Hong Kong - Open with Restrictions 09/26/2022

HONG KONG

Date:                            25th September 2022

Subject:                       Latest Country Restrictions

STATUS:                    OPEN WITH RESTRICTIONS

BUSINESS FLIGHT RESTRICTIONS

  • The Government announced on September 23 the lifting of compulsory quarantine requirement for inbound persons from overseas places or Taiwan starting from September 26, after analyzing scientific data and striking a balance among factors such as transmission risks. The arrangement for inbound persons from the Mainland or Macao will be rationalized at the same time.
  • Starting from 6am on September 26, the boarding requirements and quarantine arrangements for inbound persons will be adjusted as follows:
  • Arriving at Hong Kong from overseas places or Taiwan
    • Presentation of a negative nucleic acid testing report prior to boarding will no longer be required. Instead, a declaration of the negative result of a self-arranged rapid antigen test (RAT) conducted within 24 hours prior to the scheduled time of departure should be made via the online Health & Quarantine Information Declaration of the Department of Health.
    • Boarding requirement of having completed vaccination for Hong Kong residents will be lifted. Non-Hong Kong residents aged 12 or above will still be required to be fully vaccinated or have obtained a medical exemption certificate before they are allowed to board a flight for Hong Kong.
    • "Test-and-go" arrangement will be implemented at the Hong Kong International Airport, i.e., inbound persons will not be required to wait for the test result at the airport after undergoing specimen collection for the nucleic acid test. They can take public transport or self-arranged transport to return to their home or their hotel of choice.
    • Quarantine arrangement upon arrival at Hong Kong will be changed to "0+3", i.e., no compulsory quarantine will be required. There will be three days of medical surveillance during which inbound persons are free to go out but are obliged to comply with Amber Code restrictions under the Vaccine Pass, followed by a four-day self-monitoring period, making it a 7-day observation period in total.
    • Nucleic acid tests at community testing centers, mobile testing stations or other recognized institutions on Day 2, Day 4 and Day 6 (the day of arrival is Day 0) will be required upon arrival at Hong Kong, supplemented by daily RATs from Day 1 to Day 7.
    • For inbound persons who are tested positive by nucleic acid tests or RATs, their Vaccine Pass will be converted to a Red Code. Their isolation arrangements will be aligned with that for local cases.
    • For persons who arrived at Hong Kong before September 26 and are still undergoing quarantine at Designated Quarantine Hotels (DQHs) (i.e., persons who arrived at Hong Kong between September 23 and 25) on that day, they are allowed to leave as arranged by DQHs on September 26. Persons who arrived at Hong Kong within three days (i.e., persons who arrived at Hong Kong between September 24 and 26) will still be required to undergo medical surveillance and be subject to Amber Code restrictions.
  • Rationalizing requirements for inbound persons from Mainland or Macao
    • The Government will rationalize concurrently the requirements for inbound persons from the Mainland or Macao who have no travel history of overseas places or Taiwan in the seven days prior to arrival at Hong Kong. As such, the Return2hk Scheme and Come2hk Scheme will be extended to cover all places in the Mainland and Macao with no quota restriction. Advanced application and nucleic acid test before arrival at Hong Kong are also not required. In other words, inbound persons from the Mainland or Macao will not be required to undergo home quarantine after arriving at Hong Kong. However, they will still need to undergo nucleic acid test on Day 2 and be subject to self-monitoring in the three days after arrival at Hong Kong.
    • For persons who arrived at Hong Kong earlier and are undergoing home quarantine, they will no longer be required to undergo home quarantine from September 26 onwards and can then remove their electronic wristbands.
  • Further details can be found in the following HKSARG press release:
  • No changes to crew entry for overnight stay.
    • Locally (Hong Kong) based & non-Local based air crew employed by a local airline
      • 1. Must have completed a COVID-19 vaccination course. Is required to receive a 3rd vaccine dose (or equivalent) if eligible to receive additional dose(s) of vaccines.3
      • 2. • 3. All locally based air crew members on board a flight to/from a place outside of Hong Kong according to their airline’s roster must be subject to the same period of self-isolation in a designated quarantine hotel (“DQH”) room or a place of accommodation, when they seek to enter the local community upon their arrival in Hong Kong. BUSINESS FLIGHT RESTRICTIONS

  • On June 11, the Central Epidemic Command Center (CECC) announced that strict border control measures will remain in force during the effective period of the nationwide Level 3 alert in order to alleviate the burden of the testing capacity and medical resources as the COVID-19 situation in Taiwan is not stable.
  • Border control measures are listed below.
    • A. Non-R.O.C. nationals without a valid Alien Resident Certificate (ARC) are temporarily barred from entry; exceptions may be made on a case-by-case basis for individuals who obtain entry permission for emergency or humanitarian reasons.
    • B. Transit travelers are temporarily barred from entry.
  • Those measures will be adjusted by the CECC on a rolling basis based on the status of the pandemic at home and abroad and the effectiveness of COVID-19 control measures implemented in the community.

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Tech stop for refueling is allowed with Crew able to leave the aircraft for refueling, but not Pax, all services are available normally. We'd suggest performing such tech-stop operations at RCSS as it is more GA friendly.

Per government requests, the hotel is the only one that can provide quarantine rooms for the foreign crew.

    • And the escort service will charge an additional NTD$6,000 / per Arrival per Departure (Ground transportation fee NOT included).

QUARANTINE REQUIREMENTS

  • On July 7,2022, the Central Epidemic Command Center (CECC) announced that it will increase the total number of arrivals allowed entry every week to 40,000 beginning today and that, effective from 00:00 on July 14 (incoming flight's scheduled arrival time in Taiwan), R.O.C. nationals and Alien Resident Certificate holders will be exempt from providing a result of a PCR test taken within two days of flight schedule time. However, those who test positive for COVID-19 abroad must wait over seven days from the specimen collection date to take a flight to Taiwan in order to maintain safety on the flight and epidemic prevention efforts in the community.
  •  The CECC stated that requirements with regard to the quarantine period, location, testing, home quarantine, and the self-initiated epidemic prevention period for arrivals remain unchanged, which are listed below:
  •  I. Quarantine period and location:
    •  A. The day of arrival counts as Day 0; a three-day quarantine and four-day self-initiated epidemic prevention following the end of quarantine are required.
    •  B. Epidemic prevention rules to follow during the self-initiated epidemic prevention period:
      •  1. Avoid going outside unless necessary.
      •  2. A negative result from an at-home rapid test taken within two days should be presented if an arrival needs to go out to work or buy daily necessities.
      •  3. Masks must be worn at all times when outside and social distancing must be maintained.
      •  4. An arrival fulfilling business contractual obligations may go to work, conduct site visits, give a speech, or have a meeting, provided that a mask must be worn at all times when outside and social distancing must be maintained.
      •  5. Masks must be worn at all times and social distancing must be maintained at work; masks can be temporarily removed when dining and should be put on after finishing dining.
      •  6. Avoid going to crowded venues or contact with nonspecific persons.
      •  7. An arrival fulfilling business contractual obligations may dine alone or with specific persons in a separate space in a restaurant, provided that table dividers must be installed, or social distancing must be maintained.
      •  8. non-urgent medical services or examinations should be postponed.
    •  C. An arrival should observe the rule of one person per residence in his or her quarantine location or stay in a quarantine hotel; in principle, the arrival should undergo the three-day quarantine and four-day self-initiated epidemic prevention in the same location. Furthermore, in consideration of shared living arrangements for migrant workers, fishermen, and students as well as their higher risk of cluster infection, regulatory authorities of respective businesses continue to be responsible for asking such individuals to complete their self-initiated epidemic prevention period in their quarantine location and not to attend classes, work, or go out unless necessary during the period.
  •  II. Testing measures:
    •  A. PCR testing: deep-throat saliva samples will be collected from arrivals for PCR testing at the airport/port of entry on the day of arrival (Day 0).
    •  B. At-home rapid tests: two rapid test kits will be given to arrivals aged 2 and older by workers at international airports/ports upon arrival; arrivals can use the test kits when symptoms occur during quarantine and before they go out for the first time during the self-initiated epidemic prevention period.
