  • Permission is required for all the landings. 
  • All incoming travelers including flight crew member and “essential workers”, prior to departing last port for American Samoa, are required to follow the process below which will include and is not limited to:
    • Travelers departing from any COVID-19 affected country within the last 30 days, who will be disembarking aircraft entering into American Samoa;
      • 10 days of pre-board quarantine and 2 negative SARS-CoV-2 tests – first on Day 0 of pre-board quarantine and another on Day 7 of Pre-board quarantine (72 hours before departure)
      • Mandatory 14 days quarantine at an ASDOH-designated quarantine facility upon arrival to American Samoa.
      • All crew and pax wanting to overnight to be fully vaccinated.

BUSINESS FLIGHT RESTRICTIONS

  • People cannot come to Australia unless they are in an exempt category or they have been granted an individual exemption to the current travel restrictions.
  • Exempt categories:
    • an Australian citizen
    • a permanent resident of Australia
    • an immediate family member of an Australian citizen or permanent resident*
    • a New Zealand citizen usually resident in Australia and their immediate family members
    • a person who has been in New Zealand for 14 days or more immediately prior to arrival by air in Australia
    • a diplomat accredited to Australia, including their immediate family members (each member of the family unit must hold a valid subclass 995 visa)
    • a person transiting Australia for 72 hours or less
    • airline crew, maritime crew including marine pilots
    • a person recruited under the Government approved Seasonal Worker Program or Pacific Labour Scheme
    • a person who holds a Business Innovation and Investment (subclass 188) visa.
  • All people travelling to Australia on flights departing on or after 22 January 2021 (local time at departure point) must provide proof of a negative COVID-19 Polymerase Chain Reaction (PCR) test result at the time of check-in. 

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Crew-only flights are currently permitted to operate to AUS for tech stops and crew rest.  Each flight, however, is assessed on a case by case basis, with the reason for travel queried by local border authorities before approval advised.
  • So far, since the border closure in MAR 2020, the only passenger flights permitted to stop for fuel tech-stops have been repatriation flights.  Any other flights with non-AUS passengers on board have ultimately been denied entry if they were not deemed to be of an essential nature

BUSINESS FLIGHT RESTRICTIONS

  • International flights to Bangladesh are suspended. 
  • Medevac, Humanitarian/Relief, Repatriation flights can be operated with no restriction.
  • Landing permit request for MEDEVAC, Humanitarian, Relief, Diplomatic, and Repatriation flights shall be made to the CAAB through the Ministry of Foreign Affairs.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Technical refueling ops are allowed at any airports in Bangladesh.
  • Crew rest / layover will be approved subject to the following conditions.
  • No passenger on board. Air crew only.
  • Stay shall not exceed 48 hours.
  • Air operator shall provide a complete Crew Layover Plan who shall include as a minimum, but not limited to:
    • The carriage of 'COVID-19 Negative" medical certificate by the crew (obtained within 72 hours of the flight).
    • Arrangement of transports to hotel (state how the seating arrangement will be planned to maintain physical distance).
    • Name of the hotel and address.
    • Arrangement for rooms (individual for each crew is appreciated). 
    • Supply of food for crew (supplied in the room is appreciated). 
    • Movement plan of the crew outside the room/room (no movement outside room/hotel is appreciated).
    • Medical support for the crew (in case of necessity); procedures to be followed for personal protection (PPE or other arrangement). 
    • Disinfection and sanitization arrangement for the crew.
    • Time and arrangement of transports from hotel to airport (state how the seating arrangement will be planned to maintain physical distance).

 

QUARANTINE REQUIREMENTS

  • 14 days quarantine on arrival
  • Must have a medical certificate with a negative COVID-19 test result issued no more than 72 hours before departure (English translation mandatory).
    • This also applies to Bangladesh origin passengers holding a ‘No Visa Required’ (NVR). If medical certificate cannot be provided to authority on arrival, passenger will be allowed entering the country subject to 14-day institutionally quarantine. Those holding medical certificate will be required to observe a 14-day home/self-quarantine.
    • This does not apply to:
      • Passenger with a Laissez-Passer and their family members
      • Passengers younger than 10 years

BUSINESS FLIGHT RESTRICTIONS

  • The Entry Travel Pass is a document issued for inbound travelers of foreign nationalities arriving in Brunei Darussalam.
  • The Entry Travel Pass may be issued for the following individuals:
    • Essential business travel (including official travel)
    • Students
    • Individual primarily here for the purpose of medical treatment
    • Compassionate and other special circumstances, such as parents, spouse, or other immediate family members of Brunei Citizens or Residents.
  • Applications will be reviewed for considerations on a case-to-case basis by authorities.
  • The Entry Travel Pass is not a visa. The sponsoring agency (or sponsoring family member) is required to apply for entry visa on behalf of the travelers, should they require one.
  • The length of stay permitted for Entry Travel Pass holders will be determined according to the visa being issued.
  • Applications must be submitted at least 8 working days before intended date of travel.
  • If the traveler is intending to make official travel to Brunei Darussalam, the sponsoring agency being a national authority or government agency must submit a supporting letter from the Permanent Secretary or Head of said agency.
  • If the traveler is intending to make business travel to Brunei Darussalam, the sponsoring agency being a private company must obtain and submit a letter of endorsement from the relevant Brunei Darussalam authority or government agency.
  • Travelers are required to undertake pre-departure COVID-19 Polymerase Chain Reaction (SARS-COV-2 RT-PCR) testing within 72 hours prior to departure at a designated medical center that is recognized by the government of the country of departure. Travelers should refrain from leaving their place of residence for non-essential reasons during the period of time between undergoing the PCR test and departing the country for Brunei Darussalam.
  • Travelers should obtain a negative SARS-COV-2 RT-PCR test result from the authorities designated by the respective governments, before travelling to Brunei. The test result certificate must clearly state ‘RT-PCR’ in order to be authenticated. Where there are circumstances that the traveler is unable to obtain such test, the sponsor must obtain an exemption letter from Ministry of Health, Brunei Darussalam via e-mail at [email protected]
  • Travelers will be required to undergo post-arrival SARS-COV-2 RT-PCR test, the cost of which will be borne by the Sponsoring Agency (or sponsoring family member). Payment of the test must be made prior to arrival at service counters listed in para14. Traveler will be transported to RIPAS Hospital for specimen collection by the hotel’s designated transport provider either on Day 1 or Day 5 after arrival as determined by Ministry of Health’s assessment upon arrival.
  • Upon arrival, the traveler must have already installed the BruHealth mobile application, register and self-report their health condition on a daily basis for the first 14 days of their stay. The traveler must also scan in their locations at all times using the QR codes displayed at all premises.

 
RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Please be advised that there is no restriction for an aircraft to operate Medivac Flight, Humanitarian Flight, Repatriation Flight, Tech-Stop Flight for Refueling, Cargo Flight for Medical Goods / Equipment into Brunei.
  • No issue for the crew to overnight for 01 night provided that the crew are required to self-isolate which mean that they are allow to stay overnight in WBSB but they must remain stay in the hotel room and refrain from any outside activities.

 
QUARANTINE REQUIREMENTS

  • Upon arrival, travelers will be required to undergo self-isolation at hotel accommodation for a period of between 2 to 14 days depending on the self-isolation notice that is given upon arrival as determined by the Ministry of Health’s risk assessment. Accommodation for the duration of post-arrival self-isolation must be selected from the drop down menu on the Entry Travel Pass application page. It is the responsibility of the traveler or Sponsoring agency to book directly with hoteliers and secure such accommodation before arrival. It is advised to make a minimum booking duration of 6 days stay at the hotel and to refer to respective hotels on their refund/cancellation policies. Change of hotel during the determined isolation period is not allowed.
  • Under the Infectious Diseases Act (Amendments) Order 2020, any traveler arriving in Brunei Darussalam is required to undergo mandatory self-isolation. Failure to comply to this requirement is an offence under the Infectious Diseases Act (Chapter 204) and if found guilty, will be liable to a fine for up to $10,000 or imprisonment for a period of up to 6 months or both.
  • The traveler should not come into contact with anyone and may not take public transport or make their own transport arrangements to the selected isolation accommodation.

The contact person of the sponsoring agency or sponsoring family member must be available to be contacted at all times.
  • Brunei International Airport will be closed daily from 1730Z until 2359Z until further notice. Therefore, any diversion flight during that hour is not allow.
  • “Kindly be reminded that effective 16th January 2021, landing permit application for all aircrafts that intend to operate into Brunei must be submitted 14 WORKING DAYS (exclude Friday, Sunday & Public Holiday) prior to the arrival/operating date. This is due to our Civil Aviation Authority need to get approval from the “Travel & Recovery Taskforce Committee” as the Committee will do the evaluation & assessment.”
  • The current Permit Process Procedure are as follows:
    • Permit Officer received application from GHA / Airlines.
    • Permit Officer to advise Corporate Comms (International Units) to evaluate in term of Policy Perspective.
    • Corporate Comms (International Units) to submit the application to:
    • Secretariat of Travel & recovery Taskforce
    • Obtain views from 03 Head of Departments (DDCA1, DDCA2, HANS)
    • Once approved by both above A & B, Corporate Comms (International Units) submit to Regulatory for Landing Permit Approval.
    • Permit Officer will draft landing permit approval.
    • Permit Approval to be signed by CAA Director.

  • Flights from/to Malaysia, Indonesia, The Phiippines, and India are banned until further notice.  
  • Air travellers originating from India, or transiting via India, will not be allowed to enter Cambodia. 
  • Only Khmer citizen, Diplomat and foreigners holding type E and K visa are allowed to enter. Type E with invitation and sponsor are currently not allowed.
  • All inbound flights from Malaysia, Indonesia and Philippines are banned until further notice.
  • For pax entry
    • VOA, Visa Exemption Policy, Tourist visa and eVisa suspended until further notice.
    • Visa application shall be processed at the Royal Cambodian Embassies or Consulates.
    • All pax must show result of MOLECULAR PCR SWAB Laboratory test undergone no more than 72 hours before departure.
    • Mandatory Covid19 test will be done on arrival, 14 days quarantine at hotel is mandatory. A second test will be done on the 13th day of quarantine.

  • If one or more travelers is tested positive for COVID-19, other accompanying travelers will be subject to a 14-day quarantine at a designated Government facility.
  • If all travelers are tested negative, they will be allowed to a 14-day self-isolation at their respective home/hotel under supervision of the local authorities and health officials. They will be required to undergo an additional COVID-19 testing, on the 13th day of self-isolation.
  • Sponsor and Invitation: Validation Certificate scheme is currently suspended until further notice
  • Crew: Shall undergo a COVID-19 laboratory test on arrival. The result (in form of a written test certificate) does take up to 24 hours.
    • VDPP/PNH - Shall observe self-isolation at the DARA airport hotel until test results become available.
    • VDSR/REP - Shall observe self-isolation until test results become available. There is no designated hotel. This is not applicable for stay less than 3 days.
    • VDSV/KOS - Shall observe self-isolation at the Queenco hotel until test results become available.
    • The hotel booking needs to be done by the operator. Transport to/from the hotel will be provided. Payment for the hotel must be made by the crew upon checkout or online while booking. A stay in other hotels, before the test result is out, is not permitted.
    • If the test result is not out at the time of next departure schedule, the crew can depart.

The Ministry of Health will return the remaining deposit to each passenger in 3 days after the second COVID-19 test shows a negative result.

BUSINESS FLIGHT RESTRICTIONS

  • Both General Office of CAAC and Business Flight Department of CAAC have verbally announced that starting from now on, all international inbound business jet flight carrying passenger onboard will be suspended to approve until further notice. Unless if the flight is being approved by Foreign Affairs Office of the State Council or other equivalent department from the State Council, and internal instruction will be made to CAAC directly if the flight is being approved. Meanwhile, the previous procedure of obtaining a CDC reception letter from the local government (at least deputy provincial level) CDC office is only effective to apply international inbound business jet flight carrying passenger onboard from Hongkong/Macao/Taiwan region.
  • In order to ensure the health and safety of international travel and reduce the risk of cross-border transmission of the epidemic, all passengers on flights into China are required to board with the negative certificate of new corona virus nucleic acid test. The arrangements are as follow:
    • Chinese and foreign passengers on flights to China shall complete Covid-19 nucleic acid detection before boarding, the test limitation is subject to local Chinese Embassy’s requirement. The test should be done at medical institutions designated or recognized by Chinese embassies abroad.
    • Chinese passengers are required to take photos of the negative result certification of the Covid-19 nucleic acid test and upload it to the international version of epidemic prevention health code application.
    • Foreign passengers need to apply for declaration of health status with Chinese Embassy or consulate with abroad by providing the Covid-19 negative nucleic acid test certificate.
  • Due to the COVID-19 pandemic, China has decided to temporarily suspend entry into China by non-Chinese nationals in the UK holding visas or residence permits still valid at the time of this announcement. The
  • Chinese Embassy and Consulates in the UK will no longer issue Certified Health Declaration Form for the above-mentioned personnel.
  • Entry by holders of diplomatic, service, courtesy or C visas will not be affected. Foreign nationals visiting China for emergency needs to apply for visas at Chinese Embassies or Consulates. Entry by non-Chinese nationals in the UK with visas issued after 3 November 2020 will not be affected.
  • The suspension is a temporary response necessitated by the current situation of Covid-19. The above-mentioned measures will be assessed in accordance with the evolving situation and any adjustment will be announced accordingly.
  • Airlines are responsible for checking the health code status and health status declaration before boarding. Passengers who do not meet the relevant requirements are not allowed to board. All airlines shall strictly perform this inspection procedures.
  • Passengers who provide false certificates or information shall be liable to legal ramifications.
  • The Chinese Embassy will carefully assess the capability of Covid-19 nucleic acid testing and detection in the respective host country and issue specific implementation measures when conditions are met.

  • Note, International borders remains closed for tourism. However, medevacs, repatriation, fuel stop, freight flights & crew overnight for crew rest is permitted to enter. Charter flights are permitted on a case by case basis only. Approval is given solely by the Attorney General who is also the Minister for Civil Aviation and Economy.
  • Non-Fijian citizens (those that do not hold a Fijian passport) require approval from the Office of the Prime Minister for entry into Fiji. Contact the Office of the Prime Minister at [email protected] 
  • Traveler from COVID countries must strictly adhere to the following:
    • Traveler must produce a recent negative RT- PCR test (48hours prior to departure)
    • Traveler must undergo symptoms and temperature checks at the port of departure and port of arrival into Fiji
    • A traveler with symptoms prior to boarding from port of departure will not be permitted to board the plane
    • Mandatory 14 days quarantine
    • The costs of COVID-19 tests and any isolation or quarantine related costs, including accommodation or meals will be borne by the traveler

BUSINESS FLIGHT RESTRICTIONS

  • It is allowed to come to PGUM. 
  • Effective May 15, 2021, DPHSS will no longer be accommodating pre-arrival requests for Critical Services Workers, Essential Healthcare Professionals, Flight Crew, and travelers with family emergencies or hardships; these travelers will follow new the quarantine guidelines for all incoming travelers to the island, effective May 15, 2021. Requests for exemption from the Government of Guam Quarantine Facility will no longer be necessary for mission essential travelers coming to Guam.
  • Travelers arriving after the 15th who already have an endorsement letter from DPHSS will follow the current quarantine guidelines, as stated in their letter. Travelers who have not yet received this endorsement letter (because their request is pending or they have yet to submit a request) will follow the quarantine guidelines effective May 15th. These guidelines will be posted on this page when they become effective.
  • DPHSS will continue to accommodate requests for travelers with medical referrals or acute medical conditions that prevent quarantine in a hotel.
  • Arriving passengers must quarantine at a Government of Guam Quarantine Facility (QFAC), unless the individual qualified for quarantine at an approved rental lodging or personal residence as authorized by the Guam Department of Public Health and Social Services (DPHSS).
  • Individuals may also be eligible for exemption from quarantine provided they present the required documents upon arrival, pursuant to this Guidance Memorandum.
  • Transiting passengers will remain in a designated section of the airport facility while awaiting connecting flights less than 13 hours from landing time to departure time.
  • Transiting passengers awaiting connecting flights in excess of 13 hours will quarantine at the QF AC until they are transported to the GIAA to transit off Guam.
  • Arriving passengers (air or sea) are subject to a 10-day quarantine period regardless of pre­arrival COVID-19 test results, except as provided herein. By signing a Voluntary Quarantine Acknowledgement form, arriving passengers agree to the following:
    • 1.    To comply with the voluntary quarantine order for the period prescribed;
    • 2.    To be transported by the Government of Guam directly from the port of entry to the QFAC;
    • 3.    To remain in their assigned room while in the designated QFAC;
    • 4.    To not receive visitors or visit any other rooms in the facility;
    • 5.    To be monitored daily for symptoms of COVID-19 14 days after arrival; and
    • 6.    To leave quarantine location only for medical emergencies and DPHSS-approved appointments.
  • •    If the individual receives a negative COVID-19 test result:
    • Individual will be cleared from quarantine;
    • Individual must comply with symptom monitoring for 14 days after arrival via Sara Alert; and
    • Individual is encouraged to download the Guam COVID Alert App.
  • Individuals will need to provide supporting documents for their vaccine cards I.e. … letter from their health care provider.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • PGUM is allowing fuel stops without health screening. Crew members are allowed off the aircraft to do their visual checks and walk around. The passengers MUST stay on board while on the ground. If any passengers step off the aircraft, they could be subject to DPHSS screening.
  • Crew members are exempt from being quarantine as long they are listed on the gen dec as crew members.
  • Crew members must be listed on the "General Declaration" as provided by the Airline or pre-listed by DPHSS. Non­Guam based Air Crew Members must present a valid work identification and their work flight out of Guam upon arrival into Guam. The work flight out of Guam must be within 48 hours of arrival into Guam.
  • Airline Crew Members and FAA Staff must adhere to the following upon arrival in Guam:
    • Must sign a Voluntary Quarantine Acknowledgement form;
    • Must provide:
      • a.    A valid physical address;
      • b.    A working phone number where they can be contacted; and
      • c.    A working email address.


QUARANTINE REQUIREMENTS

  • Government quarantine facilities, and all services included therein, are provided at no cost to travelers.
  • All persons are required to fill out a Health Declaration form prior to or upon arrival in Guam. Individuals subject to Government of Guam quarantine restrictions are requested to voluntarily comply with the Government of Guam quarantine requirements and indicate their willingness by signing a Voluntary Quarantine Acknowledgement form.     • Quarantine requirement: Undergo compulsory quarantine for 14 days in a designated quarantine hotel. Self-monitoring in the subsequent 7 days. Compulsory testing on the 19th day of arrival at Hong Kong 
  • Effect from 0.00am on May 17, the quarantine and testing arrangements for persons arriving from Taiwan will be tightened.  All persons who have stayed in Taiwan on the day of boarding or during the 14 days before that day, will have to present at boarding a negative result proof of a nucleic acid test for COVID-19 conducted within 72 hours before the scheduled time of departure of the aircraft, as well as the confirmation of a room reservation in a designated quarantine hotel in Hong Kong.  On arrival at Hong Kong, they will be subject to the "test-and-hold" arrangement at the airport, and on confirmation of negative test results, they will then be required to board the designated transport arranged by the Government to proceed to the designated quarantine hotels for compulsory quarantine.  Under the relevant requirements, non-Hong Kong residents will be denied entry.
  • Persons who are not fully vaccinated will be subject to a 21-day compulsory quarantine at designated quarantine hotels, with 4 tests to be conducted during the period.  Fully vaccinated persons will be subject to a 14-day compulsory quarantine at designated quarantine hotels, with 3 tests to be conducted during the period, followed by a seven-day self-monitoring period as well as compulsory testing on the 16th and 19th day of arrival at Hong Kong.
  • The Government will specify Argentina, Italy, Japan, Kenya, Malaysia, the Netherlands and Singapore as high-risk Group B specified places with effect from May 21 at 0.00am.      
  • All persons who have stayed in the relevant places on the day of boarding or during the 14 days before that day, will have to present at boarding a negative result proof of a nucleic acid test for COVID-19 conducted within 72 hours before the scheduled time of departure of the aircraft, as well as the confirmation of a room reservation in a designated quarantine hotel in Hong Kong. On arrival at Hong Kong, they will be subject to the "test-and-hold" arrangement at the airport, and on confirmation of negative test results, they will then be required to board the designated transport arranged by the Government to proceed to the designated quarantine hotels for compulsory quarantine. In accordance with the requirements applicable to Group B and Group C specified places, non-Hong Kong residents who have stayed in the above mentioned places will be denied entry into Hong Kong.    
  • Persons arriving at Hong Kong who have stayed in the relevant places and who are yet to be fully vaccinated will be subject to a 21-day compulsory quarantine at designated quarantine hotels, with four tests to be conducted during the period. Persons arriving at Hong Kong who have stayed in the relevant places and who have been fully vaccinated will be subject to a 14-day compulsory quarantine at designated quarantine hotels, with three tests to be conducted during the period, followed by a seven-day self-monitoring period as well as compulsory testing on the 16th and 19th day of arrival at Hong Kong.

  • Previous definition of “turnaround” solely applied to air crew who did NOT leave the aircraft during stopover at any port(s) outside Hong Kong throughout a duty flight. Air crew with such declaration were not deemed to have stayed in the port(s) concerned, provided the inbound flight to Hong Kong did not carry passengers.
  • The definition will be extended to encompass air crew who have, during stopover at any port(s) outside Hong Kong:
    • i) temporarily left the aircraft for necessary technical and operational tasks (e.g. flight crew's walk-around inspection), and
    • ii) remained at the airside of the airport concerned with no direct physical contact with local ground staff.
  • In order to facilitate operation and to avoid potential dispute among air crew members and frontline officers, airlines are advised to issue a standardised Airline Certification Letter to relevant crew members (attached). RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stops, with passengers staying onboard or transiting to a different private or commercial flight, are still very much possible.
  • Fuel stop flights are acceptable, crew can stay overnight in some airports.
  • Crew are not required to present a negative Covid-19 certificate. They generally do not have to take a PCR test on arrival; but are required to self-quarantine at their hotel until departure.
  • Crew do not have to use a specifically designated government hotel. However, specific hotels may request a negative Covid-19 test result.
  • If need to use 2 or more airports for overnight, we need to double check with local quarantine. Normal shore pass valid within same airport.
  • For usage of 2 or more airports for overnight, subject to approval based on actual schedule.
  • Crew do not allow to use public transportation all of Japan within 14 days isolation period.

  • Malaysia is now in lockdown until at least 14th June 2021
  • All foreigners are prohibited from entry until further notice. Entry is only allowed for Malaysia citizen, permanent resident, Passengers with a sticker label visa in their passport specifying that they are spouses or children of nationals of Malaysia, Passengers with a Malaysia My Second Home (MM2H) with a printed entry permission from Ministry of Tourism, Arts and Culture, diplomatic passport holder, official passport holder on diplomatic mission and embassy employee with proof of employment and their dependents.
  • All international inbound flights must enter the country via WMKK/KUL Kuala Lumpur International Airport, except ferry flight and ambulance flight.
  • Long term pass holders from countries with more than 150,000 Covid19 cases are not allowed to enter - USA, Brazil, India, Russia, Peru, Colombia, South Africa, Mexico, Spain, Argentina, Chile, Iran, United Kingdom, Bangladesh, Saudi Arabia, Pakistan, France, Turkey, Italy, Germany, Iraq, Philippines and Indonesia
  • All Malaysian are prohibited from leaving the countries unless with approval from immigration for essential purpose.
  • All international inbound flight must plan WMKK or WMSA as point of entry.

  • Entry is only possible for essential purpose. Entry into Nauru subjected to approval by the Government. 
  • All persons travelling into Nauru must have spent a minimum of 14 days in any one or more of the following countries or territories immediately prior to travelling to Nauru:
    • Australia, Cook Islands, Fiji, Kiribati, Marshall Islands, Micronesia, New Caledonia, New Zealand, Nieu, Palau, Samoa, Solomon Islands, Taiwan, Tonga, Tuvalu and Vanuatu

  • The Civil Aviation Authority of Nepal (CAAN) has extended the suspension of international flights until midnight on May 31.  CAAN also announced that all domestic flights will be suspended until midnight on May 31. 
  • The entry/exit point remain closed for all foreigners until further notice, except those with recommendation or authorization from the Government of Nepal
  • Request for Private/Business or Pax flights, needs to be processed through diplomatic channels only.
  • Covid-19 Negative Certificate issued within 72 hours is mandatory for Crew and Pax. Unless quarantine exemption is included in diplomatic approval. 
  • Currently Visa on Arrival / Crew on GenDec facility has been suspended, and Crew must hold currently issued visa.

  • International borders are still CLOSED.  Only NZ Citizens, permanent residents and residents with valid travel conditions are allowed to enter New Zealand.
  • Australian residents can travel to NZ without quarantine from 19 April. 
  • All arrivals are tested for COVID-19 and a 14-day managed quarantine or isolation is mandatory.
  • All passengers traveling to New Zealand must have a negative PCR test carried out No more than 3 days prior to arrival in New Zealand, proof to be carried with the passenger/member (and preferably sent prior to arrival) 


RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • From 28 September 2020 all foreign-based air crew will be required to be accommodated within a designated Managed Isolation Facility.
  • Transport to and from the airport will be arranged by Managed Isolation and Quarantine. This applies regardless of whether you are staying at the designated aircrew. There will be no charge for transport. 
  • Crew must stay at the designated crew quarantine hotel – there is no option to stay at any other hotel or facility. The maximum stay is 7 days, and a confirmed departure date must be provided. Air Center One will book this on your behalf.  The cost for crew accommodation is NZ$ 223.00 per person per night, this includes 3 meals (limited set menu) snacks, basic toiletries and free WIFI – with sufficient time, laundry is included. Crew can order and have meals delivered from restaurants in the surrounding area (Uber eats etc) 
  • All arriving international aircrew are required to undertake a health assessment on arrival. This is the same assessment that all arriving air travelers complete. The aircrew complete a COVID-19 crew health card on arrival. This is a record of the health check. Overseas based aircrew must record the name of their hotel accommodation on the COVID-19 crew health card. 
  • Crew must also have had a negative PCR test within the last 7 days prior to arriving in New Zealand, proof to be carried with the crew member (and preferably sent prior to arrival)

  • For emergency travel authorization / special exemption of travel to Pakistan from Category C Countries, complete details such as Nature of Emergency, Passenger Travel Documents, Travel Itineraries and Supporting Documents may be sent to the e-mail [email protected] for consideration of exemption cases by the Exemption Committee of NCOC.

QUARANTINE REQUIREMENTS

  • Quarantine and Testing Requirements Applicable to International Travel into the Republic:
  • All persons traveling into the Republic shall undergo a pre-arrival quarantine period for fourteen (14) days prior to departure to the Republic; and
  • All travelers must provide two (2) negative Polymerase Chain Reaction (PCR) COVID-19 test results undertaken at the beginning of the pre-arrival self-quarantine period and the second within seventy-two (72) hours prior to departure to the Republic; and
  • All persons arriving into the Republic from an international jurisdiction shall be considered to have been potentially exposed to COVID-19 and must undergo mandatory quarantine at a government designated facility for a period up to fourteen (14) days and must undergo appropriate COVID-19 testing during the mandatory quarantine period; and
  • All persons arriving into the Republic from an international jurisdiction shall also undergo a self monitoring, self-quarantine period for an additional seven (7) days after the mandatory quarantine period.
  • Airlines and military that operate flights into the Republic must also provide aircraft crew member negative PCR COVID-19 test results and/or provide official documentation on infection control measures implemented for aircraft operations and health management protocols for personnel;
  • Any crew member of any air or water vessel that disembarks into the Republic of Palau shall be subject to these regulations and shall undergo mandatory quarantine, except in cases wherein an air or water vessel breaks down unexpectedly within the territory of the Republic. In such cases, any crew member disembarking such vessel shall be quarantined for an appropriate period or until the vessel is repaired and ready to depart Palau, at which time quarantined crew members may be permitted to re-board their vessels. Crew members of such disabled vessels shall be securely transported to and from official quarantine facilities, and at no time shall any crew member be permitted to contact the general population without completing the appropriate period of mandatory quarantine.
  • Isolation Facilities.
    • The Alternate Care Site (ACS) at Kalau Gym in Meyuns, Koror shall be the primary Isolation and care Facility for non-critical infected persons; and
    • The isolation rooms of Belau National Hospital shall be reserved for infected persons in need of critical care; and
    • The Ministry of Health (MOH) shall identify other appropriate and adequate facilities, either public or private property to be designated as Isolation Facilities for COVID-19 infected persons as necessary.
  • Quarantine Facilities.
    • MOH or NEC shall identify appropriate and adequate facilities, either public or private property, to be designated as Quarantine Facilities for exposed and potentially exposed persons; and
    • If any quarantined person is found to be infected, that person shall be promptly relocated to an appropriate isolation facility.
  • Exemptions.
    • No exemptions to the isolation or quarantine requirements of this directive may be made, except by the Minister and in writing. The Minister may issue exemptions on an individual, case-by-case basis, only based on an articulable medical justification.

  • 1.    Travellers from Victoria State to serve 7-Day SHN at Place of Residence
    • Given the increased cases observed in Victoria State, Australia, we will be tightening border control measures for travellers with travel history to Victoria State, Australia. From 29 May 2021, 2359 hours:
      • a)    Singapore Citizens (SCs), Permanent Residents (PRs) and Long-Term Pass holders entering Singapore with travel history to Victoria State, Australia within the last 21 days before departure for Singapore, will be subject to an on-arrival COVID-19 PCR test, a 7-day SHN at their place of residence, and a COVID-19 PCR test before the end of the SHN period. 
      • b)    Short-term travellers holding an Air Travel Pass (ATP) with travel history to Victoria State, Australia within the last 21 days before departure for Singapore, will not be allowed to enter Singapore.

  • 2.    Updates on Pre-Departure COVID-19 PCR test requirement for passengers on flights to Singapore

    • In view of the resurgence of COVID-19 cases in several countries and emergence of new virus variants, the Singapore Government will be further reducing entry approvals for work pass holders1 entering Singapore in the coming weeks. With effect from 26 May 2021, 0000 hours (Singapore time), these changes will affect work pass holders who: 
      • a)    have travel history (including transit) to higher risk countries/regions2 within the past 21 days before departing for Singapore; and 
      • b)    have been issued with a Ministry of Manpower (MOM) Approval Letter of Entry (ALE) before 25 May 2021, 0000 hours.

  • If pax wish to visit business offices during their trip, they can get the Singaporean business partner to apply for a pre-approved business pass with the Ministry of Trade and Industry. Visitors on said pass will be tested on arrival and must quarantine until negative results are obtained. Other conditions vary as each pass is issued on a case-by-case basis.

  • All entry/layover approval will require supporting documents (such as maintenance log, departure itinerary, letter of commitment, Annex A etc) and minimum 72 hours processing time by CAAS.
  • All travellers entering Singapore, including Singapore Citizens, Permanent Residents and Long-Term Pass (LTP)/ In-Principle Approval (IPA) holders, must submit a health declaration prior to the flight. They will have to do so via the SG Arrival Card (SGAC) e-Service, or the mobile application that can be downloaded for free from Apple AppStore and Google Play. Singapore will require a copy of the acknowledgement form 3 hours prior to departure from point of origin.
  • Possession of a valid visa alone does not guarantee entry into Singapore. All short-term visitors must still seek prior approval via appropriate COVID-19 travel channels (e.g. obtain a Safe Travel Pass under Green/Fast Lane arrangements, or Air Travel Pass or Periodic Commuter Arrangement) before they can enter Singapore.   • With effect from 31 January 2021, 2359 hours, visitors applying to enter Singapore under the ATP and RGLs will need to have travel insurance for their COVID-19-related medical treatment and hospitalisation costs in Singapore, with a minimum coverage of S$30,000. Business Flight Restrictions

BUSINESS FLIGHT RESTRICTIONS

  • The barring of foreign nationals (Crew and Pax) from entering the country is still in place, the due date is indefinite as changes are subjected to the Central Epidemic Command Center (CECC). Exemptions will be granted to Alien Resident Certificate holders, personnel on diplomatic or official business, persons who can prove they are fulfilling commercial and contractual obligations, and persons requiring special permission.
  • However, From June 29, 2020, entry measures are to be gradually relaxed for foreign nationals who wish to travel to Taiwan for reasons other than tourism and regular social visits. Such persons may apply for a special entry permit with a R.O.C. overseas mission by submitting relevant documents and forms. Applications by students and people wishing to study Mandarin in Taiwan will be handled by the Ministry of Education in line with its related measures.

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stop for refueling is allowed with Crew able to leave the aircraft for refueling, but not Pax, all services are available normally. We'd suggest performing such tech-stop operations at RCSS as it is more GA friendly. 
  • Please be noted that the due to outbreak of recent Covid-19 cases, overnight for crew minimal rest is temporarily suspended for foreign aircrews. unless the operator can provides Taiwan diplomatic approval for crew layover and quarantine exemption.


QUARANTINE REQUIREMENTS

  • All inbound traveler (crew and pax) are subjected to a 14-day home quarantine upon arrival in Taiwan.
  • From March 01, 2021, short-term business travelers are allowed entry and can apply for shortened home quarantine period:  If such travelers meet all the conditions listed below:
    • Those who are allowed entry according to the announcements of the CECC
    • Those whose duration of stay doesn’t exceed three months
    • Business travelers who enter the country for business activities, such as goods inspection, after-sale services, technical assistance and training, and contract signing
    • Those who arrive from low- and medium-risk countries/regions announced by the CECC and have no history of travel to other countries in the last 14 days before boarding the flight to Taiwan.
  • Business travelers who meet the conditions listed above should have relevant certificates and documents prepared for the business visit by local companies, travel itinerary, and disease prevention plans, while negative COVID-19 test certificates issued for travelers’ specimens tested within three days prior to their flight to Taiwan should also be prepared for inspection.
  • Applicants who arrive from low-risk countries/regions may contact the local health authority of the quarantine hotel at which they stay to take out-of-pocket COVID-19 testing after undergoing quarantine for five days; those who arrive from medium-risk countries/regions may undergo COVID-19 testing at their own expense on the seventh day after entry.
  • After obtaining negative COVID-19 test certificates, applicants may contact the local health authority to end quarantine and practice self-health management until the 21st day after entry instead of quarantine. During the self-health management period, the travelers should still monitor their temperature every day and reply to text messages requesting an update on their health status. The travelers should also engage in restricted activities as shown in the itinerary and provide their names for the activities. Furthermore, they should record their daily activities and persons who come into contact with them, avoid public places and wear a mask at all times when going out.

BUSINESS FLIGHT RESTRICTIONS

  • All arrivals of non-Thai citizens from India, Pakistan and Bangladesh are suspended. Arrivals of Thai nationals from these three countries are allowed, but they are subject to 21-day mandatory state quarantine, instead of 14.
  • Effective from 31MAR at 1700Z-30JUN 2021 at 1700Z as below:
    • Thais can either present Fit to Fly Health Certificate or Medical Certificate with a laboratory result indicating that Covid-19 is not detected, using RT-PCR method issued within 72 hours before departure from their port of origin to enter Thailand.
    • Non-Thais are no longer required to present Fit to Fly Health Certificate to enter Thailand. They only need to present a Medical Certificate with a laboratory result indicating that Covid-19 is not detected, using RT-PCR method issued within 72 hours before departure from their port of origin.
  • On 29 April 2021, the Royal Thai government has announced the new regulation elevating the quarantine period to 14 days for all travelers entering Thailand, regardless of nationality and vaccination as follows:
    • 1. Travelers who obtain the Certificate of Entry (COE) after 1 May 2021 must be quarantined for no less than 14 days.
    • 2. Travelers who receive a COE before 1 May 2021 will be quarantined as follows:
    • 2.1 Those arriving in Thailand between 1 – 5 May 2021 will be quarantined as indicated in the COE (7, 10, or 14 days depending on vaccination record).
    • 2.2 Those arriving in Thailand from 6 May 2021 onwards must be quarantined for no less than 14 days (a new COE may be downloaded at https://coethailand.mfa.go.th/ before departure).
  • The following aircraft will be allowed to operate at an international airport in the Kingdom when permit is given by the Civil Aviation Authority of Thailand:
    • State or military aircraft.
    • Emergency landing flights.
    • Technical landing flights without disembarkation.
    • Humanitarian aid, medical and relief flights.
    • Repatriation flight.
    • Cargo flights.
    • Passenger flights carrying the persons permitted to enter Thailand (11 type).
  • Permit for passenger aircraft will be subject to approval of Civil Aviation Authority of Thailand for flying over, flying into or out of, and taking off or landing at an international airport in the Kingdom only if the passengers or persons on board are one of the following categories:
    • Thai nationals
    • Persons with exemption or persons being considered, permitted, or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, as necessary. Such consideration, permission or invitation may be subject to specified conditions and time limits.
    • Non-Thai nationals who are a spouse, parents, or children of a Thai national.
    • Non-Thai nationals who hold a valid certificate of residence, or permission to take up residence in the Kingdom
    • Non-Thai nationals who hold a valid work permit or are allowed to work in the Kingdom, including their spouse or children.
    • Carriers of necessary goods, subject to immediate return after completion.
