BUSINESS FLIGHT RESTRICTIONS

  • Fully vaccinated Australian citizens, permanent residents and from 15 December 2021, eligible visa holders can travel to and from Australia without needing to apply for a travel exemption.
  • You may also be able to travel to Australia without seeking a travel exemption if you are fully vaccinated and you are automatically exempt from Australia’s travel restrictions, or if you are travelling to Australia under a safe travel zone arrangement.  
  • All other people seeking to travel to Australia need:
    • a valid visa to enter Australia
    • an  travel exemption.
    • authority to enter Australian states or territories.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • A flight crew member who has a layover period in Australia of less than 48 hours does not need to have a COVID-19 test, however, this is strongly recommended. If they are not tested, they must self-isolate until they leave Australia.

 

QUARANTINE REQUIREMENTS

  • Travellers to Australia need to comply with requirements in the state or territory of their arrival, and any other state or territories that you plan to travel to. This includes quarantine and post-arrival testing requirements. Restrictions may change at short notice.

BUSINESS FLIGHT RESTRICTIONS

  • Visa on arrival has been resumed for the following category: 
    • Foreign nationals of Bangladesh origin and their husband/wife/children. 
    • Foreign nationals holding diplomatic or official passports. 
    • Foreign investors and business personalities. 
    • Foreign nationals coming to Bangladesh on invitation of the Government of Bangladesh for participation in meeting/seminar/conference/other events. 
  • Other categories of travellers must obtain a visa from their local Bangladeshi diplomatic mission. 
  • Air crew members do not require visa for up to 48 hours if they are listed on the General Declaration. 
  • Travelers completed full dose (single/double dose as applicable for a full dose) of WHO approved Covid-19 vaccine can enter Bangladesh with the official proof of certification of vaccination and no RT PCR based COVID-19 negative certificate is required.
  • Travelers without having full dose (single/double dose as applicable for a full dose) of Covid-19 vaccine can enter Bangladesh if they possess RT PCR based COVID-19 negative certificate done within 72 hours of departure time.
  • No RT PCR negative certificate is required for incoming passengers below 12 years old. However, they will have to observe the same health formalities that will apply to their family members on arrival.
  • If COVID-19 symptoms are identified on arrival: Irrespective of vaccinated or not vaccinated, if any COVID-19 symptoms are detected in a traveler on arrival, he/she will subject to the RT PCR/Antigen test by the health authority. If the RT PCR/ Antigen test result is positive, he/she will be sent to isolation at government-nominated. facility or Hotel at his/her own expenses. Further RT PCR/Antigen test will be carried out after 7 (seven) days, and he/she will be released when the test result is negative.

BUSINESS FLIGHT RESTRICTIONS

  • INBOUND TRAVEL FROM GREEN-LIST COUNTRY/REGION
    • Be fully vaccinated (Travelers departing from GL country/region must remain in the country in the last 7 consecutive days* before departure to Brunei Darussalam)
    • Undergo a COVID-19 RT-PCR test 2 days before departure to Brunei Darussalam OR* ART within 1 day before departure to Brunei Darussalam at designated health center recognized by the government of the originating country. Certificate of negative result for RT-PCR test OR ART must be presented to the airline upon check-in.
    • Download and register on the BruHealth Application.
    • Complete Arrival Declaration Form on PMO Travel Portal not more than 24 hours
    • Before departure to Brunei Darussalam: www.pmo.gov.bn/travelportal
    • Make payment for the post-arrival RT-PCR Test and ART (BND$100). Payment can be made online via the Arrival Declaration Form. Travelers must obtain a ‘Government of Brunei Darussalam’ or ‘Ministry of Health’ payment receipt which states the name and passport number of the traveler.
    • Travel Medical Insurance with COVID-19 Coverage (Minimum coverage of BND$50,000) - Only required for Foreign Nationals who will be entering Brunei Darussalam for short visit purpose. - Before travelling to Brunei Darussalam
    • Undergo both RT-PCR test and ART upon arrival.
  • INBOUND TRAVEL FROM NON-GREEN LIST COUNTRY/REGION & UNVACCINATED TRAVELLERS
    • Unvaccinated foreign nationals are not permitted to travel to Brunei Darussalam. However, entry into Brunei Darussalam may be considered if they have certificate of medical exemption for COVID-19 vaccination.

    • Proceed to their declared accommodation via hotel-provided transportation or private transportation. Travelers are not allowed to use public transportation before completing their self-isolation period.
    • Undergo additional Day 2 and Day 3 ART (Day of arrival is Day 1) and upload ART results onto ART Reporting module on BruHealth App.
  • INBOUND TRAVEL FROM NON-GREEN LIST COUNTRY/REGION & UNVACCINATED TRAVELLERS
    • Serve their mandatory self-isolation at a suitable accommodation (home residence or hotel)
    • Immediately proceed to their declared accommodation and not leave the declared accommodation except to undergo RT-PCR test at designated swab center on day 5 post-arrival (Day of arrival is Day 1).
    • Proceed to their declared accommodation or designated swab center via hotel provided transportation or private transportation. Travelers are not allowed to use public transportation before completing mandatory self-isolation.
    • Remain within their declared accommodation until receipt of negative result of their day 5 post-arrival RT-PCR test.

BUSINESS FLIGHT RESTRICTIONS

  • Both General Office of CAAC and Business Flight Department of CAAC have verbally announced that starting from now on, all international inbound business jet flight carrying passenger onboard will be suspended to approve until further notice. Unless if the flight is being approved by Foreign Affairs Office of the State Council or other equivalent department from the State Council, and internal instruction will be made to CAAC directly if the flight is being approved. Besides the approval from State Council, a CDC reception is required from the local government (at least deputy provincial level)
  • If it is an international inbound business jet flight carrying passenger onboard from Hongkong/Macao/Taiwan region, only a CDC reception letter from the local government (at least deputy provincial level) CDC office is required, no need to have an approval of State Council.
  • In order to ensure the health and safety of international travel and reduce the risk of cross-border transmission of the epidemic, all passengers on flights into China are required to board with the negative certificate of new corona virus nucleic acid test. The arrangements are as follow:
    • Chinese and foreign passengers on flights to China shall complete Covid-19 nucleic acid detection before boarding, the test limitation is subject to local Chinese Embassy’s requirement. The test should be done at medical institutions designated or recognized by Chinese embassies abroad.
    • Chinese passengers are required to take photos of the negative result certification of the Covid-19 nucleic acid test and upload it to the international version of epidemic prevention health code application.
    • Foreign passengers need to apply for declaration of health status with Chinese Embassy or consulate with abroad by providing the Covid-19 negative nucleic acid test certificate.
  • Entry by holders of diplomatic, service, courtesy or C visas will not be affected. Foreign nationals visiting China for emergency needs to apply for visas at Chinese Embassies or Consulates. Entry by non-Chinese nationals in the UK with visas issued after 3 November 2020 will not be affected.
  • The suspension is a temporary response necessitated by the current situation of Covid-19. The above-mentioned measures will be assessed in accordance with the evolving situation and any adjustment will be announced accordingly.
  • Airlines are responsible for checking the health code status and health status declaration before boarding. Passengers who do not meet the relevant requirements are not allowed to board. All airlines shall strictly perform this inspection procedures.
  • Passengers who provide false certificates or information shall be liable to legal ramifications.
  • The Chinese Embassy will carefully assess the capability of Covid-19 nucleic acid testing and detection in the respective host country and issue specific implementation measures when conditions are met.

  • Requirements for rapid antigen tests (RATs) to be undertaken by all travelers when entering the IOT
  • Travelers must have received their ‘up to date’ vaccinations (if they are eligible) and send through a copy of their up to date vaccination certificate.
  • The IOT COVID-19 subcommittee has determined it will now allow overseas travelers to come to the IOT, only if they have already spent 7 days in mainland Australia AND meet all other entry requirements for the IOT, including rapid antigen testing. Direct arrival for overseas travel to the IOT is not permitted at this stage. The subcommittee will carefully monitor these settings over coming weeks and review as needed.

Vaccinated travelers

  • Prior to arrival
    • Proof of full vaccination
      • A person is considered fully vaccinated 7 days after receiving the second dose of Moderna, Pfizer-BioNTech, AstraZeneca, or Novavax.
      • A person is considered fully vaccinated 28 days after receiving the dose of Johnson & Johnson (Janssen) vaccine.
      • When a traveler has completed a full vaccination (1 dose Janssen or 2 doses Pfizer / Moderna / Astrazeneca / Novavax ), a booster shot is required before travelling to French Polynesia if the last dose is 9 months or older. If the last dosage was prior to 9 months, and travel to French Polynesia is within 9 months, a booster shot is not required.
  • Children under 12 years old are exempt are exempt from declaring a compelling reason.
  • Free circulation upon arrival in the islands of Tahiti

Unvaccinated travelers

  1. EITHER a negative RT-PCR test carried out within 72 hours (3 days) of departure, or a negative Antigen test carried out within 48 hours (2 days) of departure. Travelers 11 years and under do not need a pre-departure Covid test. 
    - The test results must clearly state :
    • A negative result
    • Test type being RT-PCR or Antigen
    • Date test taken
    • Name of individual/passenger
    • The medical document must be issued by a Doctor, Hospital or Medical Clinic and must be presented to airline staff upon check-in prior to boarding the flight to French Polynesia
    • Antibody, Self-Testing, and Home Testing, are not accepted by the Health Authorities of French Polynesia and aircraft boarding will be denied.
       
  2. OR a certificate of recovery dated no earlier than 11 days after contamination by Covid-19 and the associated positive viral test result. The certificate of recovery is valid for six (6) months from the date of viral test.

 

No compelling reason for travel nor quarantine on arrival needed.

Please note: Children aged up to 11 years are not required to show the above documents and could travel with an accompanying adult who falls into the above categories.

BUSINESS FLIGHT RESTRICTIONS

  • All international visitors (non-U.S. citizen/non-U.S. immigrant) must meet the following requirements to travel into the United States by plane:
    • Fully vaccinated against COVID-19

BUSINESS FLIGHT RESTRICTIONS

Starting from 0.00am on May 9, all persons arriving at Hong Kong via Hong Kong International Airport (HKIA) from overseas places or Taiwan will be required to undergo a polymerase chain reaction (PCR) nucleic acid test by professional swab sampling as well as an RAT with professional specimen collection at the same time upon arrival under the "test-and-hold" arrangement at the Temporary Specimen Collection Centre (TSCC) at the airport. If the RAT result of the relevant person is negative, he or she can then proceed with immigration procedures, and upon the instruction of the staff on site be transferred by designated transport to DQHs where he or she will wait for the nucleic acid test result and undergo compulsory quarantine under closed-loop management. If the result of the nucleic acid test is also negative, the relevant quarantined person can continue his or her compulsory quarantine in DQHs. He or she will be subject to daily RATs as well as nucleic acid tests on the fifth and 12th days of arrival at Hong Kong.

The above mentioned arrangements will not be applicable to persons arriving via HKIA from the Mainland or Macao who are subject to home quarantine, those who come to Hong Kong under the Return2hk Scheme or the Come2hk Scheme and are thus exempted from compulsory quarantine, and other inbound persons who are not required to undergo compulsory quarantine in DQHs. These relevant inbound persons must undergo a nucleic acid test at the TSCC at the airport. They can only proceed with their immigration procedures upon confirmation of negative nucleic acid test results.

The HKRSA Government has announced the below updated policy.

  • Non-Hong Kong residents who have stayed in overseas places in the past 14 days will be allowed to enter Hong Kong from 1 May 2022, subject to the same boarding, quarantine and testing arrangements as Hong Kong residents (“the Relaxation”), see Annex and the COVID-19 thematic website (https://www.coronavirus.gov.hk/eng/inbound-travel.html). Same as Hong Kong residents, the period of compulsory quarantine for non-Hong Kong residents may be shortened to as few as 7 days.
  • Non-Hong Kong residents will be subject to the same boarding, quarantine, and testing arrangements as HKRs. The relevant persons are required to comply with all stringent inbound testing and quarantine requirements, including being fully vaccinated, undergoing pre-departure nucleic acid test with a negative result and the booking of DQHs, be subject to "test-and-hold" upon arrival, and be transferred to DQHs by designated transport to undergo compulsory quarantine, during which they will be tested multiple times.
  • All travelers including transit/ transfer travelers arriving from overseas places/ Taiwan have to present a negative result proof of a polymerase chain reaction (PCR)-based nucleic acid test for COVID-19 conducted within 48 hours before the scheduled time of departure of the aircraft.

Under the established immigration arrangements, Mainland residents traveling on People’s Republic of China passports, among others, may be permitted to land and remain in Hong Kong for 7 days without an entry permit while on transit. Accordingly, under the Relaxation, the Immigration Department may grant them permission to land and remain in Hong Kong, subject to their fulfilment of the normal immigration requirements. Please note that the actual length of the permission will be subject to the Immigration Department’s discretion.

The HKRSA Government has announced the below updated policy.

  • Starting March 29 at the Hong Kong International Airport, before travelers can check in for flights to the China Mainland or Macau, they will be subject to an additional rapid polymerase chain reaction (PCR)-based nucleic acid test.

With effect from 15 February 2022, all crew are not allowed to operate flights between Hong Kong and Mainland or Macao, if they

  • have operated flights (including turnaround flights) to/from places outside of Hong Kong, Mainland, and Macao; or
  • have a travel history to places outside of Hong Kong, Mainland, and Macao during the 14 days prior to their flight duties concerned.

 

For the purpose of this Clause, air crew’s travel history to places outside of Hong Kong, Mainland, and Macao prior to

  • 15 February 2022 or
  • the date on which a local airline put in place this crew segregation requirement (whichever is earlier) will not be counted.

HK Resident (With HK Permanent ID Card/ HKSAR Passport / HK ID Card plus VISA indicating that person has a “valid stay” in HK)& Non HK resident

      • Required to submit **additional documents3 prior to embarkation to aircraft arriving Hong Kong, provide vaccination record, undergo 7 days compulsory quarantine at home or a designated place and undergo 7 days self-monitoring after completion of compulsory quarantine.

Latest Testing and Self-Isolation Arrangement for Crew In regard of the latest testing and self-isolation arrangement for all air crew members effective from 01MAY2022, as shown in the table below, we would like to draw your immediate attention to remind all crew to strictly follow the conditions of arrival and subsequent self-isolation specified by the Department of Health.

Locally (Hong Kong) based & non-Local based air crew employed by a local airline

1. Must have completed a COVID-19 vaccination course. Is required to receive a 3rd vaccine dose (or equivalent) if eligible to receive additional dose(s) of vaccines.3

2. Not allowed to be on board a flight to/from the Mainland/Macau according to his airline’s roster, if he has been on board a flight (including a turnaround flight) to/from any place outside China or to/from Taiwan, China according to his airline’s roster during the 14 days prior to his boarding the flight to/from the Mainland/Macao concerned.

3. All locally based air crew members on board a flight to/from a place outside of Hong Kong according to their airline’s roster must be subject to the same period of self-isolation in a designated quarantine hotel (“DQH”) room or a place of accommodation, when they seek to enter the local community upon their arrival in Hong Kong. In other words, a locally based air crew member must not be arranged by his airline to be on board the same flight with another locally based air crew member who will be subject to a different period of self-isolation, when they seek to enter the local community upon their arrival in Hong Kong.

4. A locally based air crew member must not be arranged by his airline to be on board the same flight with a non-locally based air crew member employed by his airline, and vice versa.

Having Travel History in any place outside China or in Taiwan, China during the 14 days prior to arrival in Hong Kong

  • Local (Hong Kong based) crew
    • Required Document
      • Airline Company Declaration Letter for a local based crew.
    • Testing Requirements
      • Self-administered rapid antigen test2 (RAT), with specimen collected within 24 hours prior to the scheduled departure time of the flight to Hong Kong is required.   • Unvaccinated or partially vaccinated travelers shall undergo a RT-PCR test on the 4th day of quarantine. 
  • Travelers must show a card or certificate (physical or digital) stating that they are fully vaccinated against COVID-19. Travelers shall have received two doses of COVID-19 vaccine to be considered as fully vaccinated. The Indonesian government recognizes all types of vaccines. Travelers shall register their Covid-19 vaccine certificate at https://vaksinln.dto.kemkes.go.id/sign/in for access to indoor public places in Indonesia. 
  • The following rules apply to travelers unable to show a vaccine certificate on arrival:
    • a) Indonesian Citizens (WNI) can enter Indonesia and will be vaccinated upon arrival in Indonesia at the quarantine location 
    • b) Foreign Citizens (WNA) who meet the following requirements will be vaccinated upon arrival in Indonesia 
      • Foreigners between 6 - 17 years old 
      • Diplomatic Stay Permit/Official Stay Permit holders 
      • Has an invitation from Indonesian Ministry 
  • This does not apply to: 
    • a) Indonesian Citizens/Foreigners under 6 years old who meets the following requirements: - Accompanied by parent with proof of family relation - Show a negative RT-PCR results 
    • b) Diplomatic Visa / Official Visa holders related to state visits (min. Minister level) above and their entourage who make official/state visits. 
    • c) Foreigners who enter Indonesia under the Travel Corridor Arrangement (TCA) scheme, according to the principle of reciprocity while still implementing strict health protocols. 
    • d) Indonesian Citizens/Foreigners who are not yet or cannot be vaccinated due to medical reasons based on a statement letter from a medical specialist from a government hospital in their origin country

  • Travelers must possess an international health insurance with a minimum coverage of USD 25,000, including but not limited to COVID-19 related treatment and hospitalization in Indonesia
  • Proof of booking confirmation and payment for accommodations while in Indonesia is required.
  • Note: families with unvaccinated children must quarantine for 7 days, even if the children are not yet eligible for vaccination but unvaccinated children can travel with vaccinated adults.

  • New Japan entry procedures and requirement will start from 1500UTC on 28 Feb 2022.
  • All of NON-Japanese passport holders(Except re-entry or Japan residence holder) can apply Japanese Entry Visa which shows ‘’ M27’’ on visa. (Visa application starts again though it has been stopped long days) The previous issued visa which shows ‘’M19’’ can not be used even the person has it and expiry date shows. 
  • Visa application can be allowed for Business person and student which means NON sightseeing travelers. ‘’M27’’ visa can be allowed maximum 90 days. Unfortunately, business track is not back on yet. 
  • How to apply the visa. 
    • Please apply ‘’ERFS’’ which is Entrants, Returnees Follow-up System and it must be applied by or through Japanese company. It means receiving party in Japan. Website is https://entry.hco.mhlw.go.jp/ This website only for Japanese language because Japanese local sponsor needs to be applied first. 
      •     1. If the application will be completed by Japanese company, the applier will receive a confirmation letter or a receipt of this application. 
      •     2. The applier needs to forward the letter to the person who needs apply the M27 visa. 
      •     3. If the person receives the letter from the local receiving party, the person can apply Japanese M27 visa at Japanese embassy in their country.

This measure does not apply to foreign nationals who departed from overseas before 00:00 am (JST) on December 2, 2021 and arrive in Japan after the time.
  • Japanese citizens and eligible residents entering Japan must produce a certificate of negative result of COVID-19 tests conducted within 72 hours prior to departure. They are required to receive the COVID-19 test at the time of entry, and also to stay 14 days at a location designated by the quarantine station chief (own residence etc.) and to refrain from using public transportation in Japan.

  • With effect from 00:00 of 7 October 2021, prior to boarding a non-stop flight or the first flight of an interline itinerary for Macao from overseas places:
    • 1. Individuals travelling from extremely high-risk countries (Bangladesh, Brazil, Cambodia, India, Indonesia, Iran, Nepal, Pakistan, Philippines, Russia, South Africa, Sri Lanka, Tanzania, Turkey) must present a proof of three negative COVID-19 nucleic acid tests within seven days (each at least 24 hours apart, with the last test performed no earlier than 48 hours before boarding);
    • 2. Individuals travelling from other countries must present a proof of negative COVID-19 nucleic acid test taken within 48 hours;
    • 3. Individuals aged 12 or above must also present a certificate certifying that they have completed the whole course of COVID-19 vaccination for 14 days, or that they are unfit for COVID-19 vaccination.
  • Individuals wishing to enter any boundary crossing checkpoint building in Macao, intending to leave the city, will after the stroke of midnight on 6 October be required to present a nucleic acid test certificate – issued within 24 hours of intended departure – proving they are ‘negative’ for COVID-19 infection.
  • Novel Coronavirus Response and Coordination Centre announces that from 1530LT of 3 August 2021, all outbound travelers must hold a proof of negative nucleic acid test within 24 hours.
  • In response to the disinfection requirements from the Macau Government, AACM and Airport authority to prevent the spread of epidemic, for all arrival flights excluding those from low-risk area and s, disinfection of the aircraft shall be performed prior to passenger boarding, while complying with the guideline stated in the WHO “Guide to Hygiene and Sanitation in Aviation (3rd edition) – Guideline 3.6” or ICAO “Take-off: Guidance for Air Travel through the COVID-19 Public Health Crisis (3rd edition) – Module 2”.     • - Visited other foreign country within the past 21 days prior to arrival - Need to present negative Covid19 nucleic acid certificate within 48 hours + 21 days or 28 days(if tested positive for serologic testing)of centralized isolation medical observation and 7 days of self-health management. Those aged 12 or above will be additionally required to present a document certifying either least 14 days prior to boarding their flight, or that they are not suitable to be recipients of any COVID-19 vaccine.
  • All those undergoing a health self-management will be required, at the end of the designated period, to take a nucleic acid test showing freedom from COVID-19 infection. Only upon successful completion of such a test, will the self-management period be deemed to be concluded. Meanwhile, they will be issued with a “yellow” Macau Health Code digital certificate. Should anyone wish to leave Macau prior to the completion of their period of health self-management, they would need to obtain a certificate-issued within 48 hours of intended departure-proving they have tested negative from COVID-19 infection, and follow any other requirements imposed by their chosen destination.

    • (a) they have completed prescribed dose(s) of a COVlD-|9 vaccine (approved by World Health Organization Emergency Use Listing (EUL) or Maldives Food and Drug Authority), and at least l4 (fourteen) days have passed after the completion of the prescribed dose(s), and
    • (b) hold a negative result for a nucleic acid test (PCR test for COVID- l9 with sample taken at most 72 (seventy-two) hours before departure from the first port of embarkation.

 

  • According to Maldives Health Protection Agency, effective July 26, 2021, all tourists are required to hold a valid negative PCR test result from a sample taken 96 hours or less prior to embarkation in Maldives. This requirement is not mandatory for children below the age of one.
  • All tourists should hold a negative PCR test result from a test taken within 72 hours of checking-out of a guesthouse from any inhabited island.
  • If any members of the travel party test positive, the person who tests positive will be placed in isolation for 14 days at their expense and the rest of the family will be placed in quarantine for 14 days at their expense.

  • lf the passenger makes a transit during the journey; the initial PCR test will be valid if the transit does not exceed 24 hours.
  • lf a passenger makes a transit exceeding 24 hours, the passenger must take a repeat PCR test within 96 hours prior to embarkation at the port of transit.
  • The following category of passengers are required to undergo mandatory home quarantine for 14 (fourteen) days in their place of residency or work. Such passengers must obtain a COVID- l9 negative PCR Test result before they are released from home quarantine.
    • a) Special Visa Holders whose duration of stay in the Maldives will be more than 7 (seven) days

  • Maldivian citizens and Work Visa holders travelling to the Maldives are required to undergo mandatory home quarantine for l0 (ten) days in their place of residency or work.
  • Tourists are allowed entry without quarantine upon arrival.
  • Travelers who test positive (regardless of vaccination status) and are asymptomatic are required to quarantine for 7 days at their own expense from the date the testing sample was taken.  If symptomatic, the quarantine period will end 24 hours after the COVID-19 positive person stops showing symptoms.
  • Travelers who are fully vaccinated but have had contact with someone who tests positive for COVID-19 will have two options:  
    • 1) 10-day quarantine at their own expense from the last date of contact with the COVID-19 positive patient.  If the direct contact does not show symptoms after 10 days, they will automatically be released from quarantine.  No further testing is required.  
    • 2) 5-day quarantine at their own expense from the last day of contact with the COVID-19 positive patient, followed by a negative PCR test.  
  • Travelers who are not fully vaccinated and test positive for COVID-19 must undergo 14 days of quarantine at their own expense and then receive a negative COVID-19 test result to be released from quarantine.   
  • Travelers who are required to quarantine must pay for their own extended stay.  You should reconsider travel to Maldives if you do not have sufficient funds to cover any additional quarantine period.

Travelers are encouraged to fill out their health declaration form prior to arrival at www.staysafecnmi.com. For inbound travelers whose final destination is either Rota or Tinian, their 5th-day test will be scheduled in their respective final destination’s health center. 
  • Unvaccinated travelers should quarantine at home for at least five (5) days and wear a well-fitted mask if they must be around others. Unvaccinated travelers are required to get tested five (5) days after arrival at a Community-Based Testing (CBT) site. If the traveler receives a positive result, the traveler must isolate for an additional five (5) full days. For inbound travelers whose final destination is either Rota or Tinian, their 5th-day test may be scheduled at their respective final destination’s health center. 
  • Fully vaccinated travelers should continue to wear a well-fitted mask if they must be around others and if they develop symptoms, should get tested at least five (5) days after arrival. Fully vaccinated travelers wishing to avail of 5th-day testing must register at a Community-Based Testing site.
  • Fully vaccinated individuals are responsible for uploading onto their health declaration form proof of completing a COVID-19 vaccine series. The vaccination record must include the following information: vaccine administrator, recipient’s name, recipient’s date of birth, vaccination site, vaccine name, vaccination administration date, lot number, and vaccine expiration date. 
  • For travelers vaccinated outside the CNMI, in addition to the CDC Vaccination Record Card, an official immunization record or an attestation statement may be required by the CHCC, Communicable Disease Investigation/Inspection team. The attestation statement confirms that the information provided in the health declaration form is true and is subject to CNMI laws that may lead to criminal fines. For individuals who were vaccinated in the CNMI, vaccination records from the CHCC will be used to verify vaccination status. 
  • Unvaccinated crew/pax will not need to be tested if they are leaving with the five (5) day period.

Home isolation protocols are available if an individual can provide evidence that they can home isolate safely for 10 days, without putting others in the household at risk of infection. If it is determined that the individual cannot safely isolate at home (e.g., they live with a family member who has underlying health conditions or is immunocompromised), isolation at the designated government facility will be ordered. 
  • The new COVID-19 Community Center (CCC) located at the Koblerville Youth Center is open to serve the community of Saipan seven (7) days a week including holidays, from 8:00 a.m. to 4:00 p.m. 
  • The CCC is a hub where individuals can obtain their COVID-19 results, get confirmatory testing done (after referral from DFEMS or a private clinic), get assessed for monoclonal antibody treatment, and obtain guidance on all COVID-19 matters, including what to do if they are a close contact of a positive patient. 
  • Individuals requesting test results from the community-based testing hosted at PIC may call the following numbers: (670) 785-9972, 785-9973, 785-9970, 785-9968, 785-9966. 
  • Individuals identified as positive cases and seeking COVID-19 monoclonal antibody treatment can be assessed at the CCC, and may either receive the treatment at the CCC or be referred to the Alternative Care Site at Kanoa Resort. 
  • The CHCC and the Governor’s COVID-19 Task Force highly encourage unvaccinated individuals to get vaccinated or get a booster shot against COVID-19 to help prevent severe illness, hospitalization, and death. Data from small clinical trials show that vaccine effectiveness against COVID-19 infection is waning after the primary series, but protection remains high against severe disease and hospitalization.   • “Vax verified” individuals are individuals who have uploaded onto their health declaration form proof of completing a COVID-19 vaccine series. For individuals who were vaccinated in the CNMI, vaccination records from CHCC will be used to verify vaccination status. For individuals who were vaccinated elsewhere, they will have to provide an official immunization record from their vaccine provider that must include the following information: vaccine administrator, recipient’s name, recipient’s date of birth, vaccination site, vaccine name, vaccination administration date, lot number, and vaccine experiation date. Before entering the CNMI, all travelers are encouraged to fill out the mandatory health declaration form at https://governor.gov.mp/covid-19/travel for faster processing. All travelers are required to show up to their scheduled 5th-day test. Should any individual test positive during any test, they will be isolated at the government quarantine facility. Because 70% of the CNMI’s eligible population have completed their COVID-19 vaccine series, the CHCC and the task force urge residents to practice the 3 Ws (wear a mask, wash your hands, watch your distance) when interacting with individuals whose vaccine status is undetermined. 
  • Travelers applying for any modified quarantine may receive an application decision after they arrive and may be required to quarantine at the designated government facility pending approval. It is recommended to apply at least 72 hours prior to arrival into the CNMI, as requests are processed in the order of receipt and validation. 
  • The CNMI is reminded to watch out for misinformation and to follow updates directly from the Governor’s COVID-19 Task Force and the CHCC. The spread of misinformation is just as dangerous as the virus itself. Consider registering for COVID-19 vaccinations at www.vaccinatecnmi.com, by calling the CHCC call center at 682-SHOT (7468), or registering in person at any vaccination site. Upon arrival, Rapid Antigen Testing will be conducted for all direct flight from Europe, minimum of 50% flights from KSA/UAE and Qatar.   • Category B and C country list are abolished starting from Jan 5th, 2022.
  • It shall be mandatory for all passengers travelling to Pakistan to download and install PASS TRACK app from the Google Play Store / Apple Store and enter their personal details as required. The airlines shall ensure that the passengers have uploaded their information on the app or have a printed copy of uploaded information generated by the app prior to issuance of boarding passes at point of original embarkation. Those passengers who do not have android / Apple phones shall enter their data on the web portal (https://passtrack.nitb.gov.pk/login). Passengers who prefer to upload their data on the web portal shall be required to provide paper print of the same prior to obtaining boarding pass at the airport of original embarkation. Passengers shall be required to capture the image of their RT-PCR test (if done) and upload it on the app or web portal.
  • Following passengers shall be exempted from the fully vaccination requirement but need to possess a negative PCR test result 72 hours prior to the departure.

BUSINESS FLIGHT RESTRICTIONS

  • Vaccination. Travelers must submit proof of complete COVID-19 vaccination with final dose administered at least fourteen (14) days prior to departure to the Republic. Vaccine received must be approved or authorized for emergency use by either the US Food and Drug Administration (FDA) or the World Health Organization (WHO). Palau also accepts the Medigen vaccine authorized by the Republic of China – Taiwan’s health authorities. *For commercial air travel, travelers must submit proof to the airline.
  • Negative COVID-19 PCR Test or Documentation of Recovery. All Travelers must also provide proof of either:
    • A negative result of a COVID-19 PCR test (any type of PCR test, including NAAT, RT-PCR, PCR, RT-LAMP, TMA, molecular test, isothermal amplification, ddPCR, or CRISPR), and such test must be taken within three (3) days prior to departure from the point of origin to the Republic; or
    • Documentation of recovery from COVID-19 which includes proof of a recent positive viral test and a letter from a healthcare provider or a public health official stating that you have recovered and are cleared to travel.
  • Testing and Mitigation Orders After Arrival. All Travelers shall be COVID-19 tested on the fifth (5th) day following their arrival to the Republic and are required to follow the Mitigation Orders issued upon arrival.
  • Authorized Jurisdictions are those that have been approved by the President of the Republic to establish travel to the Republic of Palau under special conditions. Residents of Authorized Jurisdictions may be exempted from Section (1)(A) above and travel to Palau upon the following conditions:
    • Submit a negative result of a COVID-19 PCR test (any type of PCR test, including NAAT, RT-PCR, qPCR, RT-LAMP, TMA, molecular test, isothermal amplification, ddPCR, or CRISPR), and such test must be taken at the airport up to five (5) hours before departure from the Authorized Jurisdiction; and
    • No travel history to destinations outside of the Authorized Jurisdiction within the last 14 days prior to departure from the Authorized Jurisdiction; and
    • No prior history of COVID-19 infection, no close contact with any person who is under investigation for COVID-19, no close contact with laboratory-confirmed COVID-19 case, and no person under a self-isolation, home quarantine, or self-monitoring order for the last two months; and
    • All Travelers shall be COVID tested on the fourth (4th) day following their arrival to the Republic
  • Private and charter vessel travelers must submit proof of vaccination at least 96 hours before departure and test results within 24 hours of departure to MHHS for verification. 

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

In such cases, any crew member disembarking such vessel shall be quarantined for an appropriate period or until the vessel is repaired and ready to depart Palau, at which time quarantined crew members may be permitted to re-board their vessels. Crew members of such disabled vessels shall be securely transported to and from official quarantine facilities, and at no time shall any crew member be permitted to contact the general population without completing the appropriate period of mandatory quarantine.

 

QUARANTINE REQUIREMENTS

  • The isolation of persons infected by COVID-19 is hereby authorized as follows:
    • Any person proven or strongly suspected to be infected with COVID-19 shall be isolated for a period up to fourteen (14) days either at an isolation facility or at home at the discretion of the Director of Public Health; and
    • Infection may be proven or strongly suspected based on a presumptive test result, and/or a confirmatory test result by means of authorized assays for viral testing include those that detect SARSCoV-2 nucleic acid or antigen.
    • Isolation Facilities: The Alternate Care Site (ACS) at Kalau Gym in Meyuns, Koror shall be the primary Isolation and care Facility for non-critical infected persons. The isolation rooms of Belau National Hospital shall be reserved for infected persons in need of critical care. The Ministry of Health (MOH) shall identify other appropriate and adequate facilities, either public or private property to be designated as Isolation Facilities for COVID-19 infected persons as necessary.
  • The quarantine of persons exposed to COVID-19 is hereby authorized as follows:
    • Any person determined to have been exposed to COVID-19 shall undergo mandatory quarantine for a period up to fourteen (14) days, unless otherwise specified below; and
    • Any person who has had direct contact with a person infected by COVID-19 shall be considered to have been exposed to COVID-19 and quarantined for a period up to fourteen (14) days; and
    • Any person who has had indirect contact with COVID-19, such as contact with potentially contaminated surfaces, may be considered to have been exposed to COVID-19 and quarantined for an appropriate period; and
    • Any person who has had indirect contact with a person who has been exposed to COVID-19 may be considered to have been exposed to COVID-19 and quarantined for an appropriate period.
    • MOH shall identify appropriate and adequate facilities, either public or private property, to be designated as Quarantine Facilities for exposed and potentially exposed persons.
    • If any quarantined person is found to be infected, that person shall be promptly relocated to an appropriate isolation facility, which may include the individual’s home if determined appropriate by the Director of Public Health.

BUSINESS FLIGHT RESTRICTIONS

  • On June 11, the Central Epidemic Command Center (CECC) announced that strict border control measures will remain in force during the effective period of the nationwide Level 3 alert in order to alleviate the burden of the testing capacity and medical resources as the COVID-19 situation in Taiwan is not stable.
  • Border control measures are listed below.
    • A. Non-R.O.C. nationals without a valid Alien Resident Certificate (ARC) are temporarily barred from entry; exceptions may be made on a case-by-case basis for individuals who obtain entry permission for emergency or humanitarian reasons.
    • B. Transit travelers are temporarily barred from entry.
  • Those measures will be adjusted by the CECC on a rolling basis based on the status of the pandemic at home and abroad and the effectiveness of COVID-19 control measures implemented in the community.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stop for refueling is allowed with Crew able to leave the aircraft for refueling, but not Pax, all services are available normally. We'd suggest performing such tech-stop operations at RCSS as it is more GA friendly.
  • RESTRICTION FOR LAYOVER CREW 
    • As mandated by the Foreign Crew Transit Program, the crew must stay in Sheraton Taoyuan Hotel designated by the government as transit crew for resting purposes and self-isolate in the rooms until next departure. Per government requests, the hotel is the only one that can provide quarantine rooms for the foreign crew.  
    • The hotel fee is NTD$ 12000/ per room per night (Superior Room including three meals). EATC can assist with room booking.  
    • Crew also need to be transported by designated vehicle and our supervisor will escort them to the hotel per government request.  
    • And the escort service will charge an additional NTD$6,000 / per Arrival per Departure (Ground transportation fee NOT included).

 

QUARANTINE REQUIREMENTS

  • On December 27, the Central Epidemic Command Center (CECC) announced that starting 00:00 on January 4, 2022 (departure date), the 3-day period of a COVID-19 RT-PCR test report required for inbound passengers prior to boarding will be changed to "two days," which will be calculated based on the "specimen collection date" instead of the test report date; the newly revised two-day period will be based on the incoming flight's scheduled departure time at the place of departure, that is, counting two calendar days backwards from the incoming flight's scheduled departure time (excluding the flight date). Passengers are urged to ensure their COVID-19 RT-PCR test report meets the above-mentioned requirements before boarding.
  • On February 24, the Central Epidemic Command Center (CECC) announced that quarantine for all arrivals will be reduced to 10 days starting 00:00 on March 7, 2022 (incoming flight's scheduled arrival time in Taiwan), and changes to related measures are listed below. 
  • A. Required quarantine period and quarantine location: 
    • a. The number of days an arrival should quarantine will be shortened to 10 days, and the day of arrival counts as Day 0; a seven-day self-health management will be required starting the 11th day. 
    • b. The arrival should quarantine at home or a residence of his or her family or friends, and the principle of one person per residence should be observed. If the principle of one person per residence cannot be followed, the arrival should complete the 10-day quarantine at a quarantine hotel. 
    • c. Family members/household members who arrive on the same day may choose to quarantine together in their home or a residence of their friends or family or they may stay in the same quarantine quarter depending on their willingness and room types of the quarantine hotel where they stay. However, due to the space of single rooms, it is not recommended that more than two people share a room. 
  • B. Testing measures: 
    • a. PCR testing (a total of two tests): 
      • 1. Arrivals will undergo a PCR test upon arrival (Day 0) as currently required. 
      • 2. Before the end of quarantine (the 10th day of quarantine), arrivals will undergo another PCR test at a hospital or a location arranged or designated by their local government. Those testing negative should continue to practice a seven-day self-health management after being released from quarantine. 
  • On January 10, the Central Epidemic Command Center (CECC) announced that as the variant Omicron spreads rapidly around the world, starting 00:00 on January 11, 2022 (incoming flight scheduled arrival time), quarantine measures for arrivals will be adjusted as follows to reduce the threat posed by COVID-19 to domestic epidemic prevention efforts. Arrivals are urged to cooperate with the following measures: Travelers arriving in Taiwan on long-haul flights between the country and the Americas, Europe, the Middle East, New Zealand, and Australia will be required to undergo a government-funded rapid RT-PCR test when their flight touches down. Travelers’s testing negative can then proceed to customs and immigration and should take a quarantine vehicle to a quarantine hotel/government quarantine facility where they will complete quarantine; those testing negative will be transported to a designated hospital by ambulance on the airside of the airport after designated personnel complete document inspection.
  • On January 19, the Central Epidemic Command Center (CECC) announced that due to the escalating coronavirus situation in India and Southeast Asia and to prevent the virus from entering Taiwan, the testing measure required for travelers upon arrival will be expanded to travelers arriving on flights from India and Southeast Asia (the Philippines, Cambodia, Thailand, Vietnam, Myanmar, Indonesia, Malaysia and Singapore) starting 00:00 on January 20, 2022. 
  • Travelers testing negative can proceed to complete entry procedures and should take a quarantine vehicle to a quarantine hotel/government quarantine facility where they will complete quarantine; those testing positive will have their passports and entry documents inspected by designated personnel before being transported to a designated hospital or a government quarantine facility/enhanced quarantine hotel from the airside of the airport by ambulance.
  • On March 19, the Central Epidemic Command Center (CECC) announced that starting 00:00 on March 22 (incoming flight's arrival time), travelers arriving in Taiwan on flights from Korea will be required to undergo testing upon arrival, and those testing positive will be transported to a designated hospital or a government quarantine facility/enhanced quarantine hotel. The CECC made the decision to implement the measure as the COVID-19 situation in Korea remains severe and the country's number of daily new cases is the highest worldwide.
