Subject: : Latest Country Restrictions Until Further Notice

 

BUSINESS FLIGHT RESTRICTIONS

  • All Entry Permits for Foreign nationals are suspended until further notice
  • All off-island medical referrals to New Zealand are suspended. The option will be considered only for medical emergencies and be at the discretion of LBJ physicians.
  • No private flight will be allowed to land in the American Samoa if there is no forward plan guaranteeing landing authorization at the next or final destination airport.

 

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Private flights into the Territory with the sole purpose of dropping off equipment and supplies, will be allowed to land with no one disembarking the plane or to overnight.  The occupants of these private flights requesting overnight stay will be subject to the 72 hours COVID-19 testing with negative results, must be provided to the Department of Health prior to arrival. 
  • A pilot was allowed to sleep on the tarmac and was able to avoid the 10 day quarantine process in prior country in order to ferry a flight through American Samoa.
  • OVERNIGHT FLIGHTS FROM USA, ALL other destinations will be done on a case by case basis.

 

QUARANTINE REQUIREMENTS

  • Negative RT-PCR COVID-19 test results done within 72 hours of departure from last port. The COVID-19 RT-PCR test result for each traveller must be reported by the laboratory to AS-DOH as SARS Cov-2 / COVID-19 “NEGATIVE” or “NOT DETECTED”. Travelers reported to be SARS Cov-2 / COVID-19 “POSITIVE” or “DETECTED” will not receive health clearance to board the flight by ASDOH.
  • Travelers with a history of POSITIVE COVID-19 test, in addition to the above, will need to provide proof of 2 valid NEGATIVE COVID-19 tests (minimum of 24 hours apart) following the last POSITIVE COVID-19 test. There must be a minimum of 28 days between the second NEGATIVE COVID-19 test and the date of departure to Am. Samoa.
  • COVID-19 Health Clearance Form must be completed by a Certified Physician within 72 hours of departure from last port.
  • Please find the attached Health Clearance form to be completed by the Certified Physician within 72 hours of departure and a Travel Health Declaration to be completed by the traveller either in flight or upon arrival.

 

  • Please be advised of our revised ASDOH requirements as noted below for anyone traveling through the Hawaii Port for a layover or to stay in American Samoa:

• 10 days strict quarantine in Hawaii and 2 negative SARS-CoV-2 tests- one on the 1st day of quarantine and another on the 7th day of quarantine (72 hours prior to arrival)

• 14 days of stand quarantine at an ASDOH designated quarantine facility upon arrival to American Samoa.

  • The 2 tests from Hawaii must be submitted as soon as possible, the first on day 1 to clear the traveler to go into quarantine and then the 2nd test on day 7 for clearance to board from ASDOH, in addition to the completed ASDOH Health Clearance form by a licensed physician on Day 7.
  • The revised ASDOH requirements are due to the resurgence of COVID-19 cases in Hawaii and the mainland USA. This will allow the reduction of risk to the Pacific Island region, and the ASDOH has learned that solely relying on a negative COVID-19 test 72 hours prior to departure has not been sufficient in screening out the SARS- CoV-2 carriers. Recent studies have also shown that the range of illness in asymptomatic carriers can be as long as 19 days.

BUSINESS FLIGHT RESTRICTIONS

  • N/A – only essential flights permitted to operate to AUS (medical, freight, crew-only)
  • The current travel restrictions states that Pax can travel to Australia if they are an Australian citizen, a permanent resident, an immediate family member of an Australian citizen or permanent resident or are a New Zealand citizen usually resident in Australia. If pax are an immediate family member holding a temporary visa they will need to provide us with evidence of your relationship. Foreign nationals who have a compassionate or compelling reason to travel to Australia can apply for an exemption from the Australian Border Force Commissioner. Pax can use the following link to apply for the exemption https://travel-exemptions.homeaffairs.gov.au/tep.  Exemptions must be granted prior to travelling to Australia and we will also require a copy of the pax exemptions once approved to submit locally to the customs officers.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Crew-only flights are currently permitted to operate to AUS for tech stops and crew rest.  Each flight, however, is assessed on a case by case basis, with the reason for travel queried by local border authorities before approval advised.
  • So far, since the border closure in MAR 2020, the only passenger flights permitted to stop for fuel tech-stops have been repatriation flights.  Any other flights with non-AUS passengers on board have ultimately been denied entry if they were not deemed to be of an essential nature

 

QUARANTINE REQUIREMENTS

  • All travellers arriving in Australia, including Australian citizens, are subject to mandatory quarantine for 14 days at a designated facility, such as a hotel, in their port of arrival. See Coronavirus (COVID-19) advice for travellers. You may be required to pay for the costs of your quarantine. To find out more about quarantine requirements, contact the relevant state or territory government health department. Travelers arriving from any country may be health screened when they arrive in Australia.
    Please note that the crew will be able to stay in any hotel of their choosing provided they will be able to follow the self-isolation regulations while staying in the hotel. Pax quarantine hotel is designated by NSW police on arrival.
  • International flight crew are permitted to travel to Australia however they are no longer automatically exempted from the NSW public health orders relating to quarantine for people arriving from overseas. Rather, flight crew must self-isolate at their own residence or crew accommodation (within your room) until the end of the quarantine period or until the person leaves on a flight out of NSW.
  • Flight crew is defined as cabin, flight or positioning crew of passenger or cargo flights.
  • If you enter Australia as a passenger, you are not considered flight crew and should expect to complete your quarantine in a NSW Health quarantine facility.

BUSINESS FLIGHT RESTRICTIONS

  • International flights to Bangladesh are suspended. 
  • Medevac, Humanitarian/Relief, Repatriation flights can be operated with no restriction.
  • Landing permit request for MEDEVAC, Humanitarian, Relief, Diplomatic, and Repatriation flights shall be made to the CAAB through the Ministry of Foreign Affairs.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Technical refueling ops are allowed at any airports in Bangladesh.
  • Crew rest / layover will be approved subject to the following conditions.
    • No passenger on board. Air crew only.
    • Stay shall not exceed 48 hours.
    • Air operator shall provide a complete Crew Layover Plan who shall include as a minimum, but not limited to:
      • The carriage of 'COVID-19 Negative" medical certificate by the crew (obtained within 72 hours of the flight).
      • Arrangement of transports to hotel (state how the seating arrangement will be planned to maintain physical distance).
      • Name of the hotel and address.
      • Arrangement for rooms (individual for each crew is appreciated). 
      • Supply of food for crew (supplied in the room is appreciated). 
      • Movement plan of the crew outside the room/room (no movement outside room/hotel is appreciated).
      • Medical support for the crew (in case of necessity); procedures to be followed for personal protection (PPE or other arrangement). 
      • Disinfection and sanitization arrangement for the crew.
      • Time and arrangement of transports from hotel to airport (state how the seating arrangement will be planned to maintain physical distance).

 

QUARANTINE REQUIREMENTS

  • Any foreign national coming to Bangladesh with a valid visa will be required to produce a medical certificate with English translation to be obtained within 72 hours of travel, including he/she is COVID 19 negative.
  • The individual needs to submit those certificates at the time of entering Bangladesh.

BUSINESS FLIGHT RESTRICTIONS

  • The Entry Travel Pass is a document issued for inbound travelers of foreign nationalities arriving in Brunei Darussalam.
  • The Entry Travel Pass may be issued for the following individuals:
    • Essential business travel (including official travel)
    • Students
    • Individual primarily here for the purpose of medical treatment
    • Compassionate and other special circumstances, such as parents, spouse, or other immediate family members of Brunei Citizens or Residents.
  • Applications will be reviewed for considerations on a case-to-case basis by authorities.
  • The Entry Travel Pass is not a visa. The sponsoring agency (or sponsoring family member) is required to apply for entry visa on behalf of the travelers, should they require one.
  • The length of stay permitted for Entry Travel Pass holders will be determined according to the visa being issued.
  • Applications must be submitted at least 8 working days before intended date of travel.
  • If the traveler is intending to make official travel to Brunei Darussalam, the sponsoring agency being a national authority or government agency must submit a supporting letter from the Permanent Secretary or Head of said agency.
  • If the traveler is intending to make business travel to Brunei Darussalam, the sponsoring agency being a private company must obtain and submit a letter of endorsement from the relevant Brunei Darussalam authority or government agency.
  • Travelers are required to undertake pre-departure COVID-19 Polymerase Chain Reaction (SARS-COV-2 RT-PCR) testing within 72 hours prior to departure at a designated medical center that is recognized by the government of the country of departure. Travelers should refrain from leaving their place of residence for non-essential reasons during the period of time between undergoing the PCR test and departing the country for Brunei Darussalam.
  • Travelers should obtain a negative SARS-COV-2 RT-PCR test result from the authorities designated by the respective governments, before travelling to Brunei. The test result certificate must clearly state ‘RT-PCR’ in order to be authenticated. Where there are circumstances that the traveler is unable to obtain such test, the sponsor must obtain an exemption letter from Ministry of Health, Brunei Darussalam via e-mail at [email protected]
  • Travelers will be required to undergo post-arrival SARS-COV-2 RT-PCR test, the cost of which will be borne by the Sponsoring Agency (or sponsoring family member). Payment of the test must be made prior to arrival at service counters listed in para14. Traveler will be transported to RIPAS Hospital for specimen collection by the hotel’s designated transport provider either on Day 1 or Day 5 after arrival as determined by Ministry of Health’s assessment upon arrival.
  • Upon arrival, the traveler must have already installed the BruHealth mobile application, register and self-report their health condition on a daily basis for the first 14 days of their stay. The traveler must also scan in their locations at all times using the QR codes displayed at all premises.
     

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Please be advised that there is no restriction for an aircraft to operate Medivac Flight, Humanitarian Flight, Repatriation Flight, Tech-Stop Flight for Refueling, Cargo Flight for Medical Goods / Equipment into Brunei.
  • No issue for the crew to overnight for 01 night provided that the crew are required to self-isolate which mean that they are allow to stay overnight in WBSB but they must remain stay in the hotel room and refrain from any outside activities.

 

QUARANTINE REQUIREMENTS

  • Upon arrival, travelers will be required to undergo self-isolation at hotel accommodation for a period of between 2 to 14 days depending on the self-isolation notice that is given upon arrival as determined by the Ministry of Health’s risk assessment. Accommodation for the duration of post-arrival self-isolation must be selected from the drop down menu on the Entry Travel Pass application page. It is the responsibility of the traveler or Sponsoring agency to book directly with hoteliers and secure such accommodation before arrival. It is advised to make a minimum booking duration of 6 days stay at the hotel and to refer to respective hotels on their refund/cancellation policies. Change of hotel during the determined isolation period is not allowed.
  • Under the Infectious Diseases Act (Amendments) Order 2020, any traveler arriving in Brunei Darussalam is required to undergo mandatory self-isolation. Failure to comply to this requirement is an offence under the Infectious Diseases Act (Chapter 204) and if found guilty, will be liable to a fine for up to $10,000 or imprisonment for a period of up to 6 months or both.
  • The traveler should not come into contact with anyone and may not take public transport or make their own transport arrangements to the selected isolation accommodation.

  • Effective on 01.08.2020 until further notice: all inbound flights from Malaysia and Indonesia are banned until further notice.
  • Effective on 13.08.2020: all inbound flights from the Philippines are banned until further notice.
  • For pax:
    • VOA, Visa Exemption Policy, Tourist visa and eVisa suspended until further notice.
    • Visa application shall be processed at the Royal Cambodian Embassies or Consulates.
    • MOLECULAR PCR SWAB Laboratory test undergone no more than 72 hours before departure.
    • Another test will be done on arrival, 14 days self-isolation at hotel is mandatory 
  • For crew:
    • VOA, Visa Exemption policy, Pre-arranged visa available.
    • Pre departure test is not required for crew, test will be done upon arrival and need to self-isolate until result is out.

  • International passengers originating from Philippines, Indonesia, and Malaysia transiting in the Kingdom of Cambodia must stay on board the aircraft and continue their journey to third destination with the same operator’s aircraft. Failure to comply will lead to deportation under full responsibility of air operator.

 

QUARANTINE REQUIREMENTS

  • Pax:
    • All passengers, both Cambodian and foreign nationals, must undergo COVID-19 testing upon arrival. They will be required to remain in the premises until availability of laboratory results. The result (in form of a written test certificate) does take up to 24 hours. Shall observe self-isolation at a government accredited hotel or facility until test results become available.
    • If one or more travelers is tested positive for COVID-19, other accompanying travelers will be subject to a 14-day quarantine at a designated Government facility.
    • If all travelers are tested negative, they will be allowed to a 14-day self-isolation at their respective home/hotel under supervision of the local authorities and health officials. They will be required to undergo an additional COVID-19 testing, on the 13th day of self-isolation.
    • Sponsor and Invitation: Validation Certificate scheme is currently suspended since 12th Dec until further notice
  • Crew:
    • Shall undergo a COVID-19 laboratory test on arrival. The result (in form of a written test certificate) does take up to 24 hours.
    • VDPP/PNH - Shall observe self-isolation at the DARA airport hotel until test results become available.
    • VDSR/REP - Shall observe self-isolation until test results become available. There is no designated hotel. This is not applicable for stay less than 3 days.
    • VDSV/KOS - Shall observe self-isolation at the Queenco hotel until test results become available.
    • The hotel booking needs to be done by the operator. Transport to/from the hotel will be provided. Payment for the hotel must be made by the crew upon checkout or online while booking. A stay in other hotels, before the test result is out, is not permitted.
    • If the test result is not out at the time of next departure schedule, the crew can depart.

Subject: Latest Country Restrictions Until Further Notice

 

BUSINESS FLIGHT RESTRICTIONS

  • Both General Office of CAAC and Business Flight Department of CAAC have verbally announced that starting from now on, all international inbound business jet flight carrying passenger onboard will be suspended to approve until further notice. Unless if the flight is being approved by Foreign Affairs Office of the State Council or other equivalent department from the State Council, and internal instruction will be made to CAAC directly if the flight is being approved. Meanwhile, the previous procedure of obtaining a CDC reception letter from the local government (at least deputy provincial level) CDC office is only effective to apply international inbound business jet flight carrying passenger onboard from Hongkong/Macao/Taiwan region.
  • In order to ensure the health and safety of international travel and reduce the risk of cross-border transmission of the epidemic, all passengers on flights into China are required to board with the negative certificate of new corona virus nucleic acid test. The arrangements are as follow:
    • Chinese and foreign passengers on flights to China shall complete Covid-19 nucleic acid detection before boarding, the test limitation is subject to local Chinese Embassy’s requirement. The test should be done at medical institutions designated or recognized by Chinese embassies abroad.
    • Chinese passengers are required to take photos of the negative result certification of the Covid-19 nucleic acid test and upload it to the international version of epidemic prevention health code application.
    • Foreign passengers need to apply for declaration of health status with Chinese Embassy or consulate with abroad by providing the Covid-19 negative nucleic acid test certificate.
  • Due to the COVID-19 pandemic, China has decided to temporarily suspend entry into China by non-Chinese nationals in the UK holding visas or residence permits still valid at the time of this announcement. The
  • Chinese Embassy and Consulates in the UK will no longer issue Certified Health Declaration Form for the above-mentioned personnel.
  • Entry by holders of diplomatic, service, courtesy or C visas will not be affected. Foreign nationals visiting China for emergency needs to apply for visas at Chinese Embassies or Consulates. Entry by non-Chinese nationals in the UK with visas issued after 3 November 2020 will not be affected.
  • The suspension is a temporary response necessitated by the current situation of Covid-19. The above-mentioned measures will be assessed in accordance with the evolving situation and any adjustment will be announced accordingly.
  • Airlines are responsible for checking the health code status and health status declaration before boarding. Passengers who do not meet the relevant requirements are not allowed to board. All airlines shall strictly perform this inspection procedures.
  • Passengers who provide false certificates or information shall be liable to legal ramifications.
  • The Chinese Embassy will carefully assess the capability of Covid-19 nucleic acid testing and detection in the respective host country and issue specific implementation measures when conditions are met.

In the current state of emergency, the restrictions still stand where returning residents and essential staff will be permitted with successful completion of their application. Only International visitors with essential travel requirements will be permitted. IOTs remain in a State of Emergency and ALL travellers to the IOTs are required to submit the IOT Traveller Request Form - https://indianoceanterritories.wufoo.com/forms/iot-traveller-request-form/
  • ALL travellers are also required to apply for re-entry into Western Australia at https://www.g2gpass.com.au/
  • A travel zone is in place between Western Australia and the Indian Ocean Territories (IOTs) of Christmas Island and the Cocos Keeling Islands. Anyone who has been in Western Australia for a 14 day period is free to travel to Christmas Island and the Cocos Keeling Islands without the need to isolate on arrival at the islands, or on return to Western Australia.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Aircraft on Fuel Stop Overs only are permitted however the crew and pax are not permitted to leave the tarmac and must remain with the aircraft with appropriate PPE. Processes will be put in place prior by CIQ to ensure we remain compliant with restrictions for International travelers.
  • Crew rest for all nationalities may be allowed and is subject to authority’s approval. Crew will have to stay in designated hotel until departure or 14 days.

 

QUARANTINE REQUIREMENTS

  • All International Arrivals will be required to Quarantine in a hotel for 14 days on arrival.
  • Crew have to stay in Government designated hotel until departure.

  • Note, International borders remains closed for tourism. However, medevacs, repatriation, fuel stop, freight flights & crew overnight for crew rest is permitted to enter. Charter flights are permitted on a case by case basis only. Approval is given solely by the Attorney General who is also the Minister for Civil Aviation and Economy.

BUSINESS FLIGHT RESTRICTIONS

  • The borders are open and currently no restrictions in regards to business flight.
  • The Sanitary entry form is to be completed online on the dedicated digital platform WWW.ETIS.PF  [Electronic Travel Information System]. Once completed a receipt with an ETIS number will be issued by email;
    • A printout of this receipt must be sent to Air Tahiti FBO together with the test results in order to be able to board the flight to French Polynesia and  both documents will need to be presented upon arrival at Tahiti Faa’a international airport.
    • The printout receipt of the health engagement form is to be kept with the traveler at all times and in all places during their stay in French Polynesia
  • Please note those IMPORTANT AND MANDATORY CONDITIONS applying to crew and pax:
    • COVID-19 Test RT-PCR: A SARS-CoV-2 virus genome test (the SARS-CoV-2 RT-PCR test) has to be carried out by all travelers (crew and passengers) in a health authority center (hospital, clinic, medical centre, Covid-19 testing Center, or medical analysis laboratory) within three days (72hrs) before the flight to Tahiti (at the passenger’s expense).
    • Children under 06yrs are not requested to provide this COVID test before travelling to French Polynesia.
    • Ex: flight departure on Monday 11pm, the passenger needs to take the test and receive results between Friday morning and the scheduled flight departure time.
    • The results of this test must be negative and will need to be sent to Air Tahiti FBO before the departure to French Polynesia. No boarding will be allowed if the test is positive.
    • After obtaining the negative test results, each adult must fill out a digital Sanitary entry form online on the dedicated platform ETIS (www.Etis.pf) mainly agreeing to:
    • Respect the prevention measures and all health safety instructions issued by the authorities of French Polynesia for the pre-boarding phase, during the flight,  disembarkation and throughout the stay;
    • Call the emergency health line at 40 455 000 in case of cough, fever or respiratory difficulty. If the traveler feels any sign of distress, they should dial “15” (emergency services);
    • Submit to the health surveillance system established by the government of French Polynesia which, among other health protocols, mandates a self-test for the SARS-CoV-2 virus 4 days after arrival French Polynesia;
    • Have travel insurance or personally assume all expenses related to cost of care including hospitalization, confinement, or repatriation, should the visitor fall ill during their stay;
    • Provide information about the stay in French Polynesia (except for residents) : itinerary, inter-island transport, accommodation (e-mail contacts / telephone / dates of stay).
    • Each crew and each passenger (more than 06yrs old) will be given a self-test kit on arrival to be used 4 days after the arrival;

  • It is allowed to come to PGUM. 

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • PGUM is allowing fuel stops without health screening. Crew members are allowed off the aircraft to do their visual checks and walk arounds. The passengers MUST stay on board while on the ground. If any passengers step off the aircraft, they could be subject to DPHSS screening.
  • Crew rest is acceptable, crew listed on GENDEC are exempted from having Covid19 test but subjected to self-quarantine at hotel
  • Pax entering for overnight rest must have valid PCR Nasal test result issued within 72 hours and subjected to self-quarantine at hotel.
  • All passengers arriving on PGUM with or without a PCR Nasal test will be quarantine at a Government quarantine facility for length of stay up to 14 days.

 

QUARANTINE REQUIREMENTS

  • All passengers terminating/staying on Guam must complete a Voluntary Self-Quarantine Letter, a Guam Health Declaration and will be subject to DPHSS screening before clearing CIQ. Passengers must present their PCR Test results to the DPHSS screening personnel. PCR Nasal test not required to entry PGUM.
  • If their PCR Test results are current, the passenger/resident can request self-quarantine and may stay where they desire, or request fourteen days (14) mandatory quarantine at a DPHSS designated hotel.
  • All passengers arriving on PGUM with or without a PCR Nasal test will be quarantine at a Government quarantine facility for length of stay up to 14 days.
  • “If a PCR Test results are expired, the holder will be subject to fourteen days (14) mandatory quarantine at a DPHSS designated hotel. The holder can be released to depart Guam on their scheduled departure date before the fourteen-day (14) quarantine period is complete.
  • DPHSS is required to provide transportation to/from the designated hotel. PCR Test results are assessed the date testing occurs. There is no exemption to this rule.”
  • Individuals permitted to quarantine at their personal residence or rental lodging locations must meet criteria as contained in the Guidance document (DPHSS Guidance Memo 2020-11 REV 8). Individual must be tested for COVID-19 and receive a negative test result collected within 5 days of arrival to Guam. Transit passengers may be asked to remain in a designated section of the airport facility while awaiting connecting flights less the 13 hours from landing time to departure time. Transit passengers awaiting connecting flights more than 13 hours will quarantine at the Government of Guam Quarantine Facility until they are transported back to the airport to transit off Guam.

    • The operator of the specified aircraft should submit to the Department of Health (DH) before the specified aircraft arrives at Hong Kong a document in a form specified by the DH confirming that each relevant traveller from the rest of the world has the above document.
    • A person who is in transit in Hong Kong and a person exempted by the Chief Secretary for Administration from compulsory quarantine under section 4(1) of either the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) or the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) will not be affected.

    • Please be reminded that all documents must be submitted and accepted by Port Health before the aircraft operating to Hong Kong.         • Scenario II (NO Pre-departure test at origin is conducted). Failed exemption condition, subject to compulsory quarantine for 21 days upon arrival

        • Hotel as arranged by Operator which must inform hotel of crew status and self-isolation requirement 
        • Crew must self-isolate at hotel room until departure from Hong Kong on their next flight, which should either be no earlier than 24 hours from arrival at the hotel room, or upon being notified of the negative result within the 24-hour period, whichever is earlier
        • Return from Non Very High Risk Places and have not visited any Very High Risk Places in the past 21 days

        • Pre-departure test at origin is NOT required
        • Post- arrival (After arrived HK) test at TSCC is required for nasal and throat sample collection but no need to wait for the result there

      • Point-to-point transportation must be arranged by Operator between Airport and accommodation. (Must wear mask during the entire journey)
      • Hotel as arranged by Operator which must inform hotel of crew status and self-isolation requirement 
      • Crew must self-isolate at hotel room until departure from Hong Kong on their next flight, which should either be no earlier than 24 hours from arrival at the hotel room, or upon being notified of the negative result within the 24-hour period, whichever is earlier
    • Crew in transit at VHHH (remain on board) is exempted from the above new requirement
    • Same requirement will be implemented to position Crew as Passenger (not on GD/uniform, with an exemption letter endorsed by HKBAC)
    • The Department of Health may cancel an exemption granted to crew member if the exemption conditions are breached. Non-compliance will result in the mandatory quarantine of the crew member for 21 days.
    • Please remind your crew members to keep physical copies of any Letters of Certification and test reports (if applicable) with them to present to Department of Health staff on arrival.

ADDITIONAL INFORMATION

  • To enhance health measures for inbound travellers landing Hong Kong, please take note of the following:
    • Passengers and Crew members to avoid eating and drinking two hours before landing
      • All inbound passengers and air crew members upon entering Hong Kong, are required to submit a deep throat saliva (DTS) specimen for conducting COVID-19 testing.  To ensure good quality of the DTS specimen, airline operators are requested NOT to serve food and drinks two hours prior to landing at Hong Kong, as far as practicable.  Please also advise all passengers and crew, who are going to enter Hong Kong, to avoid eating, drinking, mouth-washing and teeth-brushing two hours prior to landing.
    • "LeaveHomeSafe" Mobile App
      • The Government has launched the "LeaveHomeSafe" COVID-19 exposure notification mobile App since 11 November 2020. The App aims to encourage the public to keep a more precise record of their whereabouts, minimising the risk of further transmission of the virus and protect Hong Kong together.
      • Airline operators' assistance is sought to display the enclosed poster regarding the "LeaveHomeSafe" mobile App at outports and in-flight for promotion, so that they will download the App and make use of it upon arriving in Hong Kong. More details are available on the "LeaveHomeSafe" website (www.leavehomesafe.gov.hk) and the attached pdf.
    • Pre-departure COVID-19 Test Available at HKIA for Passengers
      • To facilitate the need of COVID-19 test result for travel purpose, COVID-19 testing services for departure passengers will be available at two non-restricted area locations of Hong Kong International Airport (HKIA) Terminal 1 starting 8 December. The specimens will be tested by HKSAR Government recognised local COVID-19 nucleic acid testing institutions.
      • Starting 8 December, Prenetics will also provide testing services for passengers. Passengers who want to take Prenetics' test will need to arrive at HKIA at least four hours before boarding to allow sufficient time for completing the test and obtaining test result on the same day. Please also plan ahead for the extra time needed to travel from Terminal 1 to HKBAC, if the test has been booked to be performed prior to a GA/BA departure at HKBAC.
      • Starting 21 December, Raffles Medical Group will also provide testing services for passengers. Passengers can go to the Airport Medical Centre to conduct the test. Test result will be available in 24 hours for specimen collected before noon.

  • For Landing permission it requires details of business party in India whom they have to visit for business or business invitation letter may also suffice.
  • Indian DGCA may ask for supporting documents, if required in relates to the purpose of the visit to India.
  • All crew and pax must hold valid Business Visa stamped on their passport. Valid Business visa issued before 13th March 2020 are now accepted by Indian Immigration. 
  • E-visa service has been suspended as of date due COVID travel restrictions. 
  • Incoming international passengers should carry RTPCR test report (not older than 72 hours) to get exemption from institutional quarantine.
  • We recommend that crew members should carry COVID test report (not older than 72 Hours) during their visit to India. 
  • All repatriation flights to/from India require recommendation from Embassy / Diplomatic Mission. The operator or passenger should initiate a request (with flight details/schedule) to the concerned Embassy for their recommendation.

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • If need to use 2 or more airports for overnight, we need to double check with local quarantine. Normal shore pass valid within same airport.
  • For usage of 2 or more airports for overnight, subject to approval based on actual schedule.

 

QUARANTINE REQUIREMENTS

  • (1) All nationals arriving from the countries and regions listed in paragraph 1 above and Australia (from December 26, based on the decision on December 25) or stayed in these countries and regions within 14 days prior to their application for landing into Japan are subject to conducting of COVID-19 tests upon arrival until further notice
  • (2) All nationals arriving from all regions are called upon to stay 14 days at a location designated by the quarantine station chief (own residence etc.) and to refrain from using public transportation until further notice
  • (3) Japanese nationals arriving from the designated countries/regions (as of December 25, 2020, the UK and South Africa) are required to obtain the certificate of negative test result of pre-entry testing conducted within 72 hours of the departure time of the flight from December 27 (UK) and from December 29 (South Africa) until further notice. Otherwise, they are called upon to self-isolate for 14 days at a location designated by the quarantine station chief (only at the accommodations booked by the quarantine station).
  • From December 26, Japanese nationals arriving from the UK and South Africa are required to self-quarantine for 3 days at a location designated by the quarantine station chief (only at the accommodations booked by the quarantine office). On the third day they are required to take the COVID-19 test again. Those who have negative result in this test are still required to self-quarantine at home as a substitute for the accommodations booked by the quarantine office till passing 14 days after entering Japan.
  • In addition, those who arriving after December 24 (from the UK) and after December 26(from South Africa) until further notice are required to pledge to keep the location information and installing a COVID-19 Contact-Confirming Application (COCOA) when entering Japan.
  • (4) From December 26, the holders of status of residence arriving from the UK and South Africa are required to self-quarantine for 3 days at a location designated by the quarantine station chief (only at the accommodations booked by the quarantine office). On the third day they are required to take the COVID-19 test again. Those who have negative result in this test are still required to self-quarantine at home as a substitute for the accommodations booked by the quarantine office till passing 14 days after entering Japan.
  • The holders of status of residence arriving from the designated countries/regions (as of December 25, 2020, the UK and South Africa) are required to pledge to keep the location information and installing a COVID-19 Contact-Confirming Application from December 24 (UK) and December 26 (South Africa) until further notice. The certificate of negative test result of pre-entry testing is still needed.
  • (5) From December 30, 2020, until the end of January, 2021, all foreign nationals and Japanese citizens, who enter or return to Japan from countries and regions (except for the United Kingdom and Republic of South Africa) whose authorities have announced the confirmation of domestic infection of new variant of Coronavirus within their countries and regions (except for those who enter or return to Japan under the framework of “Business Track” and “Residence Track”), will be asked to submit a negative COVID-19 testing result conducted within 72 hours (from the sampling time to departure time of the flight) to animmigration officer and a COVID-19 testing will be conducted at airport quarantine stations upon entry into Japan. Those who cannot submit the negative COVID-19 testing result mentioned above will be requested to stay at specific facilities designated by the Chief of the Quarantine Station (limited to accomodation facilities designated by the Quarantine Station) for 14 days after arrival.
  • (Note 1) subject countries and regions of the measures will be designated and confirmed by the Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare. The designation is duly announced.

If the purpose of flight is only crew rest, we highly recommended the crew rest at Cambodia instead (VDPP, VDSR or VDSV). Due to visa on arrival service is available for active crew mentioned on GD and they don't need to quarantine as well.
  • Emergency landing and technical stop for refuelling with no disembarkation of crews and passengers are permitted.
  • If disembarkation is requested, the aircraft will be assigned at the designated and isolated parking spot and preventive instructions imposed by relevant airport health authorities shall be strictly performed.

    • Those wishing to leave Macao during the seven-day health self-management period will be required to take a nucleic acid test. Only with a negative infection result will they be able to leave Macao, and then only within a 48-hour period from the issuance of the test result.
    • Under current rules, people from ‘low risk’ cities in mainland China may enter Macao quarantine-free, as long as they provide a negative COVID-19 infection certificate and meet other requirements.

  • Consent to specimen collection for COVID-19 testing upon arrival (before exiting the airport or seaport) and five (5) days after arrival
  • Provide proof of a valid polymerase chain reaction (PCR) test from a specimen collected a minimum of three (3) days to a maximum of six (6) days prior to the individual’s arrival on Saipan to be reviewed by a CNMI Health Representative. o A valid proof PCR test result is defined as a traveler’s specimen collected within 3-6 days prior to arrival. The test result must be in English and have: § The name of the traveler § Name of the processing laboratory § Specimen collection date § Indication that the PCR test was conducted § The test result itself * The Sara Alert Symptom Monitoring System allows CNMI public health representatives to enroll and follow up with individuals at risk of developing a COVID-19 infection. BUSINESS FLIGHT RESTRICTIONS

  • All flights coming from England including Ferry flight ban to enter Korea from 23DEC 0000L / 22DEC 1500Z until 21Jan.

  • To manage the passengers who are from abroad, the government recommends using the RKSI or RKSS.

  • There are no restrictions for Technical Refueling / Crew rest operation except flights coming from England.

QUARANTINE REQUIREMENTS

    • 1. All passengers arriving from all countries must fill in the arrival CIQ card with the exact address of your residence and the mobile phone number reachable at all times.

    • As per the latest update from Korea, the region of application for special entry procedure has been updated as below.

    • Declaration'.Personal details entered in the "Self Diagnosis App" should coincide with the information submitted in the Travel Record Special Declaration.

    • You may receive SMS for self-diagnosis for 14 days after entry to Korea. Please record your health status on the App everyday.
    • 3. All passengers (except Crew) coming from all countries should stay in the government-designated quarantine facilities for 14 days at their own expenses. (about $150 per day)
    • Short-term travelers (foreign-nationals) without a 'Self-Isolation Exemption Certificate' issued by the Embassy of Korea (or consulate) are subject to quarantine at a facility designated by the Korean government.

  • Crew
    • For the quarantine rule, the 14days of government facility isolation is not required. However, the quarantine officer will check the body temperature, Health Declaration Forms and whether to install ‘Self Diagnose App’ or not upon arrival. If the crew has any symptoms, he may be denied entry.
      •    - Make sure to wear face masks in accommodations at all times. Do not leave where you’re staying in for purposes other than matters related to aircraft operation during your stay.
      •    - Have your meals delivered through room service as much as possible during your stay. 
    • If you are informed that meals are available at restaurants within the accommodations, please use designated tables.
      • - Avoid using convenience facilities including fitness centers, swimming pools, massage shops and lounge bars during your stay. (Except when otherwise informed)
      • - Avoid inviting your family members and acquaintances living in Korea to your accommodations. 
      • - Monitor your health condition constantly during your stay with the self-diagnosis application installed upon arrival. 
    • Any onset of COVID-19 related symptoms should be reported to nearby health centers and suspected crew members should follow instructions from the health authorities.
  • **The relevant authorities intend to carry out random inspections over the accommodations the flight crew are staying in. 
  • Please be advised that when an individual crew member is found to have left his/her accommodations for personal reasons, business sanctions against the employer of the crew member may be considered.

  • Please find the below information.
    • 1. The crew who are named on the GD can stay upto 30days without visa regardless of their nationality. All airports have the same regulations in Korea.
    • 2. Transit:
      • Passengers must hold the confirmed connection flight ticket within 24hours. Also the passengers do NOT pass the CIQ, just stay at the transit area before departure.
      • For this reason, the RKSI is an available airport for transit. As we know that international flights operate to RKSI only these days.
    • 3. Korean government will temporarily suspend visa-free entry for Chinese nationals to Jeju island. 
    • 4. All foreigners: TWOV is available.  
    • 5. Chinese with a valid Korea visa can enter Korea, regardless of whether they have a passport issued by Hubei Province. 
    • 6. All valid single/multiple short-term visas issued before April 5, 2020 are suspended.
      • *Exceptions: Long-term visa and short-term employment (C-4) visa.
    • 7.  All visa exemption entry into South Korea for 90 countries* will be suspended.

BUSINESS FLIGHT RESTRICTIONS

  • All travelers coming to Taiwan are required to provide a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to boarding the flight to Taiwan. But they still need to be quarantined for 14 days.  
  • Passengers for legitimate business may shorten the quarantine period from 14 days to 7 or 5 days, depending on  low-risk countries or medium risk countries he or she may come from. 
  • Starting from December 1, 2020, until February 28, 2021 (local time at the place of departure) all travelers coming to Taiwan and transit passengers are required to provide a certificate of a negative COVID-19 RT-PCR test result issued within three days prior to boarding the flight to Taiwan. please refer to the website below: https://www.cdc.gov.tw/En/Bulletin/Detail/KIUJU0aZex70DPFUN3d66w?typeid=158 But since it is the latest regulation, the Taiwan CDC and CAA are still discussing on the details and possible exemption for other possible cases, we will keep you posted if we received any updates. 

  

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stop for refueling is allowed with Crew able to leave the aircraft for refueling, but not Pax, all services are available normally. We'd suggest performing such tech-stop operations at RCSS as it is more GA friendly.  
  • It is possible for the foreign national crew to enter Taiwan for crew rest at RCTP. The crew must stay at the designated quarantine hotel and follow the quarantine rules during their stay.
  • Overnight parking is not available at RCTP. General aviation can only operate from 0100Z-1300Z. Thus, a quick turn-around for pax dropoff/ pick up is highly recommended.

 

QUARANTINE REQUIREMENTS

  • All inbound traveler (crew and pax) are subjected to a 14-day home quarantine upon arrival in Taiwan.
  • From June 22, short-term business travelers are allowed entry and can apply for shortened home quarantine period:  If such travelers meet all the conditions listed below:
    • Those who are allowed entry according to the announcements of the CECC
    • Those whose duration of stay doesn’t exceed three months
    • Business travelers who enter the country for business activities, such as goods inspection, after-sale services, technical assistance and training, and contract signing
    • Those who arrive from low- and medium-risk countries/regions announced by the CECC and have no history of travel to other countries in the last 14 days before boarding the flight to Taiwan.
  • Business travelers who meet the conditions listed above should have relevant certificates and documents prepared for the business visit by local companies, travel itinerary, and disease prevention plans, while negative COVID-19 test certificates issued for travelers’ specimens tested within three days prior to their flight to Taiwan should also be prepared for inspection.
  • Applicants who arrive from low-risk countries/regions may contact the local health authority of the quarantine hotel at which they stay to take out-of-pocket COVID-19 testing after undergoing quarantine for five days; those who arrive from medium-risk countries/regions may undergo COVID-19 testing at their own expense on the seventh day after entry. After obtaining negative COVID-19 test certificates, applicants may contact the local health authority to end quarantine and practice self-health management until the 21st day after entry instead of quarantine. During the self-health management period, the travelers should still monitor their temperature every day and reply to text messages requesting an update on their health status. The travelers should also engage in restricted activities as shown in the itinerary and provide their names for the activities. Furthermore, they should record their daily activities and persons who come into contact with them, avoid public places and wear a mask at all times when going out.

  • The low-risk and medium-risk countries/regions are listed below.   • The following aircraft will be allowed to fly over, fly into or out of, and take-off from or land at an international airport in the Kingdom when permit is given by the Civil Aviation Authority of Thailand:
    • State or military aircraft
    • Emergency landing flights
    • Technical landing flights without disembarkation
    • Humanitarian aid, medical and relief flights
    • Repatriation flight
    • Cargo flights
  • Permit for passenger aircraft will be given by the Civil Aviation Authority of Thailand for flying over, flying into or out of, and taking off or landing at an international airport in the Kingdom only if the passengers or persons on board are one of the following categories:
  • Thai nationals
    • Persons with exemption or persons being considered, permitted, or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, as necessary. Such consideration, permission or invitation may be subject to specified conditions and time limits.
    • Non-Thai nationals who are a spouse, parents, or children of a Thai national.
    • Non-Thai nationals who hold a valid certificate of residence, or permission to take up residence in the Kingdom
    • Non-Thai nationals who hold a valid work permit or are allowed to work in the Kingdom, including their spouse or children.
    • Carriers of necessary goods, subject to immediate return after completion.

    • Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country.
  • The Center for COVID-19 Situation Administration (CCSA) approved reopening the country’s borders to welcome foreign visitors, both short and long term such as the following:
    • Holders of non-immigrant B visa, who are businesspeople (without a work permit or WP3) and are willing to enter Thailand for business purposes.
    • Holders of Special Tourist Visa (STV)
    • Holders of Non-Immigrant OA and OX Visa
    • Holders of APEC Business Travel Cardholders from low-risk countries such as New Zealand, Australia, Singapore, Malaysia, South Korea, Japan, China, and Hong Kong.

a) Air Crew are required to fill out the T8 form before arrival and present it to Immigration officer on arrival.

 

b) All aircraft shall undergo deep cleaning and disinfection on arrival. An ‘Aircraft Cleaning and Disinfection’ certificate shall be issued by an accredited aircraft cleaning and disinfection provider. This certificate is to be presented to Health Authority.

 

c) Air Crew are required to fill out the “Form for Accepting to Follow the Regulations” for stay over 24 hours.

 

d) Air Crew must download the “AOT Airports” mobile application and enter the required information.

 

e) Air Crew must remain at their hotel until next departure schedule.

 

f) Airport Parking Slot:

• Operators shall strictly comply with the slot time approved by authority.

• Any request for airport slot extension shall be submitted to the airport slot board with a prior notice of 24 hours. This must be supported by a letter from Operator stating the reason, along with any evidence that could justify such extension.

 

In the case of failure to comply with above obligations, the airport slot board reserves the right to ban operator from operating to the airport.

Aircraft in violation with these obligations will be moved to an unmonitored remote area. Operator shall be responsible for any damage that may occur while parked on this area.

 

VTSM

 

From 07.04.2020 until further notice, airport will be partially closed. The following flights only will be accepted.

a) Ambulance/Medical flight

b) Ferry non-scheduled flight with domestic origin, to pick-up pax only. Scheduled ground time shall not exceed 60 minutes. Crew shall remain on board. Pax not traveling to their country of nationality shall present a certificate of residence of the country of destination.

c) If passenger travelling to either VTBD or VTBS to connecting on a schedule flight, the airline flight number shall be advised upon application of landing permissions.

  • For crew rest flight, we highly recommended the crew rest at Cambodia instead (VDPP, VDSR or VDSV). Due to visa on arrival service is available for active crew mentioned on GD and they don't need to quarantine as well.
