ADDITIONAL INFORMATION

  • New cases and deaths from COVID-19 have risen sharply throughout Afghanistan. Hospitals are reporting shortages of supplies, oxygen, and beds for both COVID-19 and non-COVID-19 related patients. U.S. citizens have reported being denied admittance to hospitals due to lack of space.
  • The U.S. Centers for Disease Control and Prevention (CDC) has issued a Level 3 Travel Health Notice for Afghanistan and the Department of State has issued a Level 4 Travel Advisory advising against all travel to Kabul due COVID-19, crime, terrorism, civil unrest, crime, kidnapping, and armed conflict.

  • Non-Vaccinated passengers must present a negative test certificate with a QR code for a PCR test administered within 48 hours of their departure from a Red List country or 72 hours from all other countries
  • Residents of Bahrain or GCC residents with proof of vaccination or recovery via the “BeAware Bahrain” app or other official GCC apps are required to test on arrival and on the 10th day, but are exempt from quarantine restrictions
  • Passengers vaccinated in the United States, UK, EU, Canada, Australia, New Zealand, South Korea, Japan or Singapore with approved vaccination certificates will be provided with a certification card for use within Bahrain. Those passengers are still required to PCR test at their own expense on arrival and on  and tenth day in Bahrain, but are exempt from quarantine. They also must provide at the point of departure a negative test certificate, featuring a QR code before departure no longer than 48 hours for those departing from a Red List country and 72 hours for those departing all other countries. 
  • All other arriving air passengers will also be tested for COVID-19 at their own expense. Travelers, including those not vaccinated in Bahrain, are required to test on arrival and on the tenth day if applicable.  Travelers must download the “BeAware Bahrain” app in advance of travel.  Passengers under six years old are exempted from testing on arrival.
  • A negative COVID-19 PCR taken in the last 72 hours is required for land entry via the King Fahd Causeway.
  • Non-vaccinated passengers must quarantine for 10 days on arrival at their own residence or at a government designated hotel.


RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Crew on above mentioned flights may enter Bahrain. 
  • TECHNICAL STOPS ARE PERMITTED 

 

QUARANTINE REQUIREMENTS

  • Travelers who are not fully vaccinated (two weeks out from second dose) are required to quarantine for ten days on arrival at their residence or at a government designated hotel.
  • Depending on the symptoms and risk factors, positive COVID-19 patients can either isolate at home or isolate at a private facility approved by the government of Bahrain. High risk, severely symptomatic individuals will be isolated in one of the government’s assigned isolation facilities. Bahrain has several isolation facilities in different locations, and patients get assigned to each facility on a case-by-case basis based on available vacancies.

  • U.S. citizens may enter Iraq with a negative PCR test and a valid visa.
  • Airports throughout Iraq are open. Travelers should be aware that flight suspensions may be implemented at any time and on short notice.
  • The PCR and/or serology results must be completed less than 72 hours prior to departure for Iraq.
  • Travelers to the Iraqi Kurdistan Region are required to bring a PCR certificate valid within 48 hours of travel or verified evidence of a second dose of a vaccination, those without either will be required to undertake a PCR test, at their own cost, at the Kurdistan Region airports.

BUSINESS FLIGHT RESTRICTIONS

  • Flights allowed only if prior approval is granted.
    • In addition to being fully vaccinated, arriving passengers in Kuwait need to obtain and travel with a negative PCR test result, in English, administered by a health clinic within 72 hours of beginning their travel to Kuwait.  Passengers should check Kuwait Mosafer to find accredited PCR labs in their city.  If there is no accredited laboratory in the departure city, the PCR test certificate can be obtained from any laboratory until accredited laboratories are available on Kuwait Mosafer for that location.  No translation into Arabic language is required.   Children under the age of six (6) do not require a PCR test prior to arrival. Payment for the test is generally made in Kuwait Mosafer at the time of registration, at the passenger’s expense. 
    • Effective August 1, fully vaccinated non-Kuwaiti residents, including U.S. citizens, are permitted to return to Kuwait.
    • All passengers who are permitted to arrive in Kuwait must register with the Kuwait Mosafer platform and the Shlonik application prior to travel.  Travelers must prove vaccination status with the Immune or Mobile ID applications, as stated elsewhere on this webpage.  

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST
There is no restriction for technical flight (Refueling). For crew rest, crew can only stay at airside hotel (Safir Hotel) without 14 days Quarantine But have to undergo a medical checkup in the general aviation side prior to check in at the air side hotel. 

 

QUARANTINE REQUIREMENTS

  • All vaccinated travelers entering Kuwait must undergo seven (7) days of home quarantine upon arrival. Quarantine may end early upon proof of a negative PCR test.  Eligible non-vaccinated travelers returning to Kuwait must undergo a seven (7) day institutional hotel quarantine upon arrival. 
  • The Government of Kuwait has reported confirmed cases of COVID-19 within its borders. 
  • Effective August 1, fully vaccinated non-Kuwaiti residents may return to Kuwait via the airport.  Full vaccination includes two doses of the Pfizer, Oxford Astra Zeneca, or Moderna vaccines, or one dose of the Johnson & Johnson vaccine.  Unvaccinated children below 16 can enter with eligible parent(s). The Government of Kuwait stated that unvaccinated non-Kuwaiti residents over the age of 16 may not travel to Kuwait.  
  • Proof of vaccination status can only be established via the Immune or Mobile ID apps.  Confirmation of vaccine status must be approved (evidenced by a GREEN color in the app).
  • Individuals traveling to Kuwait who received a COVID-19 vaccination from a non-Kuwaiti government authority must register their vaccine record on the Ministry of Health website for record validation.  Vaccinated individuals with records approved by the Kuwaiti Public Health Department may then download the Kuwait Mobile ID or Immune App to access their vaccination details.    
  • Issuance of Kuwaiti visitor visas in advance of travel or upon arrival at the airport remain suspended.
  • The airport is open for departures for all citizens provided proof of vaccination as required, if at all, by the airline, transit locations, and/or destination.
  • Arriving passengers must also register with the Mosafer platform and the Shlonik application prior to boarding the aircraft.
  • Kuwaiti citizens, first-degree relatives of Kuwaiti citizens, and domestic employees traveling with them are not permitted to travel from Kuwait unless they are fully vaccinated. 
  • Arriving travelers must undergo a PCR test within 72 hours of arrival to Kuwait.  Upon arrival, there is a mandatory seven-day quarantine that can be ended earlier if another PCR test proves a negative result. 
  • Non-Kuwaiti residents who exited Kuwait on or before August 31, 2019 are not permitted to enter Kuwait even if in possession of a valid residency visa.

BUSINESS FLIGHT RESTRICTIONS

All Passengers wishing to come to Lebanon, except children under 12 years old, must perform PCR test in a Lab. certified by the countries Local authorities latest 96 hours between the test result and the date of arrival to Lebanon and to show the test result which must include a QR code at check-in counters.

Passengers not having negative PCR test result with a QR code are not allowed to board the plane departing to Lebanon, but the PCR tests issued from: USA, Canada, Australia, New Zealand, South Korea, Japan and all European countries are accepted without QR codes.

Passengers who travelled out of Lebanon and will return within one week, that is, who travelled during one day of the week and will return on the same day during the following week, will be exempted from doing PCR test in the countries of departure, but shall perform a PCR test at BRHIA upon their arrival to Lebanon.

BUSINESS FLIGHT RESTRICTIONS

  • Travelers arriving to Oman from any destination will be required to undergo a COVID-19 PCR test within 72 hours before their arrival in Oman and again eight days after arrival. Travelers should carry their negative test results with them as airlines and immigration officials may ask for proof of this requirement. All travelers will have to quarantine for minimum of seven days upon arrival. Compulsory institutional health isolation for all arrivals to the Sultanate through the various land, sea, and airports is mandatory and at their own expense. From 2 pm on March 29, 2021, all arrivals into the Sultanate must book accommodation in hotels and institutional isolation via the Sahala platform on https://covid19.emushrif.om/. Airlines are responsible for ensuring that the passenger is holding a confirmed booking via the Sahala platform. There is no longer an option to isolate in a private home setting, until further notice.
  • Travelers are required to have a valid health insurance policy to cover their stay in the Sultanate of Oman.
  • According to the requirements set by the Ministry of Health and the Civil Aviation Authority (CAA), all arrivals are subject to a mandatory PCR test at the expense of the traveler when entering the Sultanate. PCR tests will have to be pre-booked on Tarassud+ mobile application prior to arrival in Oman. The application serves to gather all relevant passenger details and gives the users secure and easy access to pay for their PCR tests online, with the price per test set at 25 OMR. If the test findings are positive, passengers will have to abide by the self-isolation restrictions.
  • A negative COVID-19 PCR test is required within 72 hours prior to arrival. Travelers must quarantine for seven days. A second COVID-19 PCR test is required after eight days.
  • On April 21, 2021, the Supreme Committee announced that starting on April 24, 2021, travelers who are coming from the following countries, or who passed through them in the past 14 days, cannot enter Oman: Sudan, Brazil, Nigeria, Tanzania, Sierra Leone, Ethiopia, the United Kingdom, India, Pakistan, Bangladesh, the Philippines, Thailand, Malaysia, Vietnam, Singapore, Indonesia, Iraq, Iran, Tunisia, Libya, Argentina, Colombia, and Brunei. This suspension is in effect until further notice. Note: Omani citizens, diplomats, healthcare workers and their families are excluded.
  • Flights operation:
    • 1. The scheduled international flights will continue to operate by the designated national air carriers of each country according to the agreed upon coordination with the countries taking into account the applicable procedures in each country for operating of scheduled flights.
    • 2. Due to the ongoing implementation of COVID-19 precautionary measures, and as an exception from the air transport rights between the Sultanate and a number of countries, the flights will continue to operate according to bilateral coordination.
  • Airlines must take the necessary measures to ensure that the requirements to enter the Sultanate under this circular are implemented. Legal action will be taken against the offending airlines.
  • Specific to GA/Private flights
    • Non-schedule/Private jets passenger flights with Omani pax are allowed to operate at OOMS & OOSA. Subject to PACA approval.
    • Non-schedule/Private jets passenger flights with GCC nationals pax are allowed to operate at OOMS & OOSA. Subject to PACA approval.
    • Non-schedule/Private jets passenger flights with Non-Omani pax with resident permit are allowed to operate at OOMS & OOSA. Subject to PACA approval.
    • Non-schedule/Private jets passenger flights with Non-Omani pax without resident permit are allowed to operate at OOMS & OOSA. Subject to PACA approval.
  • Specific to Diplomatic/Military flights
    • Diplomatic/Military flights are allowed to operate at OOMS & OOSA, provided diplomatic landing permit is obtained by operator thru MOFA.
  • Specific to Cargo flights
    • Cargo flights are allowed to operate at OOMS and OOSA. Subject to PACA approval.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

    • Crew are allowed to enter Oman on Gendec via private jet and join commercial flight upon their departure as a passenger.
    • Crew are exempted from the 14 days quarantine. 
       

QUARANTINE REQUIREMENTS

  • The requirements for institutional isolation on arrival in the Sultanate through Oman Airports as featured in the Civil Aviation Authority (CAA) Circular, effective from March 29, 2021:
  • All arrivals into the Sultanate starting from 2 pm on March 29, 2021, will have to book accommodation in hotels and institutional isolation via the Sahala platform on https://covid19.emushrif.om/.

  • Travelers are required to pre-book the PCR test through https://covid19.emushrif.om/traveler/travel, pay OMR 25 test fee, and download (Tarrasud+) application prior to arrival in the Sultanate.
  • All travelers arriving in Oman from any country will be required to undergo another COVID-19 PCR test on arrival, wear Tarrasud+ bracelet, and isolate for 7 days.
  • At the end of 7 days, all travelers are required to undergo a new PCR test on the 8th day and if the test result is negative, the isolation period will end.
  • Test results will be available within 24 hours. The test report can be viewed and printed electronically on https://covid19.emushrif.om.
  • Travelers arriving in Oman for a period shorter than 7 days are no longer exempt from the isolation requirements.
  • Children below 15 years old are exempt from the PCR test and Tarrasud+ bracelet requirements.
  • All other previously issued requirements for entry in the Sultanate of Oman remain in force, in as much as they do not contradict with the above newly issued requirements. The US Embassy strongly advises American citizens to review current guidance on appropriate Government of Oman websites prior to travel, as guidelines can change.
  • Individuals who may have been exposed to COVID-19 should call the Ministry of Health for quarantine guidance. Institutional quarantine will also apply to individuals who have had close contact with a confirmed case of COVID-19 or individuals with a severe acute respiratory infection.

BUSINESS FLIGHT RESTRICTIONS

  • Protocol for inbound travelers vaccinated abroad (applicable only to GCC Nationals and immediate family members). With immediate effect, GCC nationals and those under their sponsorship will be exempted from the mandatory hotel quarantine if the following criteria’s are met:
    • They should have received the COVID-19 vaccines recognized by MoPH. These are: Pfizer/BioNTech, Moderna, AstraZeneca, Johnson & Johnson & Covishield.
    • They should have a pre-travel PCR test (taken within 72hrs from arrival) from the testing centers approved by their local health authority.
    • A Fully vaccinated traveler who received any of the COVID-19 vaccines recognized in Qatar with at least 14 days since the last dose must present an official vaccination card or certificate to qualify the exemption.
    • Any travelers who does not meet the criteria must undergo a hotel quarantine through Discovery Qatar for 7 days and Ehteraz must be yellow.
    • If the incoming visitors are vaccinated parents who meet the vaccination criteria but are accompanied by children who are not vaccinated, then one of the parents can be exempted from quarantine, and other parent will be quarantined with the children for 7 days in a quarantine hotel via Discover Qatar, and his/her Ehteraz should be yellow. During the quarantine period, the parents cannot exchange their roles on who will be accompanied with the children. If Only one parent is accompanying, then the parent must also accompany the children for 7 days in a quarantine hotel via Discover Qatar, and his/her Ehteraz should be yellow.
    • It is mandatory for adults to install and activate Ehteraz app on their mobile phone using locally authorized sim cards.
    • All those undergoing hotel quarantine are subjected to the quarantine protocol and are not allowed to enter or be in public areas unless Ehteraz is green.

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Crew Restrictions: Crew rest can be done at Oryx Hotel airside without clearing customs. Crew members may disembark but shall undergo strict mandatory quarantine under the supervision of the state during their rotation/rest period. Crew can rest on the aircraft without clearing custom
  • Tech Stop Details: It's possible to operate technical stops/crew rest however if the crew will enter Doha ‎there might be circumstances that they will be subject for a 14 days quarantine due to COVID-19 issue. BUSINESS FLIGHT RESTRICTIONS 

  • Suspension of travel for Saudi Citizens to the following countries :
    • (United Arab Emirates, Libya, Syria, Lebanon, Yemen, Iran,  Turkey, Armenia, Ethiopia, Somalia, Democratic Republic of Congo, Afghanistan, Venezuela, Belarus, India, Vietnam, Republic of Indonesia) and any country where the pandemic remains unstable.
  • The transport of Saudi Citizens on international flights is allowed to the permitted countries with the condition of receiving the full doses of the approved vaccines in the Kingdom. The following categories of guests are excluded:
    • Children under the age of (12) twelve years provided that they obtain a valid health insurance policy approved by the Saudi Central Bank (SAMA) to cover the risks of COVID-19.
    • Individuals who have recovered from COVID-19 in a period not exceeding (6) months.
    • Individuals who have recovered from COVID-19 and received one dose of the approved vaccines in the Kingdom.
    • Individuals whose status in Tawakkalna appear (Exempted) from COVID-19 vaccine, are to be treated equally as those whose status in Tawakkalna appear as IMMUNE.
  • Starting from 1st September 2021, Immunization with completed doses is mandatory to use air transport in the Kingdom ( Domestic flights). The Guests status in Tawakkalna should show (Completed The Doses of Corona Vaccine). With the exception of guests who are under the age of (12) years or whose status in Tawakkalna show  (Exempt from COVID - 19 vaccine).
  • Non-Saudi nationals holding Tourist Visas are allowed to enter the Kingdom during COVID-19 pandemic if they completed the required doses of one of the COVID-19 vaccines approved by Saudi Ministry of Health and have successfully registered on the "Arrival Registration" Platform via https://muqeem.sa/#/vaccine-registration/home . Must provide negative PCR test certificate issued from a verified laboratory does not exceed (72) hours from the time the test is undertaken until departing to the kingdom, and guests who did not provide the certificate will be denied from boarding the airplane.
  • Travelling with ID has been suspended for GCC citizens.
  • All arriving guests including the members of diplomatic missions accredited in the Kingdom of Saudi Arabia and their families (except Saudi citizens and children below 8 years of age) must provide negative PCR test certificate issued from a verified laboratory does not exceed (72) hours from the time the test is undertaken until departing to the kingdom, and guests who did not provide the certificate will be denied from boarding the airplane.
  • All guests, except passengers under the age of (8) years, to undergo two PCR Tests, within (24) hours of arrival and on 7th day of arrival. If the result is negative, they are permitted to leave quarantine on the 8th day.
  • All guests travellers who intend visiting the Kingdom (excluding Citizens, Residents and GCC Citizens) must have medical insurance that covers the costs of COVID-19 treatment in outpatient clinics, emergencies and hospitals, including the institutional quarantine for a period of (14) days.
  • All guests must obtain and show a prof of vaccination (vaccine certificates for COVID 19) with one of the flowing vaccines:
    • 2 doses of Pfizer BioNTech
    • 2 doses of Oxford AstraZeneca
    • 2 doses of Moderna
    • 1 dose of Johnson Johnson s Janssen
  • Vaccine certificates are required to be certified by official health authorities from the country that provided the vaccination for incoming passengers, and the duration between receiving the last dose (the second dose of a two-dose vaccine or the first dose of a single dose vaccine) should not be less than 14 days before traveling to the Kingdom of Saudi Arabia. Guests must carry their vaccine certificates at all times during their stay in the kingdom (Or prove of health status through applications and accredited programs in the kingdom) Failure to comply with these regulations makes travellers subject to legal liabilities .in addition to being denied.

  • On condition of that they have received an additional dose of one of the vaccines approved in the Kingdom mentioned in the above paragraph.

QUARANTINE REQUIREMENTS

  • All international travellers’ guests arriving to Saudi Arabia must complete a period of (7 days) of institutional quarantine at their own expense starting from the time of arrival at the institutional quarantine facilities to the Kingdom.   1. UAE residents, GCC citizens & tourists arriving to DXB/DWC
  • All UAE residents, GCC citizens, and visitors traveling to Dubai will need to do a pre-travel (before departure) PCR test, irrespective of the country they are coming from.
  • All Negative COVID19 Certificates must be printed in English or Arabic languages only (No Handwritten Reports).
  • PCR test validity for all other destinations that are not mentioned in the below lists is no more than 72 hours before departure of flight inbound to DXB/DWC.
  • Children under 12 and passengers with moderate to severe disabilities are exempt from PCR.

  • Airlines who wish to operate to Dubai from points in the restricted countries listed above, shall submit their request for review and approval to Dubai Civil Aviation Authority via email: [email protected]  (48 hours) prior their operation, provided with the following:
    • Standard Operating Procedure (SOP) of the airline for the intended operation.
    • Full description of the machine to be used for Rapid PCR test report, that should be based on molecular diagnostic testing intended for the qualitative detection of nucleic acid for SARS-COV-2 viral RNA; conducted at the departure airport prior to six (6) hours of departure.

*NOTE: DCAA approval granted earlier to airlines to operate from point(s) in the above listed countries, will remain valid.

3. Transit passengers

  • All transiting passengers excluding the below listed are not required to present a COVID 19 PCR test certificate unless it is mandated by their final destination.

  • If the airline carries any passenger(s) who fails to meet the aforesaid requirements, the airline will be held responsible to return such passenger to the point of embarkation and also any other matters that may arise therefrom.

Departing from DXB to all countries

  • All passengers are required to follow final destination requirements.

 

 

RESTRICTIONS FOR TECHNICAL REFUELING/CREW REST

  • Operating crew from non-UAE operators may enter the UAE provided that:
    • They hold a valid PCR test: PCR test is valid when it (i) is showing negative result, (ii) meets the required public health protocol, (iii) is performed within 48 hours before flight to the UAE. Additionally, the PCR Test certificate shall contain a QR code processing at minimum the name of the laboratory, the name of the passenger, the date when the test was performed and the result of the test.
    • They perform a PCR test on arrival.
    • The crew movement is limited to the required movement between the hotel and the airport without coming into close contact with people of the community.
