  • Technical Refueling OK. Prior Permission Required 
  • Crew Rest OK – however due to security reasons ( not COVID related ) aircraft may not overnight.

      • 2. OPERATORS ARE REQUIRED TO APPLY FOR AIRPORT SLOT IN ADVANCE OF OPERATION.
      • 3. THE ENTRY OF COMMERCIAL FREIGHT THROUGH CARGO FLIGHTS IS PERMITTED WITHOUT ANY RESTRICTION BY IMPLEMENTING THE HEALTH PROTOCOLS, INCLUDING DISINFECTION OF ARRIVAL CARGO.

    • ACCORDING TO THE NOTIFICATION ISSUED BY MINISTRY OF HEALTH OF THE ISLAMIC REPUBLIC OF IRAN,

      • 2- TRAVELERS WHOSE ORIGIN OF TRAVEL IS ONE OF THE EU COUNTRIES OR WHO HAVE BEEN TO/RESIDED IN SUCH COUNTRIES WITHIN TWO WEEKS OF THEIR TRAVELLING TO THE IR OF IRAN ARE REQUIRED TO: PRESENT A HEALTH CERTIFICATE INDICATING A NEGATIVE PCR TEST STAMPED WITH THE SEAL OF THE CONSULATE OF THE IR OF IRAN IN THE COUNTRY OF ORIGIN AND FILL IN A FORM ACCEPTING THAT, DESPITE THEIR PROOF OF PRIOR NEGATIVE PCR TEST, THEY MAY BE SUBJECT TO A PCR TEST A NEW AND A 14-DAY QUARANTINE IF DEEMED NECESSARY.

THE AIR OPERATORS ARE ALSO REQUIRED TO ENSURE THAT ALL PASSENGERS ARE CARRYING VALID HEALTH CERTIFICATES AND FOREIGN PASSENGERS WHO DO NOT HAVE THE ABOVE CERTIFICATES SHOULD NOT BE ACCEPTED, AND THE FOREIGN PASSENGERS ARE NOT PERMITTED TO ENTER THE COUNTRY IF THE ABOVE CERTIFICATES ARE NOT PRESENTED ON ARRIVAL.
  • THE ARRIVING PASSENGERS MUST HAVE THEIR CERTIFICATES ISSUED AT MAXIMUM 72 HOURS BEFORE DEPARTURE AND IF THE VALIDITY OF THE RESULT CERTIFICATE EXPIRES DUE TO THE DURATION OF THE TRIP OR OTHER REASONS, THERE IS NO NEED TO RETAKE THE TEST.
  • SCREENING UPON ARRIVAL WILL BE PERFORMED AND IN CASE OF ANY COVID-19 SUSPICIOUS CASES, AFTER TAKING PCR TEST THE PATIENT MUST BE QUARANTINED IN THE DESIGNATED PLACES UNTIL THE TIME THEY TEST NEGATIVE.

  • All travelers are required to present upon arrival a negative PCR test from within 96 hours of arrival, submit to an additional PCR test at the airport and a 72 hour quarantine, and download the covidlebtrack app, unless excepted. Exceptions include travelers under the age of 12 and those who have documented proof of testing positive for COVID-19 more than 15 days prior to arrival, an IgG positive test showing sufficient antibodies, or proof of full vaccination more than 15 days prior to arrival.
  • COVID tests will be given to all arriving travelers at a cost of USD 50 per test, to be paid by the traveler and collected by the airline unless the traveler qualifies for an exception listed above.

BUSINESS FLIGHT RESTRICTIONS

  • Flights operation:
    • 1. The scheduled international flights will continue to operate by the designated national air carriers of each country according to the agreed upon coordination with the countries taking into account the applicable procedures in each country for operating of scheduled flights.
    • 2. Due to the ongoing implementation of COVID-19 precautionary measures, and as an exception from the air transport rights between the Sultanate and a number of countries, the flights will continue to operate according to bilateral coordination.
  • Passengers arriving in Oman:
    • 1. GCC citizens, residents with valid residency permits and passengers with valid visa are allowed to enter the Sultanate without prior approval.
    • 2. All passengers arriving in Oman are required to present a negative COVID-19 PCR test conducted within seventy two (72) hours prior to the scheduled time of arrival in Oman. The COVID-19 PCR test shall be a validated and certified medical test result written in Arabic or English.
    • 3. All passengers arriving to the Sultanate of Oman are required to have international health insurance covering the cost of treatment from Covid-19 for one month except for citizens, GCC nationals and passengers with free treatment card.
    • 4. Before departure to the Sultanate of Oman, passengers must complete pre-registration via https://covid19.emushrif.om/traveler/travel for the PCR test in Oman, pay the twenty five (25) OMR test fees and download Tarassud+. Airlines must not check in any passenger who did not complete this requirement.
    • 5. All passengers arriving to the Sultanate of Oman are subject to COVID-19 PCR test on arrival, (Tarrasud+) bracelet, quarantine for seven (7) days and COVID-19 (PCR) test on the eighth day.
    • 6. Aircraft crews, and children from aged 15 years and less are exempted from COVID-19 PCR test and Tarassud+ bracelet.
    • 7. Aircraft crews are exempted from the quarantine and subject to the precautionary measures issued by the Ministry of Health.
    • 8. Diplomats working at foreign embassies accredited to the Sultanate of Oman and diplomats visiting the Sultanate are exempted from COVID-19 PCR test, Tarassud+ and the bracelet however, they are subject to a seven-day quarantine.
  • Departing Passengers from Oman:
    • 1. Omani citizens shall have health insurance covering COVID-19 valid in the country they are travelling to.
    • 2. Passengers shall comply with the requirements of the country they are traveling to.
  • Airlines must take the necessary measures to ensure that the requirements to enter the Sultanate under this circular are implemented. Legal action will be taken against the offending airlines.
  • Specific to GA/Private flights
    • Non-schedule/Private jets passenger flights with Omani pax are allowed to operate at OOMS & OOSA. Subject to PACA approval.
    • Non-schedule/Private jets passenger flights with GCC nationals pax are allowed to operate at OOMS & OOSA. Subject to PACA approval.

    • A Fully vaccinated traveler who received any of the COVID-19 vaccines recognized in Qatar with at least 14 days since the last dose must present an official vaccination card or certificate to qualify the exemption.
    • Any travelers who does not meet the criteria must undergo a hotel quarantine through Discovery Qatar for 7 days and Ehteraz must be yellow.
    • If the incoming visitors are vaccinated parents who meet the vaccination criteria but are accompanied by children who are not vaccinated, then one of the parents can be exempted from quarantine, and other parent will be quarantined with the children for 7 days in a quarantine hotel via Discover Qatar, and his/her Ehteraz should be yellow. During the quarantine period, the parents cannot exchange their roles on who will be accompanied with the children. If Only one parent is accompanying, then the parent must also accompany the children for 7 days in a quarantine hotel via Discover Qatar, and his/her Ehteraz should be yellow.
    • It is mandatory for adults to install and activate Ehteraz app on their mobile phone using locally authorized sim cards.
    • All those undergoing hotel quarantine are subjected to the quarantine protocol and are not allowed to enter or be in public areas unless Ehteraz is green.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Crew Restrictions: Crew rest can be done at Oryx Hotel airside without clearing customs. Crew members may disembark but shall undergo strict mandatory quarantine under the supervision of the state during their rotation/rest period. Crew can rest on the aircraft without clearing custom
  • Tech Stop Details: It's possible to operate technical stops/crew rest however if the crew will enter Doha ‎there might be circumstances that they will be subject for a 14 days quarantine due to COVID-19 issue. There is a hotel airside. Passengers are not permitted to disembark without authorization. 

 

QUARANTINE REQUIREMENTS

  • Exemption to Hotel Quarantine only applies to Citizens and Residents of Qatar who have completed the 14days after the 2nd dose of vaccine was administered and 14days from the 1st dose in the case of Johnson & Johnson vaccine.
    • Note: 
      • This is not applicable to the existing entry/transit restrictions to arriving passengers from India, Nepal, Bangladesh, Pakistan, Sri Lanka and the Philippines
  • The exemption to those who have vaccinated abroad is only applicable to Citizens and Residents of Qatar.
  • Please be informed Incoming passengers arriving from India, Nepal, Bangladesh, Pakistan, Sri Lanka, and Philippines should follow the quarantine rules:
  • Mandatory COVID-19 PCR test within 48 hrs. before Departure from their testing center Approved by their local health Authority.
  • All passengers from the said countries must undergo a repeat COVID-19 PCR test in hotel quarantine or Mekaines facility within one day of flight arrival.
  • All passengers from the said countries must undergo 10 days quarantine in a dedicated quarantine facility, or 14 days if quarantine is at Mekaines facility, regardless of previous vaccination or immunity against Covid-19; No one is allowed to use private quarantine for these passengers.

    • c) Persons entering UAE shall be subject to the required public health protocol upon arrival; 
    • d) A PCR test is valid when it is showing negative result, and it meets the required public health protocol and it is performed by any medical facility designated in Appendix 1. 
  • REQUIREMENT No. 2: SOUTH AFRICA (IMMEDIATELY) 
    • a) Passenger carrying flights from South Africa inbound to UAE are not permitted unless they transport the following categories of person: 
      • 1) Operating crew provided they comply with safety requirements and quarantine  
      • 2) UAE citizens; and 
    • b) Persons other than category of persons mentioned in a) who have been in the above mentioned countries in the 14 days preceding their flight to UAE and are intending to transit in the UAE or arrive in the UAE via direct or indirect flight shall not be allowed. 
  • REQUIREMENT No. 3: INDIA, PASKISTAN, BANGLADESH, NEPAL AND SRI LANKA (IMMEDIATELY) 
    • e) Passenger carrying flights from India, Pakistan, Bangladesh, Nepal and Sri Lanka inbound to or transiting via UAE are not permitted unless they transport the following categories of person: 
      • 1) Operating crew provided they comply with safety requirements and quarantine  ; 
      • 2) UAE citizens; 
      • 3) UAE long-term residence visa holders (also named “golden visa”) holding a valid PCR test; 
      • 4) diplomatic personnel holding a valid PCR test; and 
      • 5) any official delegations’ personnel holding a valid PCR test; 
      • 6) any person holding a valid PCR test and transported on a business aircraft3; and 
    • f) Persons other than category of persons mentioned in a) who have been in the above mentioned countries in the 14 days preceding their flight to UAE and are intending to transit in the UAE or arrive in the UAE via direct or indirect flight shall not be allowed. 
    • g) Persons entering UAE shall: 
      • 1) be subject to the required public health protocol upon arrival; 
      • 2) wear a monitoring and tracking device (applicable for Pakistan, Bangladesh, Nepal and Sri Lanka); 
      • 3) comply with a 10-day quarantine period; and 
      • 4) complete a PCR test upon arrival followed by two other PCR tests on the 4th day and 8th day of their quarantine period. 
    • h) A PCR test is valid when it (1) is showing negative result, (2) meets the required public health protocol and (3) is performed by an accredited laboratory in INDIA, PASKISTAN, BANGLADESH, NEPAL or SRI LANKA respectively at the origin destination, within 48 hours before arriving to the UAE. The PCR Test Certificate shall contain a QR code processing at minimum the name of the laboratory, the name of the passenger, the date when the test was performed and the result of the test.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Operating crew from non-UAE operators may enter the UAE provided that: 
    • 1) They hold a valid PCR test: PCR test is valid when it (i) is showing negative result, (ii) meets the required public health protocol, (iii) is performed within 48 hours before flight to the UAE. Additionally, the PCR Test certificate shall contain a QR code processing at minimum the name of the laboratory, the name of the passenger, the date when the test was performed and the result of the test; 
    • 2) They perform a PCR test in arrival; 
    • 3) They are immediately quarantined in the hotel during the whole transit period; 
    • 4) They wear a monitoring and tracking device; and 
    • 5) Their movement is limited to the required movement between the hotel and the airport without contacting persons of the UAE community.

BUSINESS FLIGHT RESTRICTIONS

  • All international flights are allowed provided the flights adhere to
    • Safety decision : 2020-20 REF HTTPS://WWW.GCAA.GOV.AE E-PUBLICATION-SAFETY DECISIONS-2020
    • Relevant Public Health Measures including the requirements in Notam A1429/20
    • Non UAE operators to consult GCAA.GOV.AE  

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Fuel stops are allowed.
  • Overnight is also allowed with the below Crew procedure: 
    • Crew has to fill the Health Declaration form prior to arrival. 
    • Crew should hold a valid negative PCR COVID-19 test from a government accredited laboratory from the country of origin with validity not more than 96 hours ahead of departure of their flight.  
    • Crew temperature will be measured on arrival.
    • If crew show no COVID-19 symptoms, they can proceed to passport control for stamping their General Declaration (GDs).
    • Crew can proceed to their designated contracted hotel.
    • In case of finding any symptoms, crew will be subject to PCR test at the airport.
    • In case of crew result found positive COVID-19, UAE MOH procedure and protocol will be applied.  
  • In Case Crew Not Holding COVID Test 
    • If crew do not have 96 hour certificate for arrival into SHJ, then they will have a PCR test upon arrival
    • Crew are not required to have a PCR certificate for departure. 
       

QUARANTINE REQUIREMENTS

  • Only in the case of a positive arrival Covid19 test result, according to the UAE MOH procedure and protocol.
