  • Additionally please find below Regulations for Crossing the Georgian Border in connection with the COVID-19 pandemic.
  • According to the amendments made to the Resolution N322 of the Government of Georgia on October 21, 2020 on the approval of the rules of isolation and quarantine, Georgian nationals, as well as their family members, will be placed in self-isolation for 8 days, according to the following rules:
    • A person arriving from a foreign country must present at the border checkpoints a document confirming the PCR examination conducted during the last 72 hours before the visit to Georgia, after which he/she will be subject to self-isolation;
    • If the person fails to submit the document confirming the PCR examination , he/she will be subject to mandatory quarantine;
  • The same rule applies to nationals and permanent residence permit holders of the following states when traveling by air from the same countries: Kingdom of Spain, Grand Duchy of Luxembourg, Kingdom of the Netherlands, Republic of Poland, Republic of Portugal, Romania, Republic of Greece, Kingdom of Sweden, Republic of Croatia, Republic of Italy, Republic of Cyprus, Republic of Slovenia, Republic of Iceland
  • This rule does not apply to international students. They are required to submit a document confirming the PCR examination conducted during the last 72 hours before the visit to Georgia and a 12-day quarantine, at their own expense.   • Except for the above mentioned categories, the restriction on entry to Georgia does not apply to:
    • Representatives of diplomatic missions and international organizations accredited to Georgia and their family members;

    • Persons arriving in Georgia as part of humanitarian mission – if trip of such mission (doctors, volunteers, etc.) to Georgia becomes a necessity;
    • Individuals who have been granted the status of stateless person by respective authorities of Georgia.
    • Individuals holding status-neutral ID card or travel documents;  
    • Individuals having a refugee status in Georgia;
    • Members of official delegations (will be decided on a case-to-case basis).  
    • Train and truck drivers, involved in transport of goods and services and airplane crew.

  • For crew members there are special exemptions, They cannot leave their hotel rooms till the DEP.
  • The following are not subject to isolation/quarantine when entering Georgia:
    • Members of official delegations of foreign countries / international organizations arriving in Georgia on an official visit - they must present at the border checkpoints a document confirming the PCR examination conducted during the last 72 hours before the official visit;
    • Nationals and permanent residence permit holders of the Federal Republic of Germany, the French Republic, the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia if traveling by air to Georgia from the same countries.
  • The above-mentioned persons must present at the border checkpoints a PCR examination certificate conducted during the last 72 hours before entering Georgia or undergo a PCR examination at their own expense upon entering.
  • They will only be subject to isolation/quarantine if they have traveled outside 5 EU countries* in the last 14 days or if a PCR examination shows a positive result for a new coronavirus. Travel information must be entered in a special e-form to be filled out before departure.

BUSINESS FLIGHT RESTRICTIONS 

  • Authorities maintain a list of over 30 countries with stable COVID-19 activity whose citizens can enter Kyrgyzstan without restrictions. Restriction does not affect the following flights: aircraft in state of emergency, cargo flights, tech stops, and humanitarian/medevac/repatriation flights.
  • The list includes Russia, Kazakhstan, Belgium, Germany, the UK, Ireland, Italy, Turkey, Portugal, South Korea, Georgia, Azerbaijan, Armenia, Turkmenistan, Iceland, Lativa, Lithuania, Liechtenstein, Luxembourg, Switzerland, Seden, Qatar, United Arab Emirated, China, Malaysia, Pakistan, Sloveia, Kuwait, and Japan. The availability of flights remains dependent on COVID-19 travel restrictions in the listed countries.
  • Most nonresident foreign nationals from countries not on the list remain banned from entering Kyrgyzstan; exceptions include student visa holders, travelers seeking urgent medical attention, and travelers entering the country to attend the funeral of a close relative. All passengers will likely be subject to health screenings, including a temperature check.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  •  All crew regardless of their nationalities can stay by using GD for 7 days (as an operating crew). However the approval of letting the crew to stay for overnight with the possibility of going to the hotel or to leave the aircraft (crew or pax) as well to approve the landing permit is given by the government and by the local aviation authorities.  Crew does not  have quarantine requirements.

 

 

QUARANTINE REQUIREMENTS

  • All nonresident foreign nationals remain indefinitely barred from entering the country via all ports of entry, including overland border crossings and airports. Kyrgyz citizens and foreign nationals can leave the country. Freight traffic remains unrestricted. All passengers could be put in quarantine facility or hotel for 14 days. Affected countries include, but are not limited to, Belgium, France, Germany, Italy, Iran, Norway, South Korea, Spain, Sweden, Switzerland, the Netherlands, the UK, and the US.
  • Quarantine Details is required for length of stay, up to 14 days
  • Negative PCR test is required for crew and passengers with 72 hours validity.

BUSINESS FLIGHT RESTRICTIONS

  • Ukraine Government took a Resolution to open checkpoints at Ukrainian airports and allow entry for foreign citizens, who are not citizens of countries with a high spread of COVID-19 and have not been on the territory of such states for the past 14 days.
  • In accordance with the requirements of this Resolution it is forbidden for foreigners to cross the state border without insurance policy related to the treatment of COVID-19.
  • Any special issue should be double-checked with local agent and CAA.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • No restrictions for technical refueling. Most of the airports had re-opened.
  • Operating crew coming from red zone can avoid observation staying for not more than 48 hours.
  • Any special issue should be double-checked with local agent and CAA.

 

QUARANTINE REQUIREMENTS

  • Ministry of Health provided "List of States with a significant spread of COVID-19". Please see attached.
  • As advised by Border Force officers - all persons who are coming from the red zones will require 14 days self-isolation.
  • If a traveler comes from green zone country and can prove his stay in green zone country for the past 14 days, he may be exempted from 14 days self-isolation.
  • However, a traveler that came from red zone, completed needed formalities for self-quarantine or observation (registration in "ActAtHome/Dii Vdoma" app on a phone with Ukraine sim card number is needed) and crossed the border, can take an official COVID-19 PCR test in nearest lab or clinic that provide such service in the city at his earliest convenience. If test result is negative a person is freed from mandatory quarantine requirement.
  • Also, a person can be free from self-isolation in Ukraine in case he/she has a negative test result for COVID-19 by PCR, which was passed no later than 48 hours before crossing the Ukrainian border (starting from 1/08/2020). Installing app "ActAtHome/Dii Vdoma" is required.
  • Children under 12 years are free from self-isolation.
  • ***The removal procedure from self-isolation with a foreign test result is not defined.
  • Please keep in mind that this means this option still depends on border officer decision on the spot.
  • Meaning whether he would find PCR test presented when crossing border suffice in terms of time passed and legitimacy or not.

BUSINESS FLIGHT RESTRICTIONS

  • The government of the republic of Uzbekistan temporarily suspended  regular passenger air transport to/from Uzbekistan until 15.08.2020. except for chartered passenger and chartered cargo and regular cargo flights subject to the following conditions:
    • Passengers arriving from countries within the 'red' zone citizens of Uzbekistan and stateless persons with permanent residence will be placed in mandatory 14-day quarantine. at the same time, they will be quarantined at the expense of the state in special designated institutions or on a paid basis in a hotel. foreign citizens arriving in Uzbekistan will be quarantined in the hotel on a paid basis.
    • Passengers arriving from countries within the 'yellow' zone are required to undergo a 14-day home quarantine. at the same time, passengers arriving from the 'yellow' zone must have been in the countries included in the 'yellow' zone within the last 14 days. passengers from the ' red 'zone cannot be found with passengers arriving from the 'yellow ' zone.
    • Passengers arriving from 'green' zone countries do not need to pass a 14-day quarantine period. at the same time, passengers arriving from the countries of the 'green' zone had to stay in the countries included in the 'green' zone within the last 14 days.
    • Passengers from the 'red' zone countries are not allowed to travel with passengers from the 'green' zone countries.
    • In the case of finding passengers arriving from the 'yellow' zone with passengers arriving from the 'green' zone, passengers arriving on this flight are required to undergo a 14-day home quarantine.)                             

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Cargo flights to/from Uzbekistan and performed in transit with landings through Uzbekistan will be strictly controlled. the crew will not be allowed to leave the aircraft, if necessary, the rest of the crew will be organized in specially identified hotels in compliance with sanitary-quarantine measures without mandatory 14-day quarantine.
  • All Landing application are being considered individually. It always depends on CAA and Special Republican Commission if they will approved the application or not.
  • Crew overnight allowed at UTSA airport only. This is the only Uzbekistan airport where a technical landing with crew layover is possible without crew being quarantined for 14 days. 

 

QUARANTINE REQUIREMENTS

  • Passengers from Red Zone – Mandatory 14-day quarantine (All expenses will be payable by passengers themselves)
  • Passengers from Yellow Zone – Undergo 14-day home quarantine.
