanying or following.

If you have been fully vaccinated:

  • If you travel in the United States, you do not need to get tested before or after travel or self-quarantine after travel.
  • You need to pay close attention to the situation at your international destination before traveling outside the United States.
    • You do NOT need to get tested before leaving the United States unless your destination requires it.
    • You still need to show a negative test result or documentation of recovery from COVID-19 before boarding an international flight to the United States.
    • You should still get tested 3-5 days after international travel.
    • You do NOT need to self-quarantine after arriving in the United States.

 

Restrictions for Technical Refueling & Crew Rest

  • Same requirements as above.

 

Quarantine Requirements

  • Local public health authorities determine and establish the quarantine options for their jurisdictions.
  • CDC currently recommends a quarantine period of 14 days. However, based on local circumstances and resources, the following options to shorten quarantine are acceptable alternatives:
    • Quarantine can end after Day 10 without testing and if no symptoms have been reported during daily monitoring.
    • When diagnostic testing resources are sufficient and available (see bullet 3, below), then quarantine can end after Day 7 if a diagnostic specimen tests negative and if no symptoms were reported during daily monitoring. In both cases, additional criteria (e.g., continued symptom monitoring and masking through Day 14) must be met and are outlined in the full text.

  • A 14-day mandatory self-quarantine applies to all arrivals.


QUARANTINE REQUIREMENTS

  • A 14-day mandatory self-quarantine applies to all arrivals at state airports, including private and commercial aircrafts. The period of self-quarantine begins from the time of entry into the State and lasts 14 days or the duration of the person’s time in Hawaii, whichever is shorter. The passenger will move to the self-quarantine station, initial and sign the order confirming they are aware of 14-day quarantine and acknowledging they understand violating the order is a criminal offense and they are subject to up to a $5,000 fine and/or a year imprisonment.

ANY OTHER PERTINENT INFORMATION

  • Beginning September 1, all travelers arriving in Hawaii from out-of-state will be required to get a valid COVID-19 Nucleic Acid Amplification Test (NAAT) within 72 hours of boarding their flight to Hawaii, and to show proof of a negative test result upon arrival at the airport, to avoid the 14-day quarantine. The FDA-approved NAAT test from a CLIA-certified laboratory will need to be done prior to arrival. No testing will be provided upon arrival at the airport.
