BUSINESS FLIGHT RESTRICTIONS

  • Entry is allowed to:
    • All citizens, crew and pax, regardless of nationality… (with requirements)
    • International schedule flights require obtaining verification from the air transport bureau of the CAO
    • Slots are required in advance
    • Cargo flights can operate so long as they adhere to the health protocols and the aircraft is disinfected of arrival cargo.
    • Adhere to inflight COVID protocols:
      • When occupancy allows, airlines should separate seat assignments
      • Mandatory for all crew/pax to wear face masks at all times
      • Aircraft must have universal protection kit as prescribed by ICAO
      • Ensure correct operation of HEPA filter in aircraft
      • Familiarizing crew with self care and training related to COVID
      • Correct garbage exposal
      • Present aircraft disinfection certificate for the last 24 hours
      • Meet requirements set out in WWW.CAO.IR/WEB/ENGLISH/RULES-AND-REGULATION
  • - REQUIREMENTS
    • All citizens, crew and pax, regardless of nationality… (with requirements)
      • All arriving pax must have valid COVID negative molecular tests (in English) issued at maximum 96 hours before entry
      • If the COVID test certificate has expired due to duration of trip then there is no need to retake.
      • Screening will be done on arrival.
      • In case of any pax with COVID suspicions, they must retake a test and will be held at designated places until such time as they have a negative test.
      • If COVID test is positive they will be taken to quarantine locations and remain for 14 days, at ones own cost.
    • Iranian nationals whose stay abroad is longer than 2 weeks are required to hold a valid COVID negative test.
      • If not possible to obtain a test airlines can accept 3 pax and they will be screened on arrival and must have a written pledge to home quarantine.
    • If they test positive they will be taken to a quarantine facility for 14 days and the passenger shall incur all charges
    • REGARDING DIPLOMATS, POLITICAL DELEGATIONS, GOVERNMENT OFFICIALS, AND STAFF OF INTERNATIONAL AGENCIES, SUBJECT TO RECIPROCITY, THEY ARE NOT REQUIRED TO OBTAIN CERTIFICATION AND LABORATORY TESTING IN THE COUNTRY OF ORIGIN.SCREENING UPON ARRIVAL WILL BE PERFORMED, AND IN CASE OF ANY COVID-19 SUSPICIOUS CASES BY TAKING PCR TEST, THE PATIENT MUST PROVIDE A WRITTEN PAGE AND STAY AT QUARANTINE IN THE EMBASSY OR DESIGNATED PLACES UP UNTIL THE TIME THEY TEST NEGATIVE AND THE SYMPTOMS ARE NO LONGER DISPLAYED. IF THEY TEST POSITIVE, IT IS MANDATORY TO STAY AT QUARANTINE FOR FOURTEEN DAYS. SUCH PASSENGERS DO NO NEED TO PAY THE COST OF THE TEST.
    • Screening upon arrival is mandatory for all pax (including Iranian) h COVID-19 suspicious cases will be taken for testing.
    • All Passengers must complete a self declaration form provided by air operators before or during the flight.

2. IF THE VALIDITY OF THE ISSUED CERTIFICATE HAS EXPIRED DUE TO

ACCEPT THESE PASSENGERS BUT THE PCR TEST WILL BE PERFORMED
UPON ARRIVAL AND THEY HAVE TO STAY AT HOME QUARANTINE

BUSINESS FLIGHT RESTRICTIONS

  • Flights allowed only if prior approval is granted.
    Inbound PAX have to have a valid PCR test prior to arrival and 14 days Quarantine may be
    required upon arrival in Kuwait. Travel insurance is mandatory covering COVID19 treatment for
    inbound and outbound travel.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • There is no restriction for technical flight (Refueling). For crew rest, crew can only stay at airside
    hotel (Safir Hotel) without 14 days Quarantine But have to undergo a medical checkup in the
    general aviation side prior to check in at the air side hotel.

 

QUARANTINE REQUIREMENTS

  • Guidelines for Arrivals:
    • - COVID-19 tests will be done upon ARRIVAL randomly at OKBK by the MOH Medical Staff.
    • - Registration on (Shlonik) application, PCR certificate, home quarantine for 14 days and the possibility of undergoing a random test for Corona virus will all be required upon arrival in Kuwait.
  • Guidelines for Departures:
    • - Obtaining a health certificate issued by laboratories accredited by the Ministry of Health, proving free from #Coronavirus if necessary, according to the requirements of each country while adhering to the required period of validity.
    • - Citizens must obtain travel health insurance that covers treatment for the #Covid19 virus.
    • - Adhere to health requirements in terms of wearing masks and gloves, the use of sterilizers and adherence to social distancing.
  • OKBK MOH Advised:
    • - ALL CREW may only stay in the transit airport hotel for overnight stops and are to be booked through the handler.
    • - CREW need to wear complete PPE (Personal Protective Equipment) like masks  & disposable gloves
    • - COVID-19 test will be done upon ARRIVAL at OKBK for crew - Medical Staff from MOH will do the test & will decide & approve if CREW can stay in the Airport Transit Hotel.

BUSINESS FLIGHT RESTRICTIONS

  • OLBA ( Beirut International Airport ) to resume normal operations from 1 July with the following limitations:
    • All previously approved scheduled passenger flights are suspended.
    • Aircraft operators shall apply to the directorate general of civil aviation  to get permits for new passenger flight schedules   
    • Operational safety measures related to Coronavirus to be applied at OLBA.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Prior permission required for all flights. 
  • Flight & cabin crew arriving in Lebanon and not staying for more than 48 hours are exempted from doing a PCR test upon arrival at the airport but will need to be quarantined at one of the approved hotels.

 

QUARANTINE REQUIREMENTS

  • Each passenger arriving to Beirut is required to have a PCR test certificate less than 72 HRS old at the time of arrival. (EXCEPT CHILDREN UNDER 12YRS OF AGE)
  • All passengers are to complete the medical form issued by the Lebanese ministry of health before boarding their flight to Lebanon. The form can be obtained at the following link:  https://areg.is/0GaDnG
  • All passengers arriving in Lebanon from Syria, Turkey or all African countries need to complete a PCR test at the airport and then will need to self-quarantine at home for a period of 48 hrs until the test results are granted.
  • All passengers arriving from other countries will need to conduct a PCR test upon arrival in Lebanon or may conduct one prior to their arrival in Lebanon no longer than 72hrs in advance.
  • Airlines will be required to collect a 50 USD fee from all passengers planning to conduct the PCR test upon arrival in Lebanon’s airports.

BUSINESS FLIGHT RESTRICTIONS

  • Oman will resume scheduled international flights from 01st of October 2020, according to the following:
    • Flights operation:
      • The scheduled international flights will be resumed from 01st of October, 2020 between Oman and; GCC countries, Egypt, Sudan, Pakistan, Turkey, India, Bangladesh, Thailand, Malaysia, UK, Germany, France, The Netherlands, Philippines, Tanzania, and Ethiopia by the Omani national carriers and the national carriers of the mentioned countries taking into account the applicable procedures for operating of scheduled flights in these countries.
      • Due to the ongoing implementation of COVID-19 precautionary measures, and as exception from the air transport rights between Oman and the mentioned countries, the operations will be limited to operating two weekly scheduled flights between the selected airports in the countries mentioned in bullet (1) above and Muscat International Airport or such other airports in Oman as may be permitted by CAA to operate scheduled flights.
      • Bullet (2) above is applicable to the air carriers designated by the countries in accordance with the bilateral air transport agreements.
      • Non-scheduled and repatriation flights between Oman and other countries will continue by the Omani national carriers and the national carriers of the concerned country according to the needs.
      • The CAA will regularly review the limited operation of the scheduled flights according to the situation and take into consideration the travel necessities.
    • Passengers arriving to Oman:
      • Only Omani citizens and residents in Oman with valid residency permits are allowed to enter the Sultanate without the need for prior approval.
      • Non Omani citizens travelling to Oman are required to have international health insurance covering the cost of treatment for Covid-19 for a period of at least one month.
      • Download (Tarassud+) application before arriving in Oman and complete the registration on arrival
      • All passengers arriving to Oman are subject to COVID-19 PCR test as well as the following:
        • Arrivals to Oman for a period of 1 to 7 days are subject to COVID-19 PCR test and are required to register in (Tarassud+) and pay the cost of services of OMR 25.
        • Arrivals to Oman for a period more than 7 days are subject to COVID-19 PCR test with a 14 days quarantine, (Tarrasud+) bracelet and pay the cost of services of OMR 25.
      • Aircraft crews and children aged 15 years and less are exempted from COVID-19 PCR test.
      • Aircraft crew are exempted from the 14 days quarantine and subject to the precautionary measures issued by the Ministry of Health.
    • Third: Departing Passengers from Oman:
      • Omani citizens shall have health insurance covering COVID-19 valid in the country they are travelling to.
      • Passenger shall comply with the conditions of the country they are traveling to.
      • Omani citizens and foreigners are allowed to travel from Oman without a permit.

BUSINESS FLIGHT RESTRICTIONS

  • I am planning to operate a flight for the purpose of transporting UAE and Non-UAE Nationals to the UAE. Am I allowed?
    • No, your flight is not allowed, for transporting non-UAE Nationals to the UAE. However, if you would like to proceed with transporting UAE Nationals (inbound) only, your flight may be allowed (refer to subpart 5.a) above).
  • I am planning to operate a flight for the purpose of transporting Non-UAE Nationals to the UAE. Am I allowed?
    • No, your flight is not allowed.
  • Private Aircraft
    • The same conditions as mentioned above within this document, apply to all private foreign registered aircraft. No foreign registered aircraft, that is outside the UAE, can operate to the UAE, even if the GCAA has issued an NOC or authorization to the aircraft/operator,
    • unless approval has been granted by MOFAIC through diplomatic channels, or the flight is for the purpose of a technical stop; please refer to Section 4, for details on technical stops, and applicable conditions for passengers and crew.

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Technical landings and repositioning where passengers do not disembark
  • Note 5: The same restrictions shall apply to crew unless it is for the purpose of a walkaround inspection and preparation of the intended flight, provided that all precautionary measures are in place to ensure limited interaction with other persons;
  • I am planning to operate an aircraft for the purpose of a technical stop in the UAE. Am I allowed?
    • Yes, your flight is allowed. However, you shall ensure that no passengers are allowed to disembark/embark the aircraft. The same restrictions shall apply to the crew who are not allowed to disembark/embark the aircraft, unless it is for the purpose of a walk-around inspection and/or preparation of the intended flight. It is the responsibility of the Operator to place precautionary measures, to ensure limited interaction with any other persons.
  • I am planning to operate an aircraft to the UAE, with an extra set of crew, for the purpose of operating another aircraft parked in the UAE. Am I allowed?
    • Yes, your flight is allowed. However, the crew that will operate the aircraft parked in UAE, may disembark for the purpose of transportation to the concerned aircraft within the same airport only. The Operator shall ensure that the crew are not allowed to exit the airport, and no passengers are allowed to disembark/embark the aircraft. The same restrictions shall apply to the crew operating the inbound flight who are not allowed to disembark/embark the aircraft, unless it is for the purpose of a walk-around inspection
    • and/or preparation of the intended flight. It is the responsibility of the Operator to place precautionary measures, to ensure limited interaction with any other persons.

  • Cargo Flights: allowed, only for crew and personnel required for the operation of the intended flight.
  • Evacuation/Repatriation Flights: approval for operation and layover shall be taken from the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC)

  • Note 2: in case of layovers, the crew shall fulfil the conditions mentioned in the latest published Safety Decision 2020-01. Furthermore, the Operator is required to coordinate with the Airport Authority, for all the necessary crew requirements (including necessary health checks in accordance with the UAE Public Health Authority). Prior arrangement shall be made with the arrival airport, in the UAE, for acceptance of layover and to ensure proper facilities for crew rest are available.

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Fuel stops are allowed.
  • Overnight is also allowed with the below Crew procedure: 
    • Crew has to fill the Health Declaration form prior to arrival. 
    • Crew should hold a valid negative PCR COVID-19 test from a government accredited laboratory from the country of origin with validity not more than 96 hours ahead of departure of their flight.  
    • Crew temperature will be measured on arrival.
    • If crew show no COVID-19 symptoms, they can proceed to passport control for stamping their General Declaration (GDs).
    • Crew can proceed to their designated contracted hotel.
    • In case of finding any symptoms, crew will be subject to PCR test at the airport.
    • In case of crew result found positive COVID-19, UAE MOH procedure and protocol will be applied.  
  • In Case Crew Not Holding COVID Test 
    • If crew do not have 96 hour certificate for arrival into SHJ, then they will have a PCR test upon arrival
    • Crew are not required to have a PCR certificate for departure.

  • Only in the case of a positive arrival Covid19 test result, according to the UAE MOH procedure and protocol.
